For just the third time on record, a fourth tropical storm has formed in the Atlantic basin by the end of June, marking an active start to hurricane season.Tropical Storm Dolly formed on Tuesday off the coast of Maine, packing top winds of 45 MPH as of the 5 p.m. advisory from the National Hurricane Center. The system is not expected to strengthen into a hurricane, and should weaken into a depression over the next day.The system is notable as it’s the second-earliest system to use a “D” name in the Atlantic.Last month, experts from the National Hurricane Center said that the 2020 hurricane season would likely be above average.“NOAA’s analysis of current and seasonal atmospheric conditions reveals a recipe for an active Atlantic hurricane season this year,” said Neil Jacobs, Ph.D., acting NOAA administrator. “Our skilled forecasters, coupled with upgrades to our computer models and observing technologies, will provide accurate and timely forecasts to protect life and property.”Government forecasts projected there would be 13 to 19 tropical storms in the Atlantic. Former prisoners are helping former prisoners break in to college courses.  The Urban Scholars Union is a relatively new organization created by ex-cons for ex-cons looking to better themselves through education. USU’s President Cesar Garcia said they started 18 months ago at San Diego City College to help “justice impacted” students succeed. “[We want to] empower them and motivate them to be productive members of society,” said Garcia. “We’re not monsters that they make us out to feel and make us out to be,” said San Diego City College student Ryan Rising. “We’re humans that made poor choices.” Rising spent 15 years behind bars for carjacking and attempted extortion but will matriculate to Cal Berkley on a scholarship after earning his Associate’s at City.“I’m super proud of myself,” he said. Garcia, who served seven years for a list of crimes, said the USU provides a space for former prisoners to get help, guidance, and support. The organization recently expanded to Southwestern College and is working on helping students at Mesa and Grossmont Colleges. USU also recently received its largest donation to date.  Current prisoners at Donovan Correctional in Otay Mesa donated ,000 to USU for scholarships and grants for former prisoners. “It just goes to show you how we do look out for each other,” said Garcia. “We just need go out and advocate to erase all these stigmas,” said Rising. 1470

Matt Bevin has opposed Kentucky teachers' rallies for pension protection and public education funding since they began, but never quite the way he did on Friday afternoon, when he told a gaggle of reporters that the strike would directly cause children to be injured, poisoned and sexually assaulted. "I guarantee you somewhere in Kentucky today a child was sexually assaulted that was left at home because there was nobody there to watch them," he said. "I guarantee you somewhere today, a child was physically harmed or ingested poison because they were home alone because a single parent didn't have enough money to take care of them."Bevin, who hours later would see his veto of an education-boosting?state budget overriden by state lawmakers, characterized the attitudes of striking teachers as cavalier and flippant about student safety. French President Emmanuel Macron tested positive for COVID-19 on Thursday, according to CNN and the Associated Press.Macron's office confirmed Thursday that the 42-year-old Macron received a test after experiencing symptoms of the virus, which later came back positive.Macron will isolate himself for seven days but will continue to carry out his duties as president remotely.Macron's wife, Brigitte, 67, has no symptoms but will also self-isolate. She tested negative for the virus on Thursday, according to the Associated Press.According to CNN, Macron has met with several other world leaders in recent days, many of whom have now said they plan to isolate. Among them is Spanish Prime Minister Pedro Sanchez and European Council President Charles Michel. French Prime Minister Jean Castex is also self-isolating.The Associated Press also reports that Macron met with the prime minister of Portugal on Wednesday.Macron's planned trip to Lebanon next week has been canceled.Macron is just the latest world leader to test positive for the virus. President Donald Trump contracted the virus in October, which resulted in a short stay in the hospital.
