EL CAJON, Calif. (KGTV) -- New video from a nearby business shows the moments before a driver plunged into a sinkhole in El Cajon.The images seeming to tell a different story than was released by El Cajon police earlier in the week.The incident happened late Monday night on Vernon Way and Johnson Avenue. A white car became almost completely submerged in a deep sinkhole after a water main break earlier in the evening. RELATED: Sinkhole forms at El Cajon intersection, swallows car At the time police said the driver, who wasn't injured, ended up there after going around a barricade.Ken Wingert's office has surveillance cameras pointed right at the street where it happened, so out of curiosity, he took a look and says the video paints a different story than the one he first heard. "I saw the video...no that's not true," Wingert told 10News. "The police officer actually went to her window, talked to her and the car pulled a u-turn and went into the sinkhole."After the car goes down, Wingert says the video gets even more interesting. The officers can be seen walking over, but it's how they did it that has him confused.  "Why were the police not reacting so fast once the car went into the pothole? All of a sudden when the car started sinking more everybody started running towards it," he said. "To me that was a little slow on that part."On Thursday 10News made multiple attempts to talk to El Cajon police about the video. We were told that there was no one available to comment. 1537

EL CAJON (CNS) - A 21-year-old man accused of leading Border Patrol agents on a high-speed pursuit that ended with a crash on Interstate 8 in Boulevard, killing three of the suspected undocumented immigrants riding in the pickup and injuring seven others, was charged today with murder and other counts.Arraignment for Luis Alberto Virgen, a U.S. citizen who lives in Tijuana, was postponed until Dec. 18 so he can hire an attorney. He was charged with three counts each of second-degree murder and gross vehicular manslaughter, along with seven counts of reckless driving causing injury.Virgen, who is being held on million bail, faces up to 45 years to life in prison.Virgen allegedly sped off when federal officers tried to pull over the passenger-packed white Chevrolet Silverado he was driving near the Mexican border in eastern San Diego County shortly before 4:30 p.m. last Thursday, according to the California Highway Patrol.RELATED: Truck fleeing Border Patrol crashes in Boulevard; 3 killedWith the agents giving chase, Virgen entered Interstate 8 at Buckman Springs Road and fled to the east briefly before exiting at Ribbonwood Road and re-entering the freeway, this time headed west, the Border Patrol reported.After fleeing for several more miles, the suspect ran over a tire- flattening spike strip that agents had laid across the roadway in his path east of Crestwood Road, according to the federal agency.About a minute later, the Silverado -- occupied by a single passenger in the front and the rest unrestrained in the cargo bed -- veered off the interstate, went up a dirt embankment, became airborne, overturned and rolled back down the sloping roadside onto the freeway.Virgen was the only one in the truck wearing a seat belt at the time of the crash, and the others were ejected, CHP public-affairs Officer Travis Garrow said. Two of the male passengers and the sole female member of the group died at the scene of the crash.The names of the deceased were withheld pending family notification. Paramedics took Virgen and the surviving passengers to a hospital for treatment of moderate to serious injuries, Garrow said.About an hour after the fatal accident, Border Patrol personnel in the area came across another vehicle believed to have been involved in the apparent human-smuggling attempt and arrested a second man. (KGTV) - At age 73, Brian Duncan is following his own advice: if you think you can do it, you probably can.When Duncan got out of the Navy in 1967 he wanted to become a police officer. At the time, however, he says departments wanted big, tall men with 20/20 vision. He didn't fit the mold and moved on to a career in the court system.Twelve years ago, the itch came back, and Duncan joined the El Cajon Police Department's Retired Senior Volunteer Patrol, also known as the RSVP program.Now he's taking his service even further, working to become a reserve police officer.If he lands a job, Duncan will be a sworn police officer able to make arrests and carry firearms. The only difference is he'll always have to work alongside a regular police officer.Duncan says his age is not a barrier and he's doing this to make a difference in the community."I've proven I can get through the academy, so I can do it. If I didn't think I could do it or would jeopardize someone's safety, I wouldn't do it," said Duncan.Reserve officers work voluntarily and are not paid.On Friday Duncan graduates from Grossmont College's 32nd Police Academy and already has an application out for a job.  1210

(KGTV) - Plans for a new high school in El Cajon are facing opposition from neighbors.Literacy First Charter Schools wants to relocate their high school from its Lemon Grove location to a new spot near the intersection of Jamacha Blvd. and Chase Street. They bought an 8-acre plot of land five years ago on which they hope to build.Plans for the school call for a two-story building. It will have 22 classrooms, athletic fields, a 161-spot parking lot, and room for up to 450 students and 33 teachers.Officials with the Literacy First system say the old school is too small and too far away for their growing needs. They believe the new location will help them serve more families, and keep their current families from leaving after 8th grade."We hope it becomes what every one of our schools is," says Executive Director Debbie Beyer. "We hope it becomes a model for what great schools can be."But neighbors in the Rancho San Diego area worry that it will bring more traffic and congestion to an area that already has problems along Jamacha Boulevard."It's just incredible out here on Jamacha," says Veronica McGowan, who lives a block away. "People go about 50 miles an hour, and they're anxious to get in and out of these side streets. If you're turning right, you're safe, but if you're turning left, it could take a while."Social media posts on neighborhood Facebook groups raise concerns about delays at the intersection because of the addition of another school. They say nearby Valhalla and Steele Canyon High Schools already make the commute frustrating.Beyer says her school's small size will minimize the impact, as many students won't be driving. She adds the charter school system is ready to do their part to improve the roads and mitigate the traffic along both Chase and Jamacha."We have to add another lane. We're adding turning lanes. We're widening the street. We're adding sidewalks," she says. "We're paying hundreds of thousands of dollars to improve that intersection."She also says they're looking into staggering the start times, so not all grades begin at the same time, and having different start times from the other schools in the neighborhood.As for the complaint that the area already has enough schools, Beyer believes families will welcome another option."We let the market bear everything that there is when it comes to business and commerce and entrepreneurship," she says. "Why can't we do that in education? Why don't parents have a choice?"Beyer and Literacy First presented environmental review plans for the new school to the Valle Del Oro Community Planning Group last week. They hope to bring those same plans to the San Diego County Board of Supervisors this spring.There's still no official timeline for when they hope to start construction or open the new campus. 2833

Donald Trump Jr. has been temporarily suspended from certain functions on Twitter for violating the website's rules for spreading misinformation regarding the COVID-19 pandemic.According to a screenshot of Trump Jr.'s account shared by Republican strategist Andrew Surabian, Twitter suspended the president's son over a tweet that included a video with dubious COVID-19 information.On Monday, Trump Jr. tweeted a video of a group of people who claimed to be doctors who were touting the effectiveness of hydroxychloroquine, a drug which the president has said is an effective treatment for COVID-19. The video also discouraged the use of masks.Several studies have shown the drug has not been effective in treating the virus, and in June, the FDA removed an Emergency Use Authorization for the drug in connection with COVID-19 treatments.CNN reports that the video was originally published by Breitbart News.
