BEIJING, Aug. 5 (Xinhua) -- China's National Meteorological Center forecast Thursday that heavy rains would continue during the next 24 hours in northeast China, a region already soaked following weeks of torrential rains. The observatory continued to issue an orange rain alert, the second most serious level, on Thursday, warning that rainstorms would hit most parts of the provinces of Liaoning, Jilin and Helongjiang over the next 24 hours, adding pressure to the country's efforts to combat floods.Rain-triggered floods have left 1,072 people dead and 619 others missing this year in China. Economic losses were estimated at 210 billion yuan (31.34 billion U.S. dollars), Shu Qingpeng, deputy director of the Office of State Flood Control and Drought Relief Headquarters, said Wednesday.Meanwhile, the observatory forecast that heat would continue in south China during the next 24 hours.Temperatures are likely to hit 35 to 38 degrees Celsius in southeast Shaanxi Province, some parts of Sichuan and Guizhou provinces and areas along the Huaihe River. Also, Hunan and Jiangxi provinces may see maximum temperatures reach 40 degrees Celsius within the next 24 hours.

ISLAMABAD, Aug. 19 (Xinhua) -- The second batch of humanitarian aid from China began to arrive in the Chaklala Airbase near Islamabad on Thursday, bringing relief materials to flood-ravaged Pakistan. The shipment mainly consisted of daily necessities, including 1, 200 tents, 30 tonnes of compacted rations, 23,800 blankets, 1,000 generators, as well as medicine, bottled water and water purification equipment. The second batch of the relief goods worth 50 million yuan (7.4 million U.S. dollars) will be completely delivered by Friday, according to the Chinese Ministry of Commerce.Accepting the help from China, Sibtain Fazal Haleem, the Secretary of Economic Affairs Department, said that China was the first country to deliver relief goods to Pakistan in this time of need, reflecting the special friendly relations between the two neighboring nations.Chinese Ambassador to Pakistan Liu Jian said that China is willing to help the flood-hit Pakistanis to weather the unprecedented disaster, and that China hopes the Pakistani government can make smooth advance in rescue, relief and reconstruction. On Aug. 4, the first batch of humanitarian aid from China worth 10 million yuan was delivered to Pakistan.Pakistan kicked off an emergency rescue and relief operation on July 30 after declaring an emergency in the flood-struck northwestern province of Khyber Pakhtunkhwa. So far, the country's worst floods in 80 years have killed 1, 556 people and left 20 million homeless, according to a government report released on Thursday.

TORONTO, Canada, June 27 (Xinhua) -- Chinese President Hu Jintao laid out on Sunday a three-point proposal for promoting a strong, sustainable and balanced global economic growth, calling for joint efforts of the international community for global economic recovery. While addressing the fourth G20 summit in Toronto, Hu said in his speech titled "Work in Unity for the Future" that the world economy is gradually recovering with the help of the concerted efforts of G20 members and the entire international community. However, he warned that the recovery was unfirmly established, unbalanced, and still facing "quite many uncertainties," such as the expanding sovereign debt crisis, drastic exchange rates fluctuations of major currencies and persistent volatility in the international financial markets.Seeking to address these problems and materialize a strong and balanced growth worldwide, Hu laid out a three-point proposal."First, we need to turn the G20 from an effective mechanism to counter the international financial crisis to a premier platform for advancing international economic cooperation," said the Chinese president."The complex world economic situation makes it necessary for the G20 to play a guiding role. We need to take a longer-term perspective and shift the focus of the G20 from coordinating stimulus measures to coordinating growth, from addressing short-term contingencies to promoting long-term governance and from passive response to proactive planning," he said.

XI'AN, Aug. 3 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local authorities to keep flood casualties and losses to minimum and to launch reconstruction work in a timely and orderly way.Hui was speaking during an inspection of flood-affected areas in Weinan and Shangluo cities in north China's Shaanxi Province from Aug. 2 to 3.He visited affected residents, as well as soldiers who were fighting the floods, saying the flood work had entered a crucial stage.Since mid July, many areas in Shaanxi Province have seen continuous rain, leading to frequent natural disasters, such as floods, mountain torrents and mud-rock flows.Continuous rainstorms caused mud-rock flows in Zhulinguan Village of Danfeng County, Shangluo city, on July 23 and 24. Hui visited the village and urged officials to address food, drinking water, clothing and housing issues. He also called for the repair of roads and resumption of water and electricity supplies as soon as possible.Homes, schools and hospitals should be reconstruction priorities, he said.Meteorologists forecast higher than average rainfall this month along the province's Hanjiang and Weihe rivers. Hui ordered local governments to intensify flood warnings, improve response plans, reinforce reservoirs and river embankments and replenish emergency materials, so as to be well prepared for more rain and floods.

BEIJING, July 24 (Xinhua) -- The gross domestic product (GDP) in China's western regions grew by 13.5 percent year on year in 2009, much higher than the country's revised national GDP growth of 9.1 percent, according to a report issued here on Saturday. It is the eighth year in a row for these regions to score a double-digit GDP growth after the Chinese government launched a "West Development" campaign ten years ago, read the report on the economic development of China's western regions issued by the Chinese Academy of Social Sciences. It attributed the GDP growth mainly to China's policies to stimulate domestic demand and the increase in investment, despite the global financial crisis.Five provinces, regions or municipalities saw an increase of more then ten percent in the disposable income of urban citizens in 2009, as the income gap between China's western and eastern regions had begun to narrow, the report said. The average yearly per capita disposable income of urban citizens in the western regions was 12,971 yuan (about 1,918 U.S. dollars) in 2008.Noting that economic development in the western regions still heavily relied on natural resources, the report said efforts should be made to increase the regions' capacity to ensure sustainable development, while establishing a low-carbon industrial system.
