TOKYO, June 7 (Xinhua) -- Japan and China vowed to promote cooperation on the topics of environment protection, technology trade and intellectual property rights (IPR) protection during their second high-level economic dialogue held here on Sunday. "China attaches great importance on saving the energy and protecting the ecology, while Japan has broad experience and advanced technologies on these areas," said Zhang Ping, chairman of China's National Development and Reform Commission, "So the two countries can achieve win-win results through close cooperation." The officials were all members of a Chinese delegation which arrived here Saturday to attend the 2nd Sino-Japanese high-level economic dialogue    Zhang said in recent years China and Japan have already conducted active collaboration on energy and environment conservation. This has become a new highlight among the wide range of cooperation between the two countries and provided a new growing point for bilateral trade and economy.     He said more cooperation will be conducted on countermeasures of sandstorms, air pollution and treatment of garbage and sewage in small cities and towns.     The two sides also signed a contract to turn Shenyang, which used to be a heavy industrial city in China's northeast, into an environment conservation "sample city" through cooperation with Japan's Kawasaki of Kanagawa Prefecture, which is renowned for its recycling economy.     China and Japan also exchanged views on developing technology trade and small and medium-sized enterprises (SMEs) cooperation.     "Japanese SMEs are very mature in technology and Chinese SMEs are growing fast. They should have huge potential for cooperation to tap into the vast market both inside and outside China," according to Chinese Commerce Minister Chen Deming.     Chen said China will continue to promote overseas business of SMEs and hoped Japan can help facilitate the process by measures such as easing visa controls.     Chen and his Japanese counterpart, Toshihiro Nikai, minister of economy, trade and industry, also talked on strengthening 3G telecommunications network building, opening up source code software and software and IT service outsourcing, as well as the compulsory certification system for information security products that Chinese government planned to introduce.     They signed a memorandum and established for the first time a working group to protect intellectual property rights (IPR).     "The working group will focus on information sharing of laws and regulations with regards to IPR, as well as the experience in the law enforcement," Chen said.     "Japan is a very advanced country in terms of IPR protection and we believe there are many experiences that China can learn," he added.     He said through efforts in recent years China has established its own IPR protection system. "China, as a developing country, will face a lot of problems in the process of enforcement, but we will not shun such problems."     "China and Japan have a broad range of economic cooperation. We will use the working group mechanism to solve problems in respect of IPR protection," Chen said.     The memorandum signed by Chen and Nikai stipulates that the intellectual property working group meet once a year. Nikai asked that the working group convene its first meeting by the end of the year.     The one-day dialogue, co-chaired by Wang and Japanese Foreign Minister Hirofumi Nakasone, was attended by senior officials from the two countries.     The dialogue mechanism, first held in Beijing in December 2007, was jointly launched by Chinese Premier Wen Jiabao and then Japanese Prime Minister Shinzo Abe during Wen's trip to Japan in April 2007.

BEIJING, May 22 (Xinhua) -- The Chinese mainland will send a sports delegation to participate in the 2009 World Games to be held in Kaohsiung, a southern coastal city of Taiwan.     Liu Peng, chairman of the Chinese Olympic Committee (COC), said athletes from nine associations of the COC will compete in the games.     He made the promise during his meeting with Kaohsiung City Mayor Chen Chu in Beijing Friday.     The mainland will also send an observation delegation to the games, Liu said, adding that sports is a medium and bridge which connects people on both sides of the Taiwan Straits.     Chen Chu said her delegation hoped to learn from the successful experience of the Beijing Olympic Games.     She led a promotion team for the 2009 World Games to the mainland on Thursday. The games will be held from July 16 to 26.

QINGDAO, April 22 (Xinhua) -- China invited senior naval officers from 29 countries Wednesday to three People's Liberation Army (PLA) Navy vessels on the sidelines of a celebration to mark the 60th anniversary of the founding of the PLA Navy.     The vessels were the Great Wall 218 conventional-powered submarine, Type 054 frigate FFG-526 Wenzhou and the Peace Ark hospital ship.     The ships, all independently designed and made by China, represented the latest stage of PLA Navy equipment, Gu Wengen, deputy commander of the force, told Xinhua Wednesday.     According to Gu, the invitation to the foreign delegates was intended as the latest move by the PLA to demonstrate its military transparency.     Commissioned in September 2005, the Wenzhou is one of the most modern frigates in the service of the PLA. At 4,000 tonnes, the frigate is even larger than many of the PLA's destroyers, according to Gu.     The Great Wall 218 conventional-powered submarine is also one of China's new-generation submarines equipped with world-class sonar and weapon systems, he said.     The Peace Ark hospital ship can provide seagoing medical services equal to those of a top hospital in Beijing.     All three vessels were commissioned in just the past few years, said Gu, adding that the Peace Ark only went into service in December.     "Foreign naval officers can not only learn about the modernization of China's navy by visiting the three vessels but can also feel our sincerity to expand cooperation and exchange with our foreign counterparts," Gu said.     After a quick tour of the Peace Ark, Capt. James Fanell with the U.S. Seventh Fleet, who came from the naval base in Yokosuka, Japan, said that he was glad to see the increasing openness of the Chinese navy.     "I was here five years ago on the USS Cushing. The openness shown by the international fleet review is much greater than that of five years ago," Fanell said.     "It is very encouraging and appreciated to be able to walk aboard the ship and see ships of the Chinese fleet as well as other ships of the international community," he said.     