SAN DIEGO (KGTV) - San Diego County announced Wednesday if the county continues to hit state triggers with the spread of the coronavirus, museums, zoos and aquariums could be on the long list of closures Monday.The measures apply to any indoor activities.Balboa Park just reopened the Air and Space Museum two weeks ago, after everything closed down in March due to the pandemic."We want to make sure people come back to the park, it is the cultural heart of San Diego," Executive Director of the Balboa Park Cultural Partnership Peter Comiskey said.Comiskey said this weekend more of our favorite museums are set to open. Friday the Science Center, the Veterans Museum, the Natural History Museum and the International Gift Shop are set to reopen, with three more museums opening Saturday July 4.The possibility those openings could be short-lived is something Comiskey says they're ready for."We're certainly hoping all the people of San Diego County are really able to pull together and make sure the infection rate and the case load and all these lovely metrics, these important metrics can be contained and can be controlled," he said hopefully.Comiskey said if they have to close Monday after putting so many precautions and time in to ensure the park is safe, they will.Looking to the future, he said they're brainstorming how to bring in money to help these cherished icons survive."I think as time goes on we need to look at what fund-raising is possible, I think we need to look with those organizations that rely on revenue through the gate." He said they will have conversations in the near future on supplementing the organizations' lost income. 1666

SAN DIEGO (KGTV) - San Diego City Council members approved Tuesday a new state of emergency resolution linked to sewage in the Tijuana River Valley. District Eight Councilmember Vivian Moreno, whose region includes the Tijuana River Valley, authored the resolution. Moreno cited significant amounts of plastic, tires and sediment flowing from Mexico into the United States. “This has been going on for far too long and South Bay is not a dumping ground,” Moreno said. “To solve this international crisis, we must stop pointing fingers. This is a regional issue that calls for a regional solution.” The crisis, which was first recognized with a resolution in 1993, has since worsened, council members agreed. The City of San Diego’s new resolution was designed to raise awareness about the public health impact. “District Eight residents frequently experience a foul smell, and people who have been exposed to the toxic waste have reported skin rashes, headaches and respiratory issues,” said Moreno. “The sewage, sediment and trash occurring in the Tijuana River Valley is an environmental crisis and we’re going to keep fighting until it’s fixed once and for all,” said Mayor Kevin Faulconer. “We’ve seen some positive movement recently after decades of advocating as a region to our leaders in Washington and Mexico City. They’ve identified the problem and the projects needed to fix it, and now we must push for them to take action.” 1444

  

SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability. SAN DIEGO (KGTV) -- San Diego County is gearing up to give out free sandbags ahead of expected heavy rains. Am atmospheric river is set to bring downpours to the county Monday through Thursday, the National Weather Service says. County officials say it’s important to be prepared because topsoil, mud, plant material, and debris can clog culverts and storm drains and damage roadways. Some stations may have a limited supply,” the county said.
