BEIJING, Aug. 24 (Xinhua) -- China's top legislature, the National People's Congress (NPC), has proposed a reform in income distribution be launched as soon as possible, aiming to increase residents' income and narrow the gap in wealth.Officials of the Financial and Economic Affairs Committee of the NPC said they have completed a research report on distribution of national income and made the proposals to be included in the 12th Five-Year Plan (2011-2015).The research report proposes increasing the proportion of residents' income in national revenue and the proportion of labor rewards in the primary distribution of national income. It suggests that the reforms should seek to enlarge the middle class until it becomes the largest sector in society. The report also offers proposals on taxation and social security.The legislature did not release further details on the proposed reforms in income distribution.The NPC, for the first time in history, completed 15 research reports on 14 major subjects from March to July to provide proposals for the formulation of the critical development plans for the next five years, after top legislator Wu Bangguo called for the research at the annual legislative session.According to a World Bank report, the Gini Coefficient for China, a main gauge of c disparity surged to 0.47 in 2009, exceeding the "security line" of 0.4, pointing to the unequal distribution of income which could arouse social unrest.This figure was 0.21 to 0.27 three decades ago. ' In the primary distribution of national income, the proportion that goes to wages and salaries, the major source for China's mid- and low-income families, has been declining, according to Yi Xianrong, a researcher at the Chinese Academy of Social Sciences.The proportion of the total income that Chinese citizens receive from the distribution of national income fell sharply to 57.9 percent in 2007, compared with 68 percent 20 years ago, according to the People's Bank of China.

BEIJING, Aug. 14 (Xinhua) -- Chinese Vice Premier Hui Liangyu Saturday cautioned against more rain-triggered disasters such as flood and mudslide during the rain season, and demanded for strengthened preventive measures.Currently most parts of the nation is experiencing the flood season when geological disasters becomes rampant, especially in the mountainous areas in the western region, Hui told a national meeting on geological disaster prevention on Saturday.He said authorities should keep a clear mind on the grim situations and step up efforts to prevent and fight the disaster with scientific methods.Massive mudslides hit northwestern China's Zhouqu County in Gansu Province on Aug. 8, with death toll rising to 1,239 as of 4 p.m. Saturday, and 505 are still missing.On early Saturday, at least 38 people were missing after rain-triggered floods and landslides ravaged Wenchuan County in southwest China's Sichuan Province, the epicenter of an 8.0 magnitude earthquake which left about 87,000 people dead or missing more than two years ago.Hui has called for all-out rescue efforts in Wenchuan County's mudslide. He asked local authorities to promptly evacuate residents, and speedily restore transport and telecommunication facilities in the area.The Vice Premier asked the local water, meteorological, and land authorities to closely monitor the situation and issue prompt forecasts and warnings on the floods and rain.Monitoring geological risks should be immediately launched in the towns, villages, and areas along roads and railway tracks, Hui said.Dangerous zones should be marked and people should be prevented from entering such risky areas.Hui said more work was needed to be done to ensure residents have food to eat and water to drink. Shelters and medical access should also be priorities for those affected.Further, the Vice Premier asked local officials to intensify hygiene work in order to prevent epidemics.

BEIJING, June 12 (Xinhua) -- Chinese Vice Premier Li Keqiang has said that low-rent and affordable housing construction should be sped up to meet people's basic demands for living.The construction of public low-rent housing seeks to offer middle and low-income urban residents with adequate housing and affordable rents. BEIJING, June 17 (Xinhua) -- China's top legislator Wu Bangguo said here Thursday that the country would push forward friendly relations with the Islamic world.Wu, chairman of the Standing Committee of the National People's Congress (NPC), made the remarks when meeting with the Organization of the Islamic Conference (OIC) Secretary-General Ekmeleddin Ihsanoglu.Wu said China and all Islamic countries, as developing nations, enjoyed a long history of bilateral exchanges.China has always valued the traditional friendship with Islamic nations, Wu said, expressing appreciation for those countries' firm support on issues concerning China's core interests.China also has always supported Islamic nations on issues related to their concerns, and would work with them to increase exchanges and cooperation in politics, economy, trade and culture, he noted.Wu also briefed Ihsanoglu on China's national and religious policies and on the social and economic situation of the Xinjiang Uygur Autonomous Region.Ihsanoglu said friendly exchanges between the Islamic world and China not only accorded with fundamental interests of all parties, but also promoted human progress.The OIC was opposed to terrorism, separatism and extremism in any form, Ihsanoglu said, noting that the Islamic world would work with China to carry forward the traditional friendship and increase exchanges and cooperation.Besides Beijing, Ihsanoglu and his delegation would also visit the Ningxia Hui Autonomous Region and Xinjiang.
