OCEANSIDE, Calif. (KGTV) - The City of Oceanside has unveiled its latest effort to achieve their zero waste goals set back in 2011.Green Oceanside Kitchen is a state-of-the-art food recovery and preservation facility dedicated to eliminating waste and feeding the community."We need to do better, we need to feed our community and educate our community," said Colleen Foster, the City's Environmental Officer. The City teamed up with O'Side Kitchen Collaborative for the new project. They'll collect unwanted food from farmers, backyards, and food businesses, turning the goods into something delicious. "I could've done anything, but for me, making an impact in my community as well as it tasting good is the best!" said Vallie Gilley, Executive Director of O' side Kitchen Collaborative. The facility includes a 1,700 square foot commercial kitchen and a 500 square foot fridge that can hold about a semi-truck load of food. There's also an interactive demonstration kitchen for culinary arts training and education. Foster says more than 40 percent of what is grown and produced in the U.S. is wasted. With the new green facility, planners hope to save 20 percent of what would've gone to waste."That's thousands, if not hundreds of thousands, of pounds of food," said Foster. The facility was designed to maximize food recovery and preservation with specialty equipment installed throughout.Gillie's team will also be catering events to help support the program. 1475

OCEANSIDE, Calif. (KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645

  

Officials in North Carolina now say that seven people have been killed in flash floods prompted by Tropical Storm Eta.The Charlotte Observer reports that four people were killed in Alexander County, located about an hour north of Charlotte. There, at a local campground, three bodies were recovered and another 31 people were rescued. As of Thursday afternoon, an adult and a child were still missing from the campsite.Elsewhere in Alexander County, another person died when floodwaters caused a bridge to collapse. It was one of four bridges in the country that were swept away by floods, and one of the collapses was captured live by a local TV news channel.The Observer reports that two other deaths were recorded in Iredell County when floodwaters caused a pickup truck to hydroplane and collided with an oncoming car.The New York Times reports that the seventh fatality occurred in Wake County — near Raleigh — where witnesses say a child who had been playing near a creek drowned in a flash flood.According to The Weather Channel, the Charlotte area received seven inches of rain on Thursday, causing creeks and rivers to overflow quickly. Five counties in North Carolina declared states of emergency.The National Hurricane Center reports that Eta, now a post-tropical cyclone, is currently located just offshore of the Carolinas. The storm's outer bands are still bringing rain to coastal areas of the states. 1424
