WASHINGTON (AP) — The Pentagon is banning displays of the Confederate flag on military installations, using a carefully worded policy that doesn’t mention the word ban or that specific flag. The policy is laid out in a memo signed by Defense Secretary Mark Esper obtained by The Associated Press. It was described by officials as a creative way to bar the flag’s display without openly contradicting or angering President Donald Trump, who has defended people’s rights to display it. "The flags we fly must accord with the military imperatives of good order and discipline, treating all our people with dignity and respect, and rejecting divisive symbols," the memo reads. The memo lists the types of flags that may be displayed at military installations, such as the U.S. and state banners and the POW/MIA flag. The Confederate flag is not on the list. The change applies to all "public displays or depictions of the flag by Service members and civillian employees in all Department of Defense work places, common access areas, and public areas." Other uses of flags not on the list are not prohibited, such as museum displays, educational purposes, grave sites, monuments or other such areas. 1203

WASHINGTON, D.C. – Two conservative Supreme Court justices are taking aim at the landmark case that legalized same-sex marriage across the U.S. in 2015.Justices Clarence Thomas and Samuel Alito released a four-page opinion Monday about the religious liberty implications from the Obergefell v. Hodges decision.Thomas and Alito argue that the decision threatens the religious liberty of Americans who believe that marriage is a “sacred institution” between a man and woman.“Due to Obergefell, those with sincerely held religious beliefs concerning marriage will find it increasingly difficult to participate in society without running afoul of Obergefell and its effect on other antidiscrimination laws,” wrote the justices.Thomas and Alito were among the four justices who voted against legalizing same-sex marriage five years ago, arguing that it should have been left to the states to the decide.“If the states had been allowed to resolve this question through legislation, they could have included accommodations for those who hold these religious beliefs,” they wrote.Monday’s opinion came as the court declined to hear the case involving Kentucky clerk Kim Davis, who made headlines in 2015 as she declined marriage licenses to gay couples, despite the Supreme Court ruling. Thomas wrote that he agreed with not taking up the case, because it didn’t “cleanly present” important questions raised about Obergefell v. Hodges. In their opinion, Thomas and Alito say Davis may have been “one of the first victims” of the court’s “cavalier treatment of religion” in the Obergefell decision, but she won’t be the last. They claim, “Obergefell enables courts and governments to brand religious adherents who believe that marriage is between one man and one woman as bigots, making their religious liberty concerns that much easier to dismiss.”Thomas and Alito ended the opinion saying the court’s decision in the Obergefell case has “created a problem that only it can fix,” suggesting there’s a possibility the justices could move to overturn the 2015 decision. This comes weeks after the death of liberal justice Ruth Bader Ginsburg. President Donald Trump and his fellow Republicans are working hard to appoint Judge Amy Coney Barrett to that seat, which would give conservatives a 6-3 majority. 2300

Watch out, Amazon and Walmart. Kroger is making a big move in the online grocery fight.America's largest grocery chain launched "Kroger Ship," a direct home delivery service, in four cities on Wednesday: Cincinnati, Houston, Louisville, and Nashville. It will expand to new markets in the coming months.Kroger already offers delivery from 1,200 of its stores through third-parties like Instacart and curbside pickup at 1,250. Both are valuable tools to help Kroger offer current and potential customers convenience and keep pace with rivals.Related: Kroger's online sales up 66%. Amazon and Walmart have a real competitorBut Ship new will give the company a new weapon as more shoppers order groceries online and legacy brick-and-mortar retailers Walmart and Target build up their digital capabilities to compete with Amazon. Amazon's Whole Foods acquisition last year blurred the lines between online and offline food retail."Kroger has now returned the favor," said Bill Bishop, the co-founder of grocery retail consulting firm Brick Meets Click."This move expands Kroger's online market potential since it gives Kroger a way to serve customers who don't have convenient access to their stores," he added.Kroger's delivery website went live on Wednesday, and shoppers can pick from more than 50,000 grocery, household, beauty, and pet food choices. The company is focusing on its private label collection with Ship by offering more than 4,500 of its own brands. These sales are valuable for Kroger since they come with higher profit margins, helping offset expensive online shipping costs. For example, Kroger is offering Bromley's for Men, a new shave line the company introduced last week.Kroger is offering free shipping on purchases above , but orders below will come with a .99 delivery fee. During the launch phase, the company is offering shoppers free shipping and 15% off their orders using a promo code.Ship also features an order-and-save subscription, which Kroger believes can help convince customers to make repeat purchases.Online purchases will be fulfilled directly from Kroger's two current fulfillment centers and a third one opening in the fall. The company is working with FedEx and the Postal Service to ship orders, which can be delivered as soon as the next day. 2299

William Barber gave the keynote address for the virtual march. That was followed by speeches from Speaker Nancy Pelosi, Sen. Cory Booker, Rep. Brenda Lawrence, Stacey Abrams, April Ryan, Tamika Mallory, and Yusef Salaam.Organizers say the goal of the event was to channel the momentum for police accountability and call for reforms of the systems, structures, policies, and attitudes that enable police brutality and racial discrimination.Organizers say they also executed a civic engagement effort, which included registering participants to vote and encouraging them to participate in the Census.“Our 2020 Virtual March on Washington is about asking everyone — from protesters in the streets to elected officials at all levels of government — to commit to pursuing a new agenda that prioritizes equity, justice, and equal opportunity for all,” said Derrick Johnson, President and CEO of the NAACP. “As we approach the November elections, we must mobilize to vote like we’ve never done before.” 1638

WASHINGTON (AP) -- The Supreme Court has rejected the Trump administration's bid to throw out a California immigrant-sanctuary law that limits local police cooperation with federal immigration authorities. The justices' order Monday leaves in place lower court rulings that upheld the law.The administration said the 2017 state immigrant-sanctuary measure conflicts with federal immigration law and makes it harder to deport people who are in the country illegally.California Attorney General, Xavier Becerra, released a statement that said in part: "We’re protecting Californians’ right to decide how we do public safety in our state. The Trump Administration does not have the authority to commandeer state resources. We’re heartened by today’s Supreme Court decision."The San Diego County Sheriff's Department sent ABC 10News the following statement:"The Supreme Court decision not to hear a legal challenge to California's sanctuary law does not change or impact the operations of the San Diego County Sheriff's Department. Our agency is already in full compliance with SB54.We do not enforce immigration laws. We prioritize community relationships and want all residents to feel safe when reporting crimes or coming forward as a witness to criminal acts."The Sheriff's Department also sent the following documents related to the law:https://www.sdsheriff.net/documents/sb54.pdf [sdsheriff.net]https://www.sdsheriff.net/documents/SDSD%20Values%20Act%20Information%20Page.pdf [sdsheriff.net] 1502
