SAN DIEGO (KGTV) - After 14 months on the job, Gordon Walker, the CEO of the Regional Task Force on the Homeless is taking a six month leave to help open a temple for the Church of Jesus Christ of Latter-day Saints in Rome, Italy.Walker was hired in June of 2017 after successfully reducing the homeless population in Utah by 91%.“We can do the exact same thing here,” he told 10News. “The chronic homeless problem here in San Diego is not much larger that it was in Utah.”He took over the RTFH just after it had been consolidated with several other agencies.One of his first big projects was overhauling an outdated software system that is used by many different agencies that interact with the homeless.Expected to be launched in December, he says the new program will allow for easier and more streamlined data collection.It’s an important change because they can’t fight a problem when they don’t know exactly what it consists of.“We had a hard time answering some very basic questions, like ‘what do we actually need?’ “For this purpose, one of the task force’s yearly projects is executing a ‘point-in-time’ count of homeless people across the county.When the numbers were released this year, however, they were met with criticism.“You cant just not count 1000 to 2000 people just because you haven’t done your due diligence when we’ve counted them every year,” said Michael McConnell, a homeless advocate and former member of the RTFH.He’s referring to the homeless population that live in vehicles.Because they were not included in the 2018 count of unsheltered homeless, the number appeared to decline from the previous year.Walker still defends their decision, saying “here in San Diego there was a great deal of effort of counting people in vehicles without proving or showing that there was anyone living in the vehicle.”But he said they plan on changing that next year by performing outreach beforehand, so when they encounter vehicles while doing the count they know who lives inside them.“We are going to do more interviewing so we know the people better,” he said.Whether or not he will be back to see that through remains to be seen. He told 10News he plans to spend no more that six months in Italy.“My goal is to come back here, even if it’s not as CEO” he said. “We’re doing some great things.”On Thursday, the board that oversees the RTFH will vote to confirm Tamera Kohler as acting CEO.She worked with Walker in Utah and currently serves as the COO.Walker said he leaves for Italy on Friday. 2522

SAN DIEGO (KGTV) -- An Ocean Beach woman was alarmed by a flier taped to her door saying "the antichrist will destroy anyone who worships him." Holly Raines said her 7-year-old son found the flier taped on their front door. “I started reading the letter but I was like half asleep so I started panicking a little bit because it just seemed very threatening and very intense,” Raines said. Several other neighbors say they got one too. The letter stated it was from New Life Christian Chapel, which is a few blocks away from where Raines lives in Ocean Beach. “It was very damning and then it has like a phrase that says ‘The antichrist will destroy anyone who worships him, there is no middle ground,’” she said. Raines said the flier quotes several Bible verses but found them far from comforting. “The words just aren’t very friendly, they talk about slaying lambs and antichrist and unrighteousness,” Raines said. It ended by inviting her to a home Bible study but she can't help but feel like the church crossed a line. “We have a lot of friends that go to church around here and a lot of the community churches here are awesome, they do great things,” Raines said. “The idea of taping anything on somebody’s door is a lot and this is a full document of typing. I mean if anyone wrote me a letter like that I would think it was an angry letter.”10News reached out to New Life Christian Chapel, and Pastor Thomas J. SAN DIEGO (KGTV) — According to the San Diego Council on Literacy, 560,000 adults in the county read at a fourth grade level or less. Individuals with limited reading skills will have a hard time finding employment and suffer even more financially. That's why leaders in literacy are trying to encourage children to develop a love for reading before the age of 8, and before it's too late. Amelia Sandoval is a prime example of how things can spiral out of control without the ability to read. "I didn't read, not at all," says Sandoval talking about her childhood. There were problems at home. She was never read to, and school was never a priority. Without reading comprehension, the domino effect was already in motion.San Diego County Office of Education resources:100 books with strong connections to equity"I joined a gang, I hung out, I was on the streets," says Sandoval. "We learned to ditch the cops." By the time she was 18, Amelia was in the state prison for women in Chowchilla, where she spent five years. Her inability to read was her shame, and a secret she kept to herself."Just as good as I was at stealing stuff, I was good at hiding this," says Sandoval wiping away tears. "I had to protect the secret. It was the best secret I kept from everybody."But experts claim Amelia's path in life is one that's completely avoidable."60 percent of low-income children have no books at home," says Jose Cruz. He's desperate to get books in the hands of children. "We're focusing on ages 0 to 8 or 9 because we know that that's the best place for us to make an investment," adds Cruz. Cruz and the Council on Literacy are encouraging children to read at least 20 minutes a night at home. And here's an example they like to share. "Student A" who reads just 20 minutes a day will read the equivalent of 1.8 million words in a school year, building an extensive vocabulary. But "Student B" who reads only five minutes a day will have read less than 2 percent of that amount. And "Student C" who only reads a minute a day is severely limited in vocabulary and literacy. "You just need to read and talk with your kids," says Cherissa Kreider-Beck. She is unwavering in her claim that literacy starts at home and has recommended book lists. And as a county, we have some work to do when it comes to recent results on our students reading comprehension tests. "Our county is about 55 percent students exceeded or met standards," says Kreider-Beck. "At the state, we're about 50 percent, so the county outperforms the state a little bit, but those numbers aren't okay. We can't be okay with those results." "If a child is not reading at grade level by age 8 or 9, the odds of them catching up are 3-1 against them," adds Cruz. With the help of the San Diego Council on Literacy, Amelia has learned to read. "It's very emotional," says Sandoval, unable to hold back tears. "I never saw a brighter future. I didn't think I would make it this far. I always thought I would end up dead. Or like I said, forever in prison. SAN DIEGO (KGTV) -- About two dozen protesters rallied against 5G technology at Waterfront Park Wednesday. The group says increased radiation is extremely harmful and can lead to seizures and heart failure.The city of San Diego accounted their 5G partnership with Verizon in April. The deal adds 0 million of infrastructure including new equipment cells on city-owned light poles. Police say the increased smart technology can help increase safety. Protesters today disagree."There’s no safety testing for this plan at all," said Susan Brinchman with the Center for Electrosmog Prevention. "I know why they didn’t do the testing, because there’s no way to safely implement this. Scientists are beginning to associate it with the development of cancer."A New York Times article released this week says 5G is actually safe. The article cites a Temple University researcher who says," 5G emissions, if anything, should be safer than previous generations,”.Mayor Kevin Faulconer says the agreement with Verizon will not only enhance cell service but also keep communities safer and cut costs for taxpayers. SAN DIEGO (KGTV) - An Escondido firefighter is being praised for a small act of kindness that impacted a 7-year-old in a big way.Last week the department was responding to palm trees on fire. That's when Craig Domingue, a fire engineer, noticed Eli walking with his mom. "We happened to be walking and spotted the fire truck. Eli kind of, his anxiety was kicking in," said Eli's mom, Monica Zamora. Eli is on the autism spectrum; loud noises and first responders give him anxiety. "I just went up to him and introduced myself and talked to him like I would talk to any person, and it was a really neat interaction," said Domingue.Domingue says he was able to recognize Eli was on the spectrum because his 10-year-old son is too. He was able to calm Eli down and thanked him for picking up trash."Eli at the time was out picking up trash, which is so neat that he's here doing something good for our community, just like all the other firefighters that are here doing good for the community," said Domingue. "We do go pick up trash a lot, but it's not often people acknowledge him and thank him for what he's doing," said Zamora. Zamora shared the positive interaction on Facebook, and over 1,000 people have reacted to the post. Many have since messaged Zamora, thanking Eli for all he does in the community. 1316
