SAN DIEGO (KGTV) -- The register sex offender accused of kidnapping and raping a three-year-old Oak Park girl pleaded not guilty to five felony counts Wednesday. Francisco "Freddy" Diaz now faces up to life in prison if convicted. Diaz is being held without bail. The young girl’s father, Silvester Soltero, says he was working on his car when his neighbor broke into a bedroom window, grabbing his sleeping daughter.Soltero says Diaz’ mother brought his daughter home, but she wasn’t wearing any pants. Soltero said when he asked his daughter what happened, she told him the man touched her private parts.RELATED: Man arrested after three-year-old says she was kidnapped and touchedWhen the father asked who the man was, Soltero said his daughter pointed to Diaz. When the father approached Diaz, Soltero said he became hostile, even threatening to kill him if he snitched.The two men then started fighting when Diaz reportedly tried to poke Soltero in the eye with a fork. After he ran off, San Diego Police caught Diaz a short distance away. After his arrest, Soltero learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Diaz was convicted in 2006 for molesting three girls on the playground near Oak Park Elementary School, right across the street from his mother’s house. Diaz was sentenced to eight years in prison, in part because he already had a criminal history. In 2000, Diaz was convicted of assault with a deadly weapon and making a terrorist threat.San Diego Police say Diaz was in full compliance with the terms of Megan's Law. He is required to check in with police every year and he does so, said Lt. Jason Weeden.Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds. SAN DIEGO (KGTV) – The San Diego Humane Society is asking for the public’s help in finding the person responsible for seriously injuring a little dog.On Aug. 5, at around 5:30 p.m., a passerby found a severely injured Chihuahua in an alley near 339 S. 39th Street in San Diego’s Mountain View area.Humane Society officials said the one-year-old dog is in critical but stable condition “with a guarded prognosis” and is being cared for at the Humane Society’s Pilar & Chuck Bahde Center for Shelter Medicine.Details on the dog's injuries were not released.San Diego Humane Society Humane Law Enforcement Chief Bill Ganley said, “We are hoping someone might recognize this dog and can help us find the person who did this. This is a helpless animal who did not stand a chance against the person who decided to hurt him. SAN DIEGO (KGTV) -- The San Diego County Treasurer-Tax Collector’s five branches will be shut down “in an effort to slow the spread of the coronavirus.”The decision to close the branches was made under guidance of public health officials. The closure order is effective July 6.Treasurer-Tax Collector Dan McAllister said, “Our downtown branch will remain open July 1 and 2, but starting Monday, we will close our public-facing counters as a precautionary measure, based on social distancing recommendations from local officials.”The four other branches -- Kearny Mesa, San Marcos, Chula Vista, and Santee -- have been closed to the public since March and will remain closed.The downtown branch on 1600 Pacific Highway had just reopened on June 15, with modifications in place, after being closed in March.Customers can still complete business via the SDTTC.com website or without even visiting the office at all. SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. "Channel 10 should take credit for it because of the phone call that you made to me and got me involved with it," he said.If the building was one story taller it would have fallen under more strict codes and this would not have happened. SAN DIEGO (KGTV) -- The San Diego Blood Bank is hosting a Holiday Bowl blood drive during a time of year when donations are typically low. The drive will be held Thursday, November 21 between 8 a.m. and 6 p.m. in the SDCCU Stadium parking lot, sections A and B. Donors are encouraged to make an appointment ahead of time, but walk-ins are also welcome. The blood bank says they hope to get several hundred people to donate, because the winter is always a slow time."People get busy, they go on vacation, and blood donation kind of falls off as a top priority," says Blood Bank CEO David Wellis. "The need for blood, though, doesn't decline.The blood bank likes to have a 4-7 day supply on hand. Right now, Wellis says they have about 2 days. But when the Chargers left San Diego after 2016, they took the blood drive with them.In 2017, the blood bank tried a sports-themed event called "San Diego Cares" to get donations. 700 people gave blood that day.By contrast, the Chargers Blood Drive would get anywhere from 800-2,000 donors.The blood bank hopes offering free Holiday Bowl tickets will help build this event to the same level of success."I think, over time, it will," says Willis. "We've done Comic-Con for 43 years. That started off small and it's giant now. And in the summer we have the annual Padres blood drive that's growing quite nicely."Games and giveaways will also be set up throughout the day. To be eligible to donate blood, participants must be at least 17 years old and weigh at least 114 pounds. Donors must also be in general good health.
