SAN DIEGO (KGTV) — Two Senate runoff elections in Georgia will determine if President-elect Joe Biden and the Democrats have full control of Congress or a divided government.Although there has been notable legislation passed in periods of divided government, two political science experts say they expect consensus on only “incremental” legislation in our hyper-partisan era.Each of the last six commanders-in-chief presided over a period of divided government, where the opposing party controlled one or both chambers in Congress.“We've seen less productivity come out of those sessions,” said Dr. Stephen Goggin, a political scientist at San Diego State University. “You have to do more of the bargaining type politics that we haven't necessarily seen in recent history.”Compromise used to be more common. In the early 1980s, the Reagan Administration worked with Democrats in the House to pass tax cuts and banking deregulation along with funding for job training and highway infrastructure.President George W. Bush, another Republican, worked with a Democratic-controlled Senate during his first two years to pass major bills like the first Bush tax cut, the Help America Vote Act, No Child Left Behind, and the Patriot Act. SAN DIEGO (KGTV) -- Two local strip clubs ordered to close down amid a surge of COVID-19 cases and deaths across California are allowed to remain open, a judge ruled Wednesday. The court order also appears to offer protection to restaurants prompting the county to suspend enforcement of the state's COVID-19 public safety policy on barring indoor-outdoor dining.In the nine-page ruling, San Diego County Superior Court Judge Joel R. Wohlfeil issued a preliminary injunction prohibiting the cease-and-desist order from being enforced on strip clubs and "San Diego County businesses with restaurant service" from operating.The order, effective immediately, still requires businesses to adhere to COVID safety protocols.Eateries had been ordered to close indoor operations in November when the county fell into the state's purple tier restrictions, then were restricted to takeout and delivery service only earlier this month. SAN DIEGO (KGTV) — Wednesday, San Diegans who live in their cars rallied in Ocean Beach to press the city to allow living in vehicles, as residents in various neighborhoods pressure the city to ban the policy once again.Earlier this year, San Diego City Council members repealed its vehicle habitation ordinance after a federal judge found it unconstitutional which halted all enforcement.Then in March, Mayor Kevin Faulconer announced an effort to bring a ban back. The ordinance would prohibit residents from sleeping in their cars from 6 p.m. to 6 a.m. within 500 feet of a school or house.Residents say reversing the ban leads to broken glass, bottles of urine, drug paraphanelia, and excrement on sidewalks in some areas. But supporters of the policy said Wednesday they don't park in front of homes or litter along roads.The city says they’ve received hundreds and hundreds of complaints about what people living in cars have done to their neighborhoods. SAN DIEGO (KGTV) -- U.S. Customs and Border Protection officers over the weekend seized 314 pounds of narcotics and captured 14 fugitives.Officers intercepted 181 pounds of methamphetamine, 55 pounds of cocaine, 11 pounds of heroin, 31 pounds of fentanyl and 36 pounds of marijuana.RELATED: U.S. Customs and Border Protection officers seize 1,800 pounds of drugs worth .2 millionIt total, officials say the drugs are worth more than .4 million. SAN DIEGO (KGTV) — Two people working on scaffolding on the side of a downtown high-rise were rescued Tuesday after their equipment became stuck.The two workers were stuck 42 stories in the air after their equipment failed just before 10 a.m., leaving their mobile scaffolding stuck, according to San Diego Fire-Rescue.Fire crews climbed to the top floor 46 stories up and were lowered down to the trapped pair. Glass on the 43rd floor of the building was then removed and the workers were hoisted into the building. View this post on Instagram SD Fire-Rescue crews are on scene at a building under construction at 14th and Island. SDFD dispatchers received the request for assistance at about 9:50 Tuesday morning. Two construction workers were on a window washing lift when the lift stopped functioning and the workers were not able to move the lift. USAR 2, engines 2 and 4 and trucks 1 and 11 along with medic 10 responded. The technical rescue team went to the roof and set up the rope system. They lowered down to the construction crew outside the 42nd floor and were able to remove a window on the 43rd floor. The 43rd floor window served as the extraction point. The first construction worker was rescued at 10:52 and the second at 11:01 a.m. The firefighters are now in the process of retrieving their rescue equipment. No injuries.
