SAN DIEGO (CNS) - A North County organization was awarded 0,000 in grant funding from the Department of Justice today to provide up to two years of transitional housing assistance for human trafficking victims.North County Lifeline Inc. is one of 73 grant awardees to receive funding Tuesday aimed at providing six to 24 months of transitional or short- term housing assistance for trafficking victims, including rental, utilities or related expenses, such as security deposits and relocation costs.The funding will also go toward assisting victims in finding permanent housing, employment, occupational training and counseling.The Office for Victims of Crime, a component of the Department of Justice's Office of Justice Programs, awarded ,104,338 overall to organizations across 34 states, in what the department said was the largest federal investment of its kind.North County Lifeline Inc. is a community-based human services organization serving low-income and underserved populations in San Diego County, according to the organization's website.The organization's housing program utilizes a housing-first model that does not require tenants to meet criteria that often precludes trafficking victims from attaining housing, according to a statement from the U.S.Attorney's Office, which said substance abuse issues, mental health issues and prior criminal records often keep trafficking victims from qualifying for long- term housing.The office said the organization is looking to serve around 75 trafficking victims over the project period.Clients will also be offered supportive services such as ongoing case management, medical and dental care, (limited) legal assistance, literacy/GED/education assistance, LGBTQ services, substance abuse treatment, trauma counseling, life skills training, and employment and financial coaching.``Eradicating the horrific crime of human trafficking and helping its victims are top priorities for the Department of Justice,'' U.S. Attorney Robert Brewer said. ``We are working relentlessly to bring human traffickers to justice and to deliver critical aid to trafficking survivors, who often have nowhere to go once they are freed from trafficking. SAN DIEGO (CNS) - In-state University of California students got a financial reprieve Thursday, with the system opting to forego a vote on a proposed tuition hike in favor of pushing the state for more funding."Raising tuition is always a last resort and one we take very seriously," UC President Janet Napolitano said. "We will continue to advocatewith our students, who are doing a tremendous job of educating legislators about the necessity of adequately funding the university to ensure UC remains a world-class institution and engine of economic growth for our state."The Board of Regents had been expected to consider a 2.7 percent boost in base tuition. While that vote will no longer happen, the regents could revisit the issue "depending on the outcome of budget negotiations in Sacramento."UC officials said they will look to secure an additional 0 million in state funding above what was already proposed for the coming year in the governor's budget proposal.The announcement echoed a decision announced last week by California State University Chancellor Timothy White, who said the CSU would also focus on lobbying the state for additional funds rather than pursuing a tuition hike."In light of California's strong economy, California's students and their families should not be saddled with additional financial burden to attain public higher education," White said. SAN DIEGO (CNS) - A man who wounded an off-duty sheriff's deputy and a bystander by opening fire in the Gaslamp District two years ago was convicted of assault with a firearm Thursday in his third trial in the case. Ray Pitoau, 39, was convicted of two counts of assault with a firearm for the Aug. 7, 2017 shooting that injured Deputy Jason Philpot, who was walking through downtown with his two brothers following a Metallica concert at Petco Park. Also injured was bystander Vladimir Shvets, a passerby in San Diego for a convention. Pitoau was also convicted of a lesser charge of assault on Philpot's younger sibling, Joshua, who Pitoau initially got into an argument with on Island Avenue near Sixth Avenue just after 1 a.m. RELATED: Gaslamp deputy shooting suspect escapes Spring Valley SWAT standoffSentencing is scheduled for Dec. 11. Pitoau was convicted in a prior trial of three felony firearm possession counts and was sentenced to 27-years-to-life for those convictions. However, both of his previous trials in the case resulted in hung juries regarding the assault charges. Jason Philpot testified that he tried to wrap his arms around Pitoau and get the gun away, but the defendant was able to pull the trigger, wounding the deputy in the chest and right arm. A second round also passed through his right arm. One of the rounds ricocheted off the sidewalk and struck Shvets. Pitoau testified that he grabbed a gun in self-defense because a group of men, including Philpot, were advancing on him. He testified that he and Jason Philpot both grabbed onto the gun, leading it to fire as they grappled over the weapon. SAN DIEGO (CNS) - In a 6-3 vote, the San Diego City Council today rejected a proposed .5 million sale of the property holding the city's only roller skating rink, Skateworld.The proposal called for the city to sell the parcel of land to big-box store developer Pacifica Companies, much to the chagrin of Skateworld supporters who called on the council to either collect more community feedback before approving the sale or reject it outright in favor of renovating the rink.Skateworld advocates collected thousands of signatures in an effort to save the skating rink, including a change.org petition that garnered more than 19,000 supporters. "I really appreciate that residents of every council district came to speak today about the community that Skateworld fosters,'' said City Councilwoman Barbara Bry. "I think there's so few family friendlyopportunities in that community that it's really essential.''The skating rink was developed under a state redevelopment agency more than 40 years ago. When Gov. Jerry Brown dissolved the redevelopment agencies in 2011, he ordered that their assets be liquidated to the highest bidder.The city put the property up for bid last year and named Pacifica the recommended buyer after three rounds of receiving offers for the site. Supporters of the sale, including City Councilman Scott Sherman, who represents the district Skateworld is in, argued the city's hands were tied and it should honor Pacifica's bid. SAN DIEGO (CNS) - Efforts stretched into a seventh day Friday to contain a wildfire that has blackened thousands of acres in rural eastern San Diego County, leveling at least 30 homes, dozens of outbuildings and forcing widespread evacuations.As of 6 p.m. Friday, crews had the sprawling burn area southeast of Alpine about 55% contained, according to Cal Fire. Firefighters remained particularly focused on its western and northern flanks, where smoldering hot spots were posing the most immediate remaining structural threats, the state agency reported.The conflagration, dubbed the Valley Fire, has blackened 17,665 acres, destroyed 30 residences and 29 auxiliary structures, damaged 11 other buildings and left two firefighters with minor injuries.Friday, all evacuation orders, warnings, and road closures had been lifted, according to CAL FIRE San Diego. Non-residents are asked to avoid the area.Cleveland National Forest remains under an Emergency Forest Closure order until conditions improve for future visitors.Residents returning to the area are asked to exercise extreme caution around trees, power poles, and other tall objects that may have been weakened by the fire. San Diego Sheriff's Department has increased patrols in the area to prevent looting and provide public safety, CAL FIRE added.The blaze erupted for unknown reasons early Saturday afternoon off Spirit Trail and Carveacre Road in Japatul Valley and spread rapidly through tinder-dry vegetation amid sweltering heat and high winds, according to Cal Fire. More than 1,000 local, state, federal and military firefighters have battled the blaze by ground and aboard firefighting aircraft, officials said.Evacuation orders remained in effect Thursday evening for the back- country communities of Carveacre, Japatul Valley, Lawson Valley and Lyons Valley.
