SAN DIEGO (KGTV) -- San Diegans are feeling the effects of a winter storm moving through the county Thanksgiving weekend. The storm is expected to dump heavy rain along the coast and snow in the mountains.Heavy rain expected throughout San Diego CountyA flash flood watch was issued from late Tuesday night through Thursday evening. According to the National Weather Service, rainfall totals of two to three inches are possible, especially on coastal mountain slopes. Some areas could also see rainfall rates of half an inch per hour. "The threat for flash flooding is greatest in the mountains below 5,500 feet through Wednesday, below 4,500 to 5,000 feet for Wednesday night through Thursday, and on the lowest elevations of the mountains for Thursday evening," the agency said. Snow expected to impact travelA winter storm warning is in effect for the San Diego County mountains from 4 a.m. Wednesday through 10 p.m. Friday. The National Weather Service says snowfall accumulations of 3 to 6 inches are expected between 4,000 and 4,500 feet, 6 to 18 inches from 4,500 to 5,500 feet, and from 1 to 3 feet above 5,500 feet. Snowfall for lower elevations below 4,000 feet of 1 to 3 inches is also expected, mostly for late Thursday through Friday.Strong southwest winds of 50 to 70 miles per hour are also expected along ridges and desert slopes. SAN DIEGO (KGTV) — San Diego Crime Stoppers released new video Wednesday of a suspected arsonist they believe set several fires in the Point Loma and Ocean Beach areas last month.San Diego Metro Arson Strike Team investigators say during the early hours of Sept. 28, between 12:30 a.m. and 5:03 a.m., six separate fires were started in the backyards of homes. Various items were ignited, investigators say, at the following locations:12:30 a.m. - 4500 Muir Avenue1:12 a.m. - 2100 Froude Street2:22 a.m. - 4300 Piedmont Drive2:50 p.m. - 4117 Catalina Place4:04 a.m. - 4300 Monaco Street5:03 a.m. - 3900 La Cresta DriveA white, compact SUV similar to a Toyota RAV4 was seen in the 4100 block of Catalina Place just before a fire was discovered at that location, investigators added.Video and photos show a person in a hooded sweatshirt, shorts, and sandals walking in the yard of a home where one fire ignited. In the video, the person can be seen walking with what appears to be a piece of paper in one hand and cigarette in the other, before disappearing from the video. SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer announced Wednesday that a record number of potholes have been filled in the city in 2019.An average year sees 32,000 potholes filled, but Wednesday crews filled pothole number 49,000. This year the city tripled the number of pothole repair teams and extended their hours to include nights and weekends. Matt Sinclaire lives on Georgia Street in University Heights, however, and showed 10News a doorknob flier that was left at homes on his block last week announcing that street would be repaved this week. Curiously, the no parking signs were pulled Friday, he says, and the job, he was told, was canceled. Wednesday, that announcement from the mayor was held, and two potholes were repaired directly in front of Sinclaire's home. "This whole thing pissed me off," says Sinclaire. "We waited this long and finally we were going to see our street paved... but we have a nice shiny little black square that's going to probably be good for the next year." Deputy City of San Diego Chief Operating Officer Johnnie Perkins told 10News the project was postponed, not canceled, due to the subcontractor's staffing issues. There was a miscommunication and the contractor gave neighbors bad information about a cancellation, Perkins said. The work should be done by Monday, city officials said.As for potholes and other problems throughout the city, representatives encouraged San Diegans to make repair requests through the City’s Get It Done [sandiego.gov] application. 1522

  

SAN DIEGO (KGTV) - San Diego Police are investigating what led to the death of a man while in police custody last week in Paradise Hills.Police said 39-year-old Guillermo Corrales was arrested on April 16 in the 6300 block of Clyde Ave. after reports of a relative becoming violent. Corrales had possibly used narcotics, according to police.Corrales was placed in handcuffs and medically evaluated by first responders.During the evaluation, Corrales went into cardiac arrest, according to police, and he was taken to a nearby hospital and placed on life support.He died from his injuries on Thursday.San Diego Police homicide detectives are investigating the incident as a possible custody death. 724

  

SAN DIEGO (KGTV) — San Diego leaders say they are working to help prepare the county's homeless population to protect themselves from the coronavirus.An outreach team has been busy installing hand washing stations across San Diego to address the virus concerns as it affects those experiencing homelessness. Team members have been helping individuals protect themselves against the virus by passing out hygiene kits that include hand sanitizer, info on symptoms, water, soap, tissues, and hand wipes.Nurses have also started to visit San Diego shelters to help prepare those staying there, especially those suffering from underlying medical conditions or who are older. Leaders say nurses are prepared to be on site to assist with screening potential patients and identify potential housing options if they need to be moved for care. Potential options include motels, government buidlings or facilities, or tents, according to leaders.According to the county, medical professionals are on high alert for any possible local outbreak. Currently, one person has been confirmed to have coronavirus. That patient is said to be doing well. Leaders added that there is no evidence of "community-based transmission" in San Diego.Those who are testing in San Diego County must do so through a primary doctor. The county says if someone doesn't have a doctor, they can call the county's coronavirus hot line at 2-1-1. 1415
