HAMPTON ROADS, Va.— Online shopping is convenient, especially at a time when everyone is encouraged to avoid crowds, but you’ll want to be sure to take extra steps during the holidays to make sure you’re not placing an order for someone else to pick up.Lori Torres, CEO of Parcel Pending, a package management company says one in five Americans is a victim of porch pirates.Porch pirates are constantly lurking for their next victim. They steal at night and they even steal during the day. The good news is, there are several things shoppers can do to make sure no one else gets your package except you.“Know when your package is getting delivered,” said Torres. “Don’t order and be going out of town for a couple of days when you were waiting for a package to arrive.”Torres says people should be monitoring delivery updates and be sure to grab their package once it’s delivered. She says shoppers can often times track and reroute packages online or through an app so they arrive when they are ready to pick them up.“A lot of the courier services from FedEx to UPS will let you reroute, and they can either hold them at their hub or they can hold them at a retail store.”That’s exactly what Amy Dallam is doing this holiday season. “One of the things I do is I sign up for text notifications of the delivery status so I know when it’s approaching and I can maybe delay an errand or something,” explained Dallam.If you’re not home during a delivery, experts say it’s a good idea to ask a neighbor to hold onto your package. Another safe option is mailing your package to a secure locker or P.O Box. You can also have the retailer hold on to your goods.“You can buy online and go into a store pick it up in a locker so now it’s contact free you get your item and safe and secure and you can get it the same day,” said Torres.Torres encourages anyone who has their package stolen to file a report with police.As criminals look for their next opportunity neighbors say they’ll be watching.“I would say, just as neighbors, look out for each other and if you see something that’s not right, follow up on it,” Dallam. Since January of this year, state regulators have approved about 100 rate hike requests involving dozens of property insurers.The insurance regulation office in Florida gave the green light to South Fidelity to raise their rates by about 30%. And regulators okayed a 30% rate hike for Capitol Preferred.Jupiter homeowner Heidi Epstein said her property rates shot up by 50% when her insurer stopped doing business in Florida. Protecting her property will now cost Heidi an additional ,500 a year."In the middle of a pandemic when everyone is not sure what their financials are going to look like, this is not the time to have everything going sky high," she said.The insurance industry blames the 2017-2018 storm season. Hurricanes Irma and Michael caused catastrophic damage and triggered more than billion in claims.Senator Jeff Brandes (R-St. Petersburg) says the storms and rampant lawsuits against insurance carriers are driving the steep hikes in rates."They are filing more and more lawsuits they know some of these insurance companies will settle, and ultimately those costs are passed on to homeowners," he said.Insurance Industry watchdog The Federal Association for Insurance Reform points to thousands of lawsuits filed by contractors. President Paul Handerhan says roofers, plumbers and others solicit homeowners through ads, calls or door knocks and convince them to file an insurance claim. Handerhan described the pitch to homeowners as: "Let us do a free inspection of your roof, let us go inside the property of your home to see if we can find any damages. We will file a claim on your behalf."Brandes says all those claims snowball and lead to premium hikes."You have hundreds if not thousands of people asking for new roofs then all of a sudden rates across the state begin to skyrocket."Pasco County homeowner Linda Cempe got a new roof after contractor Smart Storm Solutions cold-called her about possible storm damage. She said the roofer told her that "other than a minor deductible, the whole cost for the repairs, including the facia and soffits, would be covered."The I-team checked court records and found Smart Storm Solutions filed over 300 lawsuits against insurers, including Linda Cempe's carrier in 2019 alone.Smart Storm Solutions staff attorney Robert MacKinnon says the company will only canvas neighborhoods with known storm damage. He also said the company files cases when insurance companies refuse to pay the full cost of a claim."They are confirmed claims we are arguing over the extent of damages," MacKinnon said.Smart Storm Solutions also sued Larry Kohman's insurance company over his claim after