PARIS, April 22 (Xinhua) -- Heavy load launcher Ariane 5 lifted off two communication satellites, Yahsat Y1A and Intelsat New Dawn, at around 6:37 p.m. local time (2137 GMT) on Friday from Europe's Spaceport in French Guiana.Yahsat Y1A is the first United Arab Emirates satellite launched by Arianespace. It is built by Astrium and Thales Alenia Space and will be positioned at 52.5 degrees East. With a design life of 15 years, it will be operated by the Al Yah Satellite Communications Company, a telecommunications company indirectly controlled by the Abu Dhabi Government.Weighing around 5,935 kilograms at lift-off, Yahsat Y1A was expected to be separated first around 27 minutes after the launcher started the flight.The second passenger Intelsat New Dawn was built by Orbital Sciences Corporation and weighs about 3,000 kilograms. Also with a designed life span of 15 years, it is planned to be positioned at 32.8 degrees East.Via the second mission of Ariane 5 in 2011, Yahsat Y1A will provide customized relay services for the government and commercial sectors in the Middle East, Africa, Europe and Southwest Asia, while Intelsat New Dawn will work as a part of the global Intelsat fleet, offering service for Africa.This launch, the 201st of an Ariane family vehicle since 1979, brought to 22 the number of Intelsat satellites serving Africa, according to the launching company.Originally scheduled for liftoff on March 30, this dual-payload mission was delayed following an interruption of the final countdown when an incorrect displacement of one of the engine's actuators was detected, Arianespace said in a statement. BEIJING, Feb. 9 (Xinhua) -- China has introduced new stimulus policies to boost the development of the software and integrated circuit (IC) industries.Software firms will continue to enjoy preferential value-added tax policies, according to a circular posted on the central government's website, www.gov.cn on Wednesday. The circular was dated Jan. 28.The new policies also granted tax cuts to manufacturers of integrated circuit. Enterprises of IC products whose product line is less than 0.8 micron (including 0.8 micron) wide will be exempted from corporate income taxes on the first and the second year after reaching profitability, according to the statement.Taxes will also be halved for such companies from the third to fifth year after reaching profitability.Makers of IC products that have a product line that is less than 0.25 micron wide or have invested more than 8 billion yuan (1.21 billion U.S. dollars) in production will pay reduced income taxes.For companies that have operated for more than 15 years, corporate income taxes will be exempted from the first year to the fifth after reaching profitability.Between the sixth and the tenth year, the firms will pay half of the taxes, the statement said.The government also encouraged consolidation in the software and IC industries and will provide financial support to technological research and development.

WASHINGTON, March 4 (Xinhua) -- New data suggest that the epilepsy drug Topamax (topiramate) and its generic versions increase the risk for the birth defects cleft lip and cleft palate in babies born to women who use the medication during pregnancy, the U.S. Food and Drug Administration (FDA) said Friday in a statement.Before prescribing topiramate, approved to treat certain types of seizures in people who have epilepsy, health care professionals should warn patients of childbearing age about the potential hazard to the fetus if a woman becomes pregnant while using the drug, the FDA said.Topiramate also is approved to prevent migraine headaches, but not to relieve the pain of migraines."Health care professionals should carefully consider the benefits and risks of topiramate when prescribing it to women of childbearing age," said Russell Katz, director of the Division of Neurology Products in the FDA's Center for Drug Evaluation and Research. "Alternative medications that have a lower risk of birth defects should be considered."Cleft lip and cleft palate, collectively called oral clefts, are birth defects that occur when parts of the lip or palate do not completely fuse together early in the first trimester of pregnancy, a time when many women do not know they are pregnant.The defects range from a small notch in the lip to a groove that runs into the roof of the mouth and nose, possibly leading to problems with eating, talking, and to ear infections. Surgery often is performed to close the lip and palate and most children do well after treatment.Data from the North American Antiepileptic Drug (AED) Pregnancy Registry indicate an increased risk of oral clefts in infants exposed to topiramate during the first trimester of pregnancy. Infants exposed to topiramate as a single therapy experienced a 1.4 percent prevalence of oral clefts, compared with a prevalence of 0.38 percent - 0.55 percent in infants exposed to other antiepileptic drugs.Infants of mothers who did not have epilepsy and were not being treated with other antiepileptic drugs had a prevalence of 0.07 percent. Similar data from the United Kingdom Epilepsy and Pregnancy Register supported the North American AED Pregnancy Registry data.According to the FDA, before starting topiramate, pregnant women and women of childbearing potential should discuss other treatment options with their health care professional.
