FUZHOU, Nov. 6 (Xinhua) -- China is considering to set up a special fund to finance arts creation and cultural performances in the latest move to buoy the development of the country's "soft power," a cultural official said Sunday.The fund, which is likely to be set up in 2012, will pool an initial capital of 200 million yuan (31.54 million U.S. dollars) from the government and private investors to support various forms of arts ranging from opera, philharmonic, ballet, to Chinese folk opera, said Tao Cheng, vice head of the arts department under the Ministry of Culture.Tao told Xinhua on the sidelines of an opera festival held in eastern city of Fuzhou that the fund will gradually expand to 800 million yuan in size over the years. He said the ministry has drawn up the draft and it will be deliberated and finalized.China's top leadership has recently attached greater importance to improving the country's cultural soft power after decades of economic growth. In the sixth plenary session of the 17th Central Committee of the Communist Party of China last month, the nation's decision-makers focused on cultural issues. It was the first time in 15 years that the plenary sessions have put the spotlight on culture.The Ministry of Finance had said it would increase fiscal expenditure on museums, cinemas, music companies, publishing houses and other cultural institutions, and ensure that public spending on the sector grows faster than fiscal income growth. WASHINGTON, Nov. 11 (Xinhua) -- The U.S. Food and Drug Administration (FDA) on Friday approved HEMACORD, the first licensed hematopoietic progenitor cells-cord cell therapy.HEMACORD is indicated for use in hematopoietic stem cell transplantation procedures in patients with disorders affecting the blood forming system. For example, cord blood transplants have been used to treat patients with certain blood cancers and some inherited metabolic and immune system disorders."The use of cord blood hematopoietic progenitor cell therapy offers potentially life-saving treatment options for patients with these types of disorders," said Karen Midthun, director of FDA's Center for Biologics Evaluation and Research, in a statement.HEMACORD contains hematopoietic progenitor cells (HPCs) from human cord blood. Cord blood is one of three sources of HPCs used in transplants. The other two are bone marrow and peripheral blood. Once these HPCs are infused into patients, the cells migrate to the bone marrow where they divide and mature. When the mature cells move into the bloodstream they can partially or fully restore the number and function of many blood cells, including immune function.

BEIJING, Jan. 6 (Xinhua) -- Beijing will offer residents 20,000 rental bikes this year to ease the city's notorious traffic jams, according to authorities with the Beijing Municipal Commission of Development and Reform.Five hundred rental kiosks will be set up around the city to offer residents over 20,000 rental bikes, the commission said.Beijing has also proposed creating new bike lanes in some areas, including main streets, historical and cultural conservation areas and some major business districts, from 2011 to 2015, according to the commission.The capital city currently has about 5 million vehicles on its roads, leading to serious traffic congestion that frustrates the city's residents on a daily basis."A lack of bike lanes is the reason why I refuse to ride a bike. You'll have no hope of getting an iPhone 4 or 4S from the store, but only from us."The scalpers are asking 4,450 yuan (705 U.S. dollars) for an 8-gigabyte iPhone 4, and 5,450 yuan for a smuggled iPhone 4S.
