California Gov. Gavin Newsom signed a bill Saturday that allows transgender inmates to be housed in jails or prisons based on their gender identity.SB 132 says that during the initial intake process, the California Department of Corrections is required to note each incoming inmate's gender identity, whether they identify as "transgender, nonbinary, or intersex" and the inmate's gender pronouns. The inmate will then be sent to an appropriate facility based on their gender identity.The state cannot deny an inmate's request solely based on their anatomy or sexual orientation. However, ABC News reports that the state can deny requests if the inmate poses a "management or security concern." In that case, the state must provide the inmate with a written statement explaining their decision and give the inmate an opportunity to object.Previously, inmates were sent to facilities based on their birth gender. A 2009 study by the University of California, Irvine found that transgender inmates in the state were 13 times more likely to be sexually assaulted than an average inmate. A separate federal study done between 2011 and 2012 found that about 12% of non-heterosexual inmates reported being sexually victimized — a rate about 10 times higher than those of heterosexual inmates.According to ABC News, transgender women housed in facilities for men are among those most at risk of being assaulted."It's just a false narrative about transgender people and about transgender women in particular that they're somehow not really women and are just trying to scam their way into women's bathrooms or facilities in order to do bad things," State Sen. CARLSBAD, Calif. (KGTV) -- Carlsbad is known for The Flower Fields, Legoland, golf, and its family-friendly beaches, but the Village by the Sea is also home to several hidden gems. "Most people have seen us on top of the hill, on top of the Flower Fields. Certain times of the day, you might notice a beautiful crystal piece, sparkling at the top of our building. Still, most people aren't aware they can come and visit, it's probably one of the best-kept secrets in Carlsbad," said Cathryn Ramirez, Director of Global Business Development at the Gemological Institute of America. The Institute is the global headquarters of the GIA. The non-profit is home to a museum, research lab, and school. Students come from around the world to study gems and jewelry design. "We have not only our education campus here, but we have our laboratory where we do grading of gemstones, we do research here, and it's our corporate offices as well," said Ramirez. The GIA houses more than a thousand gems and pieces of jewelry. Tours are available by reservation. Another one of Carlsbad's best-kept secrets is a short walk from the GIA. CARLSBAD, Calif. —  Two bodies were found with gunshot wounds in front of a Carlsbad home Tuesday night, just east of Batiquitos Lagoon. The Carlsbad Police were alerted to the situation when they got a 911 call from a man saying he was going to commit suicide in the 2500 block of Navarra Drive, according to police. When they arrived at the home they found a 71-year-old man and 79-year-old woman both with visible gunshot wounds. A handgun was recovered at the scene.Both the man and woman are residents of Carlsbad. Their names are being withheld until family has been notified the by medical examiner.Carlsbad police tell 10News that the preliminary investigation indicates that the pair were married and each suffering from a different medical condition.There are no outstanding suspects and police are investigating the deaths as a possible murder-suicide situation.   943
