Duncan Hunter (R-CA) and his wife, Margaret, on suspicion of campaign funding misuse.The affidavit detailed instances from 2009 through 2016 in which the Hunters reportedly used campaign money illegally for things like video games, family vacations, school tuition, and more.Over the course of a year, Hunter vehemently denied the allegations, often calling the indictment "politically motivated."On Dec. 2, 2019, Hunter agreed to change his plea to guilty to one count. SAN DIEGO (KGTV) - Long wait times have always been a problem at the DMV, the way to avoid that was to make an appointment online to skip the long lines. For people needing to renew their license like Debby Herscovitz, they had to plans months in advance, “I went online, booked an appointment, but I had no idea it was going to be in March”. Herscovitz got a notification from the DMV in the mail to renew her license back in December and immediately tried to make an appointment. She tells us the first available time slot was at the end of March, “I absolutely had no idea it was going to take that long”. A DMV representative tells 10News, drivers are trying to avoid the hours long line at the DMV by making an appointment online. Because so many people are scheduling appointments, the appointments are filling up faster than ever before. For Herscovitz, her appointment would have taken a total of 15 minutes to get her Real ID, however she didn’t have all the necessary documents. The DMV tells 10News to help people adjust to the new requirements and be prepared for their appointments they have a video people can watch before they make the trip in. Despite having to plan months in advance, the DMV says it’s still the best idea to schedule an appointment online before heading to a nearby office. Tips to keep in mind that could help with the scheduling process: don’t rule out nearby offices because some might not be as busy as others. SAN DIEGO (KGTV) — Malls across San Diego County did not experience the rush of last-minute shoppers on Christmas Eve, as the coronavirus continues to take its toll on the economy and life in general."We used to have to have the employees park in a different section that was further away so it left the open spots for customers, we haven't needed to do that this year," said Caitlin Todd, manager at Grossmont Center's Prevue Formal and Bridal.Todd said other than Target and Sees, the mall has been less busy this holiday season. She said it's not just the economy, but also that the coronavirus has made in-person shopping a more practical matter. "With restaurants not having as much ability to have indoor dining or outdoor dining, it's been more of a 'come, get what you need and leave,' kind of shopping experience, versus an all-day thing with the family," she said. The virus has taken a toll on the retail industry, with employment in department stores down 28% compared to the same time last year. Malls have instituted social distancing, limited entertainment, and retailers are limited to 20% capacity - meaning lines to get in. SAN DIEGO (KGTV) — Jim Jennings has spent the last nearly 20 years living on a street corner just a short walk from San Diego State University. "It's very vibrant, it keeps me young," he says. It's a community Jennings has seen grow, along with the university. Now, many of the homes around his are rented out to groups of students. The number of residents increased even more because the city has streamlined permitting for companion units, such as backyard granny flats or converted garages. The goal is to add to the housing supply amid a steep supply shortage. Jennings, a member of the area's planning board, says the concern that it will make a severe parking crunch even tighter once school starts next month is now the talk of the neighborhood."I don't want to move," he says. "I just want to be able to park in my neighborhood."The system in place aims to guarantee he is able to, but now it may be part of the problem. For decades, the only daytime street parking in the neighborhood south of the campus has been allowed by permit. Each residence is eligible for up to four, which can be used for visitors. The permit system, from 8 a.m. to 7 p.m., prevents SDSU students from parking in the neighborhood for free and going to class. Now, a memo from City Attorney Mara Elliott says people who live in companion units can't be treated any differently than those in a traditional home. Their dwelling may be in someone's backyard, but it comes with its own address, and therefore is eligible for four additional parking permits. In other words, a parcel with a granny flat or companion unit can qualify for up to eight street parking permits. "Denying all permits to residents of companion units while maintaining the current level of four permits for primary dwelling units would be legally problematic," the memo says, citing Equal Protection Clauses. In 2018, the city authorized more than 260 accessory dwelling units. Through May of this year, it has authorized an additional 119. Jennings says the increase is making it almost impossible for people to find street parking. "We have guests over, where are you going to park? You have to go, circle and circle around the block looking for parking," he said. Elliott's memo says the City Council can act on this issue. SAN DIEGO (KGTV) -- Keep an eye out for two new residents at the San Diego Zoo - two penguin chicks named Lucas and Dot. The three-month-old penguin chicks will reside in the Cape Fynbos habitat with a colony of 29 adult penguins. After weeks of careful planning—including providing the chicks with a private pool, where they learned how to swim the hand raised penguins got to see their new home. The two juveniles immediately started swimming and climbing rocks, while keepers vigilantly monitored their progress. Animal care staff said the initial introduction went very smoothly and the birds behaved exactly as keepers had hoped, but they plan to allow only closely monitored interactions for the next few days.“We will be pulling [Lucas and Dot] back at night,” said Debbie Denton, keeper. “We don’t want to leave them out unsupervised yet. We just want to give them a few days out here with the rest of the colony, and make sure that they are comfortable enough to do OK on their own overnight.”Lucas and Dot were hatched in San Diego from eggs supplied though a breeding loan by the Minnesota Zoo, which has successfully hatched more than 24 eggs since opening its African penguin habitat in 2011.    Guests can visit Lucas and Dot at their home in the Cape Fynbos habitat, inside Africa Rocks at the Zoo.    1379
