SAN DIEGO (KGTV) - Members of Congress are responding to a Team 10 investigation that uncovered allegations the government is not providing adequate medical care to some U.S. citizens in its custody.Two recently filed lawsuits allege that dozens of individuals’ medical needs were deliberately ignored by Department of Homeland Security (DHS) agents, and Americans were forced to undergo life-threatening and torturous detox in temporary holding cells at the border.In a statement to 10News U.S. Congressman Bennie Thompson, Chairman of the Committee on Homeland Security wrote, “The allegations made in these lawsuits are extremely troubling. Anyone in CBP custody who is in medical distress should receive urgent medical care if they require it. Across the board, it’s clear that CBP has work to do to ensure safe and humane conditions for all detainees.”San Diego area Congressman Scott Peters also responded saying, “Everyone in federal custody deserves access to basic care. Ignoring a detainee’s pleas for help runs counter to CBP’s own national policies, which say detainees are entitled to medical care if they report an illness or appear to need help. Officers at the border may be overwhelmed, but if CBP is going to detain people, they have a duty to provide proper medical care to the people in their custody.”10News also heard from ACLU of San Diego & Imperial Counties. A spokesperson wrote, "Unfortunately, horrible detention conditions at U.S. Customs and Border Protection facilities, including inadequate medical care, is nothing new – though they are violations of the agency’s own internal standards for treatment of people in its custody. As a result of recent federal policy decisions, far more people are being unnecessarily held in CBP custody, for longer, under these deplorable conditions. These decisions are greatly exacerbating CBP’s longstanding failure to meet the basic humanitarian needs of the people it insists on detaining.”When asked for a comment on the allegation in the lawsuits a spokesperson for Customs and Border Protection said the agency cannot comment on matters that are currently under litigation. 2159

SAN DIEGO (KGTV) — Just days after San Diego County ordered a shutdown of indoor dining and San Diego Mayor Kevin Faulconer signed an executive order that makes it easier for restaurants to move seating outdoors, many restaurants are already opening up business outside.Johan Engman is the owner of Rise and Shine Hospitality, which has 18 restaurant locations under the umbrella. Ten of those are Breakfast Republic. He said about half of the 18 locations have expanded to include either sidewalk, parking lot, or shared courtyard space for tables.“Let’s not waste our time complaining or feeling sorry for ourselves. Let’s figure out what do we need to do to give us the best odds to survive this and let’s just do it,” said Engman.For the Pacific Beach Breakfast Republic location, he said there were about 170 seats prior to coronavirus. Once there were social distancing limits, he could seat about 80. With the new ban on indoor seating, that left only about 30 seats on his patio, so the addition of parking lot space will bump seating back up to about 80 people. He said financially, they’re taking a hit, but he made the decision to stay open to help his employees.“Not only seeing how financially detrimental that is, but the morale. So you lay off all your managers then you hire them back. Imagine them literally a couple weeks later you send that message again,” he said.Similarly, La Puerta is seeing the roller coaster of numbers. Owner Merritte Powell said the Gaslamp restaurant is also expanding onto the sidewalk. He said customers will notice a difference, but hopes something is better than nothing.“You’re sitting next to a building, next to a doorway, you’re also going to be a couple feet from a parked car,” he said, referring to the new setup.He said he’s hoping to add plants and lights eventually to make it more aesthetically pleasing and could see a permanent future for sidewalk dining like this if it is successful. He said this could be beneficial in areas like the Gaslamp that lack a lively presence that the outdoor dining will likely bring.Both business owners said the Department of Alcohol Beverage Control has been working quickly and efficiently to help get them the liquor permits they need for the parking lot. They also both are hoping the city votes to allow parklets next week, which they say will further expand seating and appeal. 2386

SAN DIEGO (KGTV) - Mayor Kevin Faulconer, County Supervisor Ron Roberts and county health officials announced Tuesday a plan of "Vaccination, Sanitation & Education" to stop San Diego's hepatitis A outbreak."This is our community and we are working day and night to take care of it. It is going to require a sustained effort and everyone in San Diego County has a role to play," Mayor Faulconer said. The county's top medical professionals say there is no end in sight to the outbreak that began in March. RELATED: San Diego Hepatitis A death toll, those sickened rises"This outbreak could last another six months and unfortunately there are going to be more lives that are going to be at risk," said Dr. Nick Yphantides, the county's chief medical examiner at a news conference outside the county administration building. Officials gave critical updates about the outbreak, which has killed 16 people and sickened 444 others. While most of the cases involved the homeless or drug users, 25 percent of the patients were neither, health officials said.Hepatitis A is a highly contagious liver infection that is usually transmitted by fecal-oral or person-to-person contact, or consumption of contaminated food or water. SAN DIEGO (KGTV) — Light scattered showers fell throughout the day from Mission Valley to Carmel Valley.While Sunday's rainfall marked the first fall rain for the region, Alex Tardy with the National Weather Service said that rain will disappear by Monday. “We're looking at conditions that are bone dry, record dry. It’s never been this dry before and just a little bit of rain like this, while it's nice and we won’t have any fires [Sunday], once the dry air starts blowing through on Monday and continues into Tuesday, it's not going to make much of a difference,” Tardy said.RELATED: In-depth: Why La Ni?a could make wildfire season worseTardy said that San Diego may go long stretches without rainfall this season as we move into a dry La Ni?a winter. However, when the rain eventually comes, it could come in sporadic heavy storms. Tardy also added that the conditions will have fire crews on high alert for weeks. “It also means a delay in the start of our winter so we could be in for a very long fall period where we mostly see dry conditions,” Tardy says. “What that means for us is that fire danger [could be] continuing into the fall and well into the early winter.” 1186

  

SAN DIEGO (KGTV) — Local and federal authorities raided four San Diego County homes Wednesday as part of a money laundering investigation.Agents served one of those warrants at an El Cajon home at about 7 a.m., according to neighbors. Agents could be seen removing several items from the property. 10News observed agents searching through the first and second floors of the home. Neighbors told 10News agents made requests over a speaker for the home's residents to exit the property. Neighbors added that eventually, the announcements stopped and they heard what they described as a small explosion, before agents entered the home in tactical gear.RELATED: Ex-Wells Fargo banker indicted for money laundering appears in courtLauren Mack, with the Department of Homeland Security, told 10News the raid was one of five instances in which agents served search warrants as part of an investigation into a suspected money laundering conspiracy. Four locations were in San Diego County and one was in Los Angeles County.Federal agents worked with San Diego Homeland Security Investigations to serve the local warrants.No arrests have been made, according to Mack. 1166