cold calling the homeowner about roof damage.We checked and found court documents showing the Kohmans' insurer settled with Smart Storm Solutions over a year ago. But the contractor never returned to replace the roof."We don't sleep much," Larry said, who explained he and his wife constantly worried about the growing amount of water damage in their home caused by a leaky roof.Smart Storm Solutions' attorney blamed the pandemic for the delay in Kohman's case and apologized, saying the company should have communicated better. After we started asking questions, Smart Storm Solutions replaced the couple's roof.MacKinnon says the lawsuits his company is filing are needed to keep insurers in check and are not part of the rate hike problem.Brandes says insurance rates could double in the next three years over claims and litigation. On one of the islands of the Florida Keys, there’s a small animal that’s causing a big stir. “You know, I love the Key Deer, they’re just, they’re warm and fuzzy,” said Cathy Rhoades, who runs the Florida Keys Wildlife Society. “We do consider them a national treasure,” said Kristie Killam with US Fish and Wildlife. The Key Deer. It’s a little known species of deer that’s native to the island chain. The animal is very small compared to its cousins on the mainland. “The small ones, can get pretty – 2 to 4 pounds at birth," explained Killam. "Some of the tinier ones that look almost like a house cat. Some of the itty bitty fawns." For more than 50 years, the baby Bambi has been a member of the endangered species act. The population declined in the 40s and 50s by hunting. “To the point there was only about 25 to 50 Key Deer left in the wild were the estimates,” said Killam. But they could be removed from the endangered species list. They are recommended on the 3-year work plan for US Fish and Wildlife for de-listing due to recovery. They’re just one of 55 species included in the report. But the tiny animal is incredibly important to Vivian Beck. "They’re just so unique that they literally live among us, or I should say we live among them, and they’re adapting,” said Beck. She’s the president of the Key Deer Protection Alliance, an organization dedicated to keeping the Key Deer protected. Beck thinks removing the animal from the list is premature. US Fish and Wildlife estimates there are between 600 and 800 deer on the island. She says she’s been told as many as 1,000 deer. “Texas A&M said there were 573, so our numbers didn’t match up at all,” said Beck. While the Department of Fish and Wildlife did give us an interview to discuss the deer’s history and biology, they said they can’t comment on an ongoing species assessment. For those that live in the Florida Keys, they just want the assessment to reflect the truth. “That’s the process I would like to see happen, just get more information, more information and refine your thinking based on the information that you have,” said Rhoades.“The Key Deer are one storm and one disease away from total extinction,” said Beck.  2230

Documents show some of the moments leading up to Kyle Rittenhouse's arrest in the early morning hours after he allegedly shot and killed two protesters in Kenosha. The documents also conclude Rittenhouse did not transport a rifle across state lines.The documents contained redactions.The 17-page incident report describes the three hours Rittenhouse and his mother spent at Antioch's police headquarters, located in Rittenhouse's hometown, as well as the police department's investigation into the history of two rifles, one of which was allegedly handled by Rittenhouse in Kenosha.Rittenhouse was charged with first-degree intentional homicide and first-degree reckless homicide for the shooting deaths of Anthony Huber and Joseph Rosenbaum during unrest in Kenosha on Aug. 25. On Friday, an Illinois judge granted permission for Rittenhouse to be extradited to Wisconsin to face those charges. The Kenosha County Sheriff confirms Rittenhouse has been brought back to Wisconsin.According to the incident report, Rittenhouse and his mother arrived at the Antioch police station just after 1 a.m. on Aug. 26 after the Kenosha shooting. Responding officers recounted that the 17-year-old "immediately became emotional" and began crying, saying that he had "ended a man's life," the report states. An officer there noted that Rittenhouse appeared to be wearing the same clothes the officer saw worn by a man involved in the Kenosha shooting via Facebook Live.Rittenhouse told the officers that he was "hired" to protect businesses in Kenosha during the unrest. Rittenhouse's mother made a comment that Rittenhouse may have hurt a man, and Rittenhouse interrupted her, exclaiming "he's dead," according to the