(CNS) - Homicide detectives Thursday were investigating the death of a man found in a Chula Vista bank parking lot.At about 10:25 p.m. Wednesday, a 911 caller reported finding a man down on the ground with blood surrounding him in the parking lot of the Bank America branch on E Street and Third Avenue, Chula Vista police Lt. Jason Deaner said.Officers responded to the scene and found the man with apparent wounds on his body, Deaner said. The man, whose age was not immediately available, was pronounced dead at the scene.The San Diego County Medical Examiner's Office was called in and will perform an autopsy on the man to determine the cause and manner of death, the lieutenant said.No further details were immediately available. 763

CHULA VISTA, Calif. (KGTV) - This week Chula Vista Police shut down yet another illegal cannabis dispensary, an ongoing problem that's grown in recent years. While the city doesn't allow any cannabis sales at the moment, police believe there's roughly a dozen or more operating illegally in the city.“One of the challenges with unlicensed, illegal cannabis business is that they move and they change. The number of facilities is always changing, the location of facilities changes quite frequently," said Captain Phil Collum.Captain Collum says their most recent bust was one of the most egregious cases he's seen, from the number of cannabis products to security measures.“I was standing inside the facility and was shocked at what they had done," said Collum. "The windows were sealed shut with metal plating; the front door was actually, had a welded security grate that was locked closed, it had pretty much sealed off any emergency evacuation routes to this facility.”He says if there were a fire or sudden emergency in the building people could have been trapped. Captain Collum said they were alerted to the illegal operation by neighbor complaints. (KGTV) - A growing number of San Diego County high school students are being recruited to act as drug mules for Mexican cartels, the U.S. Attorney for San Diego said Tuesday.The most recent charges were filed against Philip Junior Webb, a former student at Castle Park High School in Chula Vista. Federal prosecutors accuse Webb of conspiracy to distribute controlled substances and bringing in unlawful aliens, including a Mexican national and Chinese national, for financial gain.“We are seeing a very troubling trend and we want to warn parents and high schoolers,” said U.S. Attorney Sherri Walker Hobson.According to court documents, Webb was a high school senior who recruited other students to smuggle methamphetamine and Fentanyl into the United States on multiple occasions.On each occasion, the juveniles had drugs strapped on their bodies as they attempted to enter the United States, investigators said.“This is a dangerous trend because this is no longer a situation where it’s the guy with the tattoos on the corner parking lot recruiting people to do drug deals. This is someone who is one of the students. He’s one of the students. He could be your lab partner. He could be the guy next door. (KGTV) -- The Sweetwater Union High School District Board voted Wednesday to cut more than 220 educators and place its beleaguered superintendent on paid leave.Staff cuts include educators and all librarians. In all, the board voted to eliminate 223 employees in hopes of balancing its budget.The board cited a decline in enrollment for the cuts, but said if enrollment goes up, librarians would be the first to return.RELATED: Sweetwater Union High School District votes to cut over 200 jobsThe vote ratifies an earlier referendum in which the board voted to lay off nearly 240 employees and staff members in February. She earned her doctorate degree in education from San Diego State University in 2010, according to her professional online profile.
