SAN DIEGO (KGTV) -- The battle between rideshare companies and drivers' unions is on the ballot in the form of Proposition 22. It's a way for companies like Uber and Lyft to push back against California's Assembly Bill 5, which classifies drivers as employees with benefits instead of independent contractors.The gig companies are fighting the state in court, so they haven't been following those rules since the law went into effect on Jan. 1. Now, the fate of drivers will be in the hands of California voters on Nov. 3.The Yes on 22 campaign is backed by Uber, Lyft, and Doordash.It would classify drivers as independent contractors.Drivers could work towards a stipend to help purchase their own health insurance.They would also get some hourly pay, but only during what's called "engaged time." SAN DIEGO (KGTV) -- The California GOP Sunday endorsed neither of the two Republican frontrunners in the gubernatorial race. In order to earn the endorsement, one of the candidates, either Travis Allen or John Cox, had to get 60 percent of the delegates' votes. During the first vote, Cox received 55.3 percent of the vote while Allen earned 40.5 percent of the vote. A motion to change the rules of the convention was brought up by supporters of Cox, but the motion failed, leaving both candidates without the endorsement of their party.  567

SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. That takes time.“Generally they are counted last,” Vu said.There are other instances when voters might have to cast a provisional ballot: like if you’re registered but go to the wrong polling place, or if you want to vote in person and forget to bring your mail-in ballot to surrender. In some cases, poll workers can electronically view the status of your mail-in ballot without the need to surrender it, but in other cases the voter may have to vote provisionally.With conditional voters, election officials will first verify that the person is eligible to vote, then they’ll make sure that person hasn’t voted already before adding their ballot to the tally.Voters who successfully complete a conditional registration will automatically be considered registered for future elections. 2860

SAN DIEGO (KGTV) — The County of San Diego is preparing to step up enforcement efforts on businesses flouting public health orders, taking the reins from local agencies like the San Diego Police Department that have virtually stopped issuing tickets to violators.Despite thousands of complaints about violations to the county's 211 hotline, data from the San Diego Police Department shows the agency has issued 168 citations for health order violations since the pandemic shutdowns began. Ninety-one percent of those citations came in April.Since then, citations decreased to 12 in May, 3 in June, and zero in July. Violating the public health order is a misdemeanor punishable by up to a ,000 fine or six months in jail.“As these health orders continue to change it makes it really difficult for law enforcement,” said SDPD Lt. Shawn Takeuchi.Since April, 211 received 9,382 complaints about public health order violations. During that span the county’s two largest law enforcement agencies, the Sheriff’s Department and SDPD, issued 312 citations combined.Lt. Takeuchi said you have to look back at the public health orders over time: in March, beaches and parks were closed and non-essential businesses were shut down. By April, it was easy to spot violators and expect they knew the rules.“It was a real black and white area,” he said.But then in late May, restrictions eased up, businesses started reopening, and Takeuchi said the regulations were less obvious. The mask ordinance, for example, only applies when an individual is within six feet of a non-household member. Determining whether groups of people walking the street are members of a household is highly impractical, he said.“When the county rules started to morph, we needed to understand them and we needed to make sure people understood them. So we always undertook an effort to educate first,” he said.Since then, the public health orders have been modified several times -- at least three times in July alone -- and Lt. Takeuchi said the department has had to embark on a new education campaign each time.“You've seen the San Diego Police Department really back off on enforcement because we think that the County Health Officer is really in a better position to ensure compliance of what they've deemed the egregious or the bad actors,” he said.This week, the county announced it would take on a more central role with enforcement, bringing on staff to more rapidly investigate cases like the one at The Gym in Pacific Beach, and opening a new compliance hotline.The new hotline and email system will replace the existing 211, so tipsters can speak directly with a county employee. 2664
