SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said. Segal paid about ,500 per unit in developer impact fees for the Continental, totaling 0,000 to the city. SAN DIEGO (KGTV) - The memories came flooding back for Vietnam veteran Ray Hildreth as he returned to Camp Pendleton 50 years later. He wanted to tour his old unit, the 1st Recon Battalion."Looking at the mountains, I remember having to run up and down them!"And while the current 1st Recon Battalion Marines may not recognize Hildreth, they know his story. In June of 1966, Hildreth's unit was stationed on Hill 488 in the jungles of Vietnam. Before the week was over, they would fight the battle that would make them the most highly decorated small unit in the entire history of the U.S. military, winning a Congressional Medal of Honor, four Navy Crosses, thirteen Silver Stars, and eighteen Purple Hearts—some of them posthumously.There were just 18 of them when they encountered the enemy, a battalion of over 200. "Early on in the battle, and all the Marines here can identify with this, the NVA yelled out 'Marines you die in an hour,' and we had some colorful words to say back to them, and said, come and get us," remembers Hildreth.The late Staff Sergeant Jimmie Howard served as platoon leader with 1st Reconnaissance Battalion and led the defense of Hill 488 when attacked by the North Vietnamese.Howard had combat experience from Korea, and Hildreth credits the leader with keeping them alive. "Sergeant Howard said, 'Laugh at them!' And we did, we laughed out loud at them. Later I went back to Vietnam, 2011. I met one of the NVA we fought against. I asked him, what did you think when we laughed at you? He said we thought you were a much bigger unit. And it was that laugh, I'm sure of, that made them not just try to walk over the top of the hilltop and take us," said Hildreth. When they were out of grenades, the men began throwing rocks. "If we hadn't laughed at them, by sheer numbers, they could've walked across the top of the hill and killed us. At the end of the day, there were maybe eight rounds of ammunition left between us."The unit killed an estimated 200 people.Of the 18, all were wounded, and six died. Hildreth wrote a book about the battle, titled Hill 488."I thought people needed to know about the battle, not everyone went over there took drugs and smoked pot," said Hildreth. "We went over there with a different outlook, we're supposed to be here, there's a reason for it, and we done our job. We didn't protest."During the visit, Hildreth was accompanied by some of Staff Sergeant Howard's family members. 2456

SAN DIEGO (KGTV) - The biggest auto theft scheme in San Diego history has come to an end. District Attorney Summer Stephen announced Thursday that more than 100 vehicles were stolen though identity theft and fraud dating back to 2016. Investigators say the ringleader, 34-year-old Bryan Orr, created shell companies and used more than 20 co-conspirators to help him steal cars using identity theft and fraud. The items stolen ranged from high-end luxury vehicles to RVs and jet skis. "They would create fake lines of credit, fake credit histories, fake documents so that they could use it in their schemes," said CHP Captain James Portilla. "He would create fake websites so if an institution wanted to verify info on a loan application they would look like there was a legit business."In one scam, a straw buyer would purchase and finance a new vehicle. Thereafter, the auto loan would be paid in full by other co-conspirators. Once the title to the vehicle was sent to the purchaser, the vehicle would be immediately re-sold. Once the sale proceeds were secured, the individuals who made the payments would falsely report the fraudulent use of their bank accounts, leading financial institutions to refund the payments that had been made on the vehicles. Immediately the funds were withdrawn and passed on to Orr, investigators said.“As newer vehicles become equipped with effective anti-theft technologies, traditional methods of stealing vehicles are not as effective,” said Portilla, “As a result, we have seen an increase in vehicle theft using a variety of fraud schemes.”Another fraudulent scheme involved the purchase or return of “merchandise” between the various shell companies. Once the seller withdrew the proceeds from the transaction, the buyer would dispute the purchase and receive a provisional credit from the bank. Similar to the vehicle purchase scheme, upon receipt of the refund, the funds would be withdrawn immediately or used to make fraudulent purchases with other “shell companies.” Orr used the shell companies to steal in excess of .5 million from banks during this time period, prosecutors said.Orr has no criminal history and is still in custody on million bail. If convicted, he may face up to 100 years in prison.While 21 people face charges, six of them are still wanted in this case. 2334
SAN DIEGO (KGTV) — The driver of the McLaren sports car involved in a fiery fatal crash on Interstate 805 Thursday and the mother and daughter who died have been identified.Trevor Heitmann, 18, was behind the wheel of the 2014 sports car that collided with an SUV, killing himself, and a 43-year-old woman and her 12-year-old daughter, according to the San Diego Medical Examiner. The mother and daughter were identified by a relative as Aileen and Aryana Pizarro. The medical examiner is using an alternative means to identify the bodies because of how badly they were burned, according to the California Highway Patrol.Heitmann was traveling at a high rate of speed heading southbound in a northbound HOV lane at about 4:30 p.m. near La Jolla Village Dr. before the collision, CHP said. Troopers believe he entered via an HOV lane access at Carol Canyon Rd.RELATED: 12-year-old among victims in fiery wrong-way crash on I-805The two vehicles collided and exploded into flames, witnesses told 10News, causing a chain reaction of crashes with at least five other vehicles.Heitmann was killed of blunt force trauma and pronounced dead at the scene, the medical examiner reported.The mother and daughter in the SUV died due to the fire which engulfed the vehicle after the crash, the report said.It's still not clear why Heitmann was traveling at such a high rate of speed in the wrong direction. SAN DIEGO (KGTV) -- The City of San Diego is set to open a third homeless storage facility on Monday. The facility will be similar to the locations in downtown and Logan Heights, allowing homeless to safely store their personal belongings while trying to get back on their feet. The new location is located on 54th and Lea Street in El Cerrito. It will be operated by Mental Health Systems (MHS), a nonprofit that also operates the Logan Heights location. The organization helps people that are affected by substance abuse and behavioral health disorders. With the addition of this third location, the city now has storage space for over 1,400 people. 10News spoke to homeowners near the new storage location and neighbors had mixed reactions. Some worried the facility would attract more homeless to the area and others worried about people leaving trash behind in their neighborhoods. Some neighbors told 10News they welcome the facility and hope this will help people get back on their feet. The facility opens at 10:30 a.m. on Monday. 1047
