SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million.The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. SAN DIEGO (KGTV) — Just in time for the San Diego Zoo's reopening this month, a recent animal addition will be making his debut.A 2-month-old male pygmy hippopotamus, named Akobi, and his mother, Mabel, have been moved from the park's maternity habitat to the main pygmy hippo habitat in the Lost Forest area of the zoo.Akobi, born on April 9 and the first success pygmy hippo birth at the zoo in more than 30 years, stayed close to his mom once introduced to the habitat. But the zoo says he's already exploring the large pool, new terrain, and other animals in the shared habitat.RELATED: San Diego Zoo, Safari Park to reopen June 20"We’re excited to welcome guests back to the San Diego Zoo, so they can see this adorable calf who has brought his wildlife care team so much joy," said Leanne Klinski, wildlife care specialist for primates. SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. EDD said they encourage Californians to apply if they think they may qualify for benefits. Officials suggest using online services for faster processing, if possible. 2306

SAN DIEGO (KGTV) -- In just hours, Rady Children's Hospital is expected to get their first shipment of the Pfizer COVID-19 vaccine. It is unclear how many doses the hospital will receive, but once they arrive they will be stored in ultra low temperature freezers, until they are given to hospital staff. FedEx is in charge of making the historic delivery.The hospital's chief operating officer, Dr. Nicholas Holmes, says most of the hospital's staff wants to get the vaccine. It will not be mandated, since it's only approved for emergency use. The first to get the vaccine at the hospital will be front-line healthcare workers in the 1-A category. The category includes physicians, respiratory therapists, nurses, and other staff who have high chances of exposure to the virus. Dr. Holmes says a team at the hospital spent the last four days planning the logistics for distribution. Staff working in the same departments will get the vaccines on a rolling basis, just in case they experience side effects and to prevent an entire department from having to miss work at once.
