The Gilroy Garlic Festival shooter, Santino William Legan, died from a self-inflicted gunshot wound to the head, Gilroy Police Chief Scot Smithee said Friday during a press conference.Legan's death was ruled a suicide, Smithee said, citing Nicole Lopez of the Santa Clara County Coroner's Office.When the shooting first began, Legan exchanged fire with three Gilroy police officers, Smithee said."I do know that the suspect was hit multiple times by the rounds the officers fired, which put him down," he said. "It appears now, with that ruling on the cause and manner of death, that once he was down, he was able to get a round off and he shot himself. After the Dow Jones had its largest single-day drop in its history on Thursday, the index recovered in a big way on Monday, setting a single-day record for gains. The Dow closed on Monday up 1,293 points. The previous largest one-day rise in the Dow was on Dec. 26, 2018, when the Dow jumped 1,086 points. Although the Dow had a good day on Monday, it was not enough to erase the worst week the Dow has had since the financial crisis of 2008. The Massachusetts Department of Health confirmed on Friday that a second person in the state has died from Eastern Equine Encephalitis (EEE), which is a deadly disease carried through mosquito bites. Friday's announced marked the sixth known fatality in the United States this year from EEE. There have been two confirmed cases in Massachusetts, three in Michigan and one in Rhode Island. 2019 marks the deadliest year for EEE in more than a decade, according to the CDC.The vast majority of cases over the last decade have been reported in the eastern half other United States. Only one case, reported in Montana, has occurred in the western United States. “We continue to emphasize the need for people to protect themselves from mosquito bites,” said Massachusetts Public Health Commissioner Monica Bharel, MD, MPH. “The unusually warm weather expected this weekend will increase outdoor activity among people and mosquitoes. It is absolutely essential that people take steps to avoid being bitten by a mosquito.”On average, there are seven confirmed cases a year of EEE in the U.S, according to the CDC. In 2018, there were six cases of EEE with one being fatal. In 2017, there were five cases, two of which fatal. In 2016, there were seven cases, three of them fatal. The CDC said that on average, one third of all cases are fatal, and death usually occurs 2 to 10 days after the onset of symptoms. The test is similar to a test that detects HIV.The county says they expect to get test results in 48 hours.
