CHULA VISTA, Calif. (KGTV) -- A traveling caravan was one of several events that took place around San Diego County to commemorate Juneteenth.Angie Stuart, a retired Southwestern College professor, said with the current unrest she felt it was important to show support for the African-American community, so she organized a caravan. On Friday morning, cars were decorated with posters, balloons, and streamers. People from all backgrounds came together to support one cause -- Black Lives Matter. The caravan gathered to mark this important day in history, Juneteenth -- the day in 1865 when slaves in Texas learned they were free, two and a half years after the Emancipation Proclamation.RELATED: The history behind JuneteenthKatie Ness Santana brought her three kids to the caravan. She wanted them to learn about this significant day in history and why it’s important to have equal rights for all.“We just really wanted to celebrate this important day and raise awareness so the Black community throughout San Diego know we support them. We are allies, and it’s a great opportunity to teach the boys an important event I wasn’t even aware of,” she said.Community activist Katrina Jordan joined the gathering for her son. Her way of bringing attention to the changes that need to be made.“I have a son that’s 39 years old. He’s one of the big, tall, dark skinned. He’s viewed as a threat, so I had to come out,” Jordan said. “We’re tired … this has been going on so long [and] something has to change.”Participants told 10News that they want Juneteenth to become a national holiday. 1590

CHULA VISTA (CNS) - A former Tijuana police officer was handed a two- year state prison sentence today for his role in a planned break-in of a Chula Vista residence, which he and others believed was a stash house containing around million in drug money.Marco Quijas-Castillo, 28, pleaded guilty earlier this year to one count of conspiracy to commit robbery for the attempted January break-in.A fellow Tijuana officer, Jesus Estrada Torres, 35, was also charged in the case and is awaiting trial on a conspiracy charge.According to preliminary hearing testimony, the two officers and four other men believed a shipment of money would be delivered to the three-bedroom residence, which was actually being rented by the FBI. The defendants were informed of the supposed shipment by an undercover FBI agent, according to testimony.According to the criminal complaint, Quijas-Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 34, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 30, who allegedly traveled to Chula Vista from San Bernardino County.Castillo and Torres ``provided counter-surveillance'' at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance near the Chula Vista residence while Shaw walked up to the house, and ``entered a code into a lockbox containing a key to enter the house,'' the complaint alleges.According to testimony, the men planned to tie up two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home. 1733

CHULA VISTA, Calif. (KGTV) — The Port of San Diego and Regional Airport Authority have reached an agreement over a fee that threatened to delay the revitalization of Chula Vista's waterfront. The Airport Authority agreed to withdraw from a lawsuit challenging a .50 rental car fee added to car rentals at the San Diego International Airport to fund a parking garage for the Chula Vista Bayfront project.Under the settlement, the Port also agreed to a number of provisions, "that protect a number of Airport Authority interests."RELATED: Dispute over airport fee could delay Chula Vista Bayfront project“We have reached a resolution that addresses the funding mechanism for a parking facility that will serve the public for many years to come. I’m pleased that all parties recognize the importance of this project, and now we can move forward without further delay," said Port of San Diego Commissioner Ann Moore, Chula Vista’s representative on the Board. The fee is expected to raise million a year. Money for the million garage is authorized in The Port Act, according to Port Spokeswoman Tanya Castaneda."This fee is a tried-and-true method for financing a parking facility that has worked great in San Diego already," said Castaneda.RELATED: Chula Vista City Council voting on controversial rental car feeRental car companies Hertz and Enterprise were a part of the filed a lawsuit to stop the fee from taking effect. 1486

Cigarette boxes sold across the United States soon will display a new court-ordered accessory.Starting Wednesday, tobacco brands have been ordered to put "corrective statements" on product packaging that clearly state the harmful health effects of smoking, according to court documents. The order follows a long and rocky road of litigation against the tobacco industry. It comes as a result of a 1999 lawsuit that the US Department of Justice filed against the country's largest cigarette manufacturers and tobacco trade organizations, claiming civil fraud and racketeering violations over the course of more than 50 years. In 2006, federal Judge Gladys Kessler ruled that the tobacco industry had violated civil racketeering laws and ordered companies to issue "corrective statements" on their packaging, on company websites, and in print and television ads. 865
