SAN DIEGO (KGTV) — Neighbors point to a devastating Northern California fire as their strongest case towards getting the latest housing development denied in East County.Dozens killed and home after home devastated by the Camp Fire in Paradise, Calif., last year."A fire here would cause massive casualties and probably burn into Chula Vista or San Diego," Peter Anderson, of the Sierra Club, said in front of the County Administration Building Wednesday.Neighbors and environmental advocates opposed to Otay Ranch Village 14 say the county needs to stop piling up hazards. Despite the protest, the county moved Wednesday to move forward with the project."This is a catastrophe in the making," Dan Silver, of the Endangered Habitats League, said. "There are tens of thousands of unbuilt units in good village locations, there is no need to put a project in such a dangerous location."Those opposed also believe evacuations would be an issue adding the infrastructure should go elsewhere.The locations for many of the new housing developments in San Diego have been called dangerous. SAN DIEGO (KGTV) -- One person was shot in San Diego's Shelltown neighborhood Sunday afternoon, San Diego Police confirm.According to San Diego Police, the shooting happened just after noon at the La Michoacana grocery store located at 1702 Vesta Street. The suspect, a man in his 20s, pulled out a handgun and demanded money from the cash register.The owner, a 40-year-old man, opened the register and gave the man money, police said. The suspect went to a second cash register and demanded money. The employee opened the second register and gave the suspect money.As the suspect was turning to leave, the owner pulled out a handgun. The suspect turned to the owner and the owner shot the suspect twice, hitting him in the abdomen and in the wrist, police say.The suspect was taken to a nearby hospital, but police said his injuries do not appear to be life-threatening. 879

SAN DIEGO (KGTV) - Monday afternoon, the San Diego County Sheriff’s Department tweeted that convicted sex offender Cary Jay Smith has left San Diego County. The tweet added, “It is always our goal to keep our communities safe.”Smith had been staying at a motel around the 78 corridor which caused concern for North County community leaders. “I just don't feel good about this situation,” said Melanie Burkholder, candidate for CA State Assembly's 76th District. “This is a very sick individual. He does not need to be roaming the streets,” she said Monday morning.The Orange County District Attorney's Office says Smith claims to have killed three boys and molested 200 others.San Diego County Undersheriff Mike Barnett spoke to ABC10 News on Sunday night. “He liked to be referred to while he was in the state mental hospital as Mr. RTK, which is rape, torture, kill,” he said.It was last Tuesday when he said the CA Department of State Hospitals released Smith from Coalinga psychiatric facility without any restrictions under Megan's law, meaning he is not required to register as a sex offender.Deputies say he's served his time and is free to go where he wants.Before arriving in San Diego, the 59-year-old went to Orange, Corona and Lake Elsinore which sparked outrage in Los Angeles. In an effort to avoid any violence, San Diego deputies did not share his exact location but offered reassurance he was under 24-7 monitoring.The Orange County District Attorney's Office said Monday that its waiting for answers from the Governor’s Office as to why the state released him from the hospital and why the CA Attorney General's Office reportedly revoked his sex offender registration requirement in 2005.Monday, the Attorney General's Office referred ABC10 News to the Department of State Hospitals which said that it couldn't release information because of patient privacy laws. 1889

SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. SAN DIEGO (KGTV) -- Police are searching for a homeless man a Mission Valley father says tried dragging his daughter into bushes before she was able to escape.Chris Gilbert says his 11-year-old daughter went to check the mail Saturday around 2 p.m. on the 5900 block of Caminito Deporte when the incident happened.After walking across the street to check the mail, Gilbert says his daughter felt hands on her shoulders.RELATED: San Diego Homelessness Czar to go on leave to open Mormon temple"She thought it was me, sneaking up playing a game,” Gilbert said.Then, Gilbert says, the man grabbed the 11-year-old by the neck and started dragging her toward some bushes.“She told me he put his hands on her shoulders from behind and was holding her, turned around and kicked him in the shin, got loose and ran into the house and found me upstairs.”That’s when Gilbert ran downstairs to confront the homeless man, hitting him in the shoulder as a warning.RELATED: Oceanside residents demand solution to homelessness issue“I said, ‘you need to get out of here,’ then he started hitting me.”Gilbert’s daughter describes the man as six foot, two inches tall, between the ages of 40 to 45 with thick glasses.