For Adm. Moura Neto of the Brazilian Navy, the Chinese navy's transparency was as surprising as its modernization.     "I saw the real China and the real PLA navy," he said.     China launched a grand maritime ceremony Monday to mark the 60th anniversary of the founding of its navy off the coast of the eastern city of Qingdao.     The four-day celebration includes seminars, a sampan race and a fleet review scheduled for Thursday that will feature the debut of the country's nuclear submarines.     A total of 21 foreign naval vessels from 14 countries, including the United States and Russia, and delegations from 29 countries will take part.     According to Ding Yiping, deputy commander of the PLA Navy, the celebration was the first large multi-lateral military exchange of its kind in the history of the People's Republic of China.     Naval forces from different countries had voiced support for China's call to seek mutual trust and benefits, and resolve disputes on the basis of equal consultations and negotiations, he said.     Their support would help build harmony on the seas, the theme of this year's celebration, he said.     Adm. Gary Roughead, the U.S. Chief of Naval Operations, also said that the PLA and U.S. navies had much potential for cooperation in international humanitarian aid and joint maritime rescues in the West Pacific.     "I believe any time one can address problems cooperatively, it makes for a more harmonious outcome. URUMQI, July 12 (Xinhua) -- The violence-torn Xinjiang Uygur Autonomous Region is plodding on the road to recovery amid vigilance one week after the violence in its capital city of Urumqi that left 184 people dead and 1,680 injured.     Police with riot gears were inspecting checkpoints, combing coaches for runaway suspects involved in the deadly violence.     Zhou Yongkang, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said in his tour to the autonomous region on Sunday that to maintain social stability is the top concern of the livelihood of the people of all ethnic groups in Xinjiang for the time being.     The regional government chairman Nur Berkri said in a televised speech Sunday afternoon that the number of people injured in violence on July 5 had risen to 1,680.     Altogether 216 of the 939 hospitalized are seriously injured and 74 injured fatally, he said.     An oil tank explosion occurred at a chemical plant in Urumqi Sunday morning. Police ruled out the possibility of intentional sabotage after on-the-spot investigation but said the reason of the explosion needs further investigation.     At the suburb of Aksu City, people who flocked into the Uygur bazaar, Toksun, as the local residents called it, said they had felt something different.     "There are much fewer people compared with what it was before the violence," said Tunxunjiang Tuohuniyazi, a local Uygur who were visiting the bazaar with his wife.     "On my way here, I saw a lot of policemen," he said. "But I understand it. The heavy security helps ensure our safety."     The bazaar, which boasts 3,000 stands, only saw a little more than 500 of them in business on Sunday.     Tuniyazi Yiming, a vender busy baking dumplings, said his turnover halved with number of the bazaar visitors on such a sharp decline.     The same bleak business picture could be seen in the border city of Kashgar in southern Xinjiang, where markets and bazaars reported only a few visitors.     Also hurt is the the region's tourism. Sources with the Urumqi Municipal government told Xinhua that because of the riot, 1,184 tour groups had cancelled their plans to visit the city as of Sunday.     They involved 74,218 travelers, including 10,731 tourists from overseas.     Railway authorities said Sunday that situation in the Urumqi's train terminal is normal.     The passenger volume was reported at 21,000 persons at the station on Sunday, 4,000 fewer than Saturday.     "There are no so-called 'waves of refugees' and ticket scalpers reported by some overseas journalists in the train terminal," said Chen Kai, vice chief of the South Train Station of Urumqi.     In Urumqi, thousands of youngsters have expressed their willingness to serve the city by signing up to be volunteers.     "Two days after the hotline was launched, we have received more than 1,600 calls," said Yu Yinglong, head of the Volunteer Association in Urumqi. "They volunteered to serve in hospitals and to give psychological help to those who were traumatized in the violence."     "The Koran teaches us that Muslims should be united. MOSCOW, June 1 (Xinhua) -- The BRIC countries (Brazil, Russia, India and China) are able to realize rapid economic growth after the current financial crisis tides over, said Chinese and Russian experts during a Beijing-Moscow televised conference on Monday.     The emerging economies, represented by the BRIC countries, are playing a stabilizing role amid the ongoing crisis, said Chen Fengying, director of the Institute of World Economy Studies in China's Institute of Contemporary International Relations.     Chen said the BRIC countries, which could contribute much more to the global economic growth this year, may further lead the world economy in a post-crisis era, should they realize the industrial restructuring and the transition of economic growth patterns.     Judging from macroeconomic indicators such as international balances, scales of debt and deficit, the BRIC countries may weather through the financial crisis earlier than the major developed countries, said Lev Frainkman, an expert from Russia's Institute for the Economy in Transition.     These countries also have ample reserve funds to implement their anti-crisis measures, said Frainkman.     The BRIC summit scheduled to be held in mid-June in Yekaterinburg, Russia, has displayed BRIC countries' cooperative willingness to jointly ward off the crisis, said Sergei Alexashenko, director of Macroeconomic Studies at Russia's Higher School of Economics.     BRIC countries may integrate respective resources to seek cooperation in aircraft manufacture and software development, he added.     Li Yongquan, deputy director of the Euro-Asian Social Development Research Institute at China's Development Research of the State Council, said of all the bilateral and multilateral cooperation within the framework of the BRIC countries, he particularly expects a great prospect for China-Russia cooperation.     Li suggested China and Russia further exploit cooperative potentials in four spheres such as technologies, natural resources, human resources and marketing.