report.Rittenhouse continued that he attempted to speak with a Kenosha police officer in Kenosha about the shooting on that night, "but was told to go home," the report states. Sometime later, Rittenhouse told the officers that "I shot two white kids," the report states.Still in the lobby of the police station, Rittenhouse inquired about one of his friends, and his sisters, who were at the family's apartment in Antioch. Antioch police identified the friend, but we have chosen not to identify a person who has not been charged for breaking the law.Rittenhouse continued that the friend was with him in Kenosha, but at some point that night they had split up. Rittenhouse said his friend "currently had his rifle," the report states.Rittenhouse and his mother were escorted into an interview room a little over an hour later.Antioch officers proceeded to Rittenhouse's family apartment and spoke with Rittenhouse's friend and the sisters. When asked, Rittenhouse's friend told the officers that he had Rittenhouse's "AR," saying it was in the trunk of his vehicle. Rittenhouse's friend consented to a search of his car, officers write in the report.The criminal complaint filed against Rittenhouse reported that the friend in question was the person whom Rittenhouse had called on the night of the shooting.Later that morning, around 7:45 a.m., Rittenhouse apparently began having trouble breathing, the report states. The Antioch fire department arrived to give aid.A valid temporary felony warrant for first-degree intention homicide - body only was then filed, and Rittenhouse was booked. A judge then denied Rittenhouse bond.The next day, Aug. 27, Antioch police arrived at the home of Rittenhouse's friend's stepfather, living in Kenosha. The stepfather told the officers that Rittenhouse's friend had purchased a rifle over a year ago. He said Rittenhouse's friend then purchased a second rifle for Rittenhouse, using Rittenhouse's money. The stepfather told the officers that both rifles were purchased in Wisconsin, according to the incident report.The stepfather said that when he learned his stepson had purchased the gun for Rittenhouse, he refused to have the weapon stored anywhere other than his locked safe at his home in Kenosha. Following a trip to northern Wisconsin with Rittenhouse and his friend, the stepfather told officers he then locked Rittenhouse's rifle in his gun safe because he was underage.The stepfather continued that on Aug. 24, following the police shooting of Jacob Blake, he decided to transport the rifle from his gun safe into the basement of his residence, to be used for protection. The stepfather later had a phone call with Rittenhouse's friend, who said he and Rittenhouse had been hired as security for businesses in Kenosha, police explain in the incident report.Two days later, on Aug. 26, when the stepfather said he was preparing to leave Kenosha due to the unrest and the Kenosha shooting, he discovered that Rittenhouse's rifle was no longer in the basement, where the stepfather had left it. The stepfather told Antioch police he believes Rittenhouse and his stepson took the rifle, the report states.The Antioch police department's incident report also describes another interview between officers and Rittenhouse's friend. In that interview, Rittenhouse's friend said he had been on the roof of a building in Kenosha and did not witness the shooting. He said Rittenhouse had called his friend at some point after the shooting. They met up and drove in the friend's car.Rittenhouse's friend also told the officers that he and Rittenhouse both had rifles that night. The friend said he had dissembled his rifle, while Rittenhouse left his assembled, both left in the trunk of his friend's car.As described earlier, Antioch police officers searched Rittenhouse's friend's car. They found both the assembled and disassembled rifles in the truck.In a third interview described in the incident report, Rittenhouse's friend told Kenosha police detectives that Rittenhouse had obtained his rifle from his stepfather's house before they left for downtown Kenosha. The friend added that he had told Rittenhouse earlier, "in all reality, you are not supposed to have that gun. That gun was in my name."An investigation by Antioch police eventually concluded on Sept 2. that the friend did buy both rifles, one with Rittenhouse's money. The investigation further concluded that both rifles were purchased in Wisconsin, and that Rittenhouse's rifle stayed in Wisconsin until it was brought across state lines in his friend's car to Antioch following the Kenosha shooting.But the investigation also noted at the time that there is no evidence suggesting the same rifle was physically possessed by Rittenhouse in Illinois.
