BEIJING, Feb. 6 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Sunday urged local authorities to intensify efforts to prevent forest fires.The senior Chinese official also ordered the country's forest fire prevention departments to come up with emergency response measures to be implemented as soon as fires break out.Hui warned that the country faced severe challenges from forest fires as the drought in the north continued and there was less rain than normal in the south in February.A total of 168 forest fires were recorded from Feb. 2 to Feb. 6, according to monitoring stations from the country's forest fire management authority.On Saturday, a forest blaze killed six people and left another three injured in east China's Zhejiang Province. BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, Friday published the newly adopted regulations on expropriation of houses on state-owned land and compensation.The new rules, which took effect upon the issuing, took the place of the 2001 regulations on administration of the housing demolition and relocation in cities.The new rules specifically stated that neither violence or coercion may be used to force homeowners to leave. Nor could measures, such as illegally cutting water and power supplies, be used in relocation work.The new rules also banned land developers' involvement in the demolition and relocation procedures, as well as demolition by local governments without court approval.Moreover, the new regulations ensured fair prices for homeowners by providing that compensation for expropriated homes should be no lower than the sum of the market price of similar properties at the time of an expropriation.The regulations were first reviewed at a State Council executive meeting in December 2007. Later, public opinion was twice sought in 2010 after revisions had been made to the regulations.An executive meeting of the State Council Wednesday gave in-principle approval to the regulations.

BEIJING, Feb. 9 (Xinhua) -- China has introduced new stimulus policies to boost the development of the software and integrated circuit (IC) industries.Software firms will continue to enjoy preferential value-added tax policies, according to a circular posted on the central government's website, www.gov.cn on Wednesday. The circular was dated Jan. 28.The new policies also granted tax cuts to manufacturers of integrated circuit. Enterprises of IC products whose product line is less than 0.8 micron (including 0.8 micron) wide will be exempted from corporate income taxes on the first and the second year after reaching profitability, according to the statement.Taxes will also be halved for such companies from the third to fifth year after reaching profitability.Makers of IC products that have a product line that is less than 0.25 micron wide or have invested more than 8 billion yuan (1.21 billion U.S. dollars) in production will pay reduced income taxes.For companies that have operated for more than 15 years, corporate income taxes will be exempted from the first year to the fifth after reaching profitability.Between the sixth and the tenth year, the firms will pay half of the taxes, the statement said.The government also encouraged consolidation in the software and IC industries and will provide financial support to technological research and development.
