With concerts, sporting events, and large gatherings on hold this summer, people are looking to the great outdoors for fun. Right now, national parks and other public lands are in the federal spotlight for another reason.“It's going to be a huge difference maker,” said Will Shafroth, CEO and President of the National Park Foundation. Shafroth is talking about the Great American Outdoors Act, a bill the Senate recently approved in a bipartisan 73-25 vote.“This is historic. I’ve been working on these issues since 1981, and I can tell you that in terms of the amount of money dedicated to any particular conservation purpose, this is the most significant bill to ever pass Congress,” Shafroth said.“At a time where there’s a lot of division about a lot of different things, this is something that Democrats and Republicans agree on,” he said. The bill would provide funding to maintenance backlogs across various federal lands. The National Park Service alone has almost billion in deferred repairs.“The wear and tear on these places is dramatic,” he said.“Seasonal housing really ranges from exceptional, to trailers that are falling apart in the middle of nowhere,” Shannon Dennison said. Dennison has worked at a number of national parks in the past.“The last time that the park service had a major infusion of funding into the agency and into the facilities was 1956,” she said. Also known as Mission 66, the decade long program was intended to expand visitor services. Dennison said that was the last major investment.“I think it's been a challenge to go 54 years without putting major investment into our facilities while we're seeing rising visitation,” she said.Visitation at parks has gone up over the years. In 2019, national parks saw nearly 328 million visits, up 9 million from 2018 and the third highest year on record.Even though these spaces were closed for a short time this year due to COVID-19, people are opting to turn to the outdoors since large gatherings are discouraged.“Being outdoors is one of the safest places to be, and it's also helping to contribute to people's mental health so the parks are seeing even more of an impact during the pandemic,” said Bonnie Clark, an Associate Professor of Anthropology at the University of Denver. The legislation would provide billions of dollars to help with renovations and repairs, coming from energy production.“Essentially what happens is that when these oils and gas leases are done on federal land, they are paying money to be able to access and use these resources because they belong to everybody,” Clark said. This was one of the key debates.Dennison hopes the act paves an easier path for these projects.“Sometimes it can be difficult to get an entire pot of money for one entire project,” she said. “My hope is there will be a little more flexibility in how those funds can be applied based on the park level.”The legislation will now go on to the House of Representatives for a vote. 2974

With millions of Americans set to lose a weekly 0 unemployment supplement this week, leaders in Washington are discussing another stimulus package that could extend the supplement for the unemployed. The 0 a week program from the federal government was added to state unemployment benefits.Leaders on Capitol Hill also are pushing for a second round of stimulus checks. While it appears Democrats and Republicans are in agreement that there should be another stimulus bill, compromising to the details remains an issue. On Tuesday, President Donald Trump said that he is looking at continuing an unemployment supplement, but at of 70%. Trump said that he and other GOP lawmakers believed that the supplement gave Americans an incentive to remain unemployed.“We want to have people go back and want to go back to work as opposed to be sort of forced into a position where they're making more money than they expected to make and the employers are having a hard time getting them back to work,” Trump said. “It still worked out well because it gave people a lifeline, a real lifeline. Now we're doing it again.”Senate Minority Leader Chuck Schumer agreed that an unemployment supplement is needed as unemployment levels remain in double figures. Democrats in the House passed a bill in the spring that would have extended the added unemployment through the end of the year. The GOP-held Senate has not considered the legislation.“It makes no sense to cut back at a time when we have over 20 million unemployed and we have the greatest unemployment crisis since the Great Depression,” Schumer said in an interview with CNN. “To cut back on unemployment insurance makes no sense whatsoever. That's what they're proposed. In the other proposal, we'll pay people to go back to work. Well, those who go back to work are getting the salary.”Senate Majority Leader Mitch McConnell suggested that an agreement is still a ways off. He also hasn’t signed off on an unemployment supplement, and says that his focus is to get workers back to work rather than provide supplemental unemployment. McConnell, however, said that his proposal would include a second round of stimulus checks. Details of that plan are not available, but McConnell previously said a second round of stimulus would include fewer Americans. With coronavirus cases remaining at high levels and large gathering spaces forced to operate at reduced capacities, it is hard to imagine employment levels reaching pre-coronavirus levels. McConnell told reporters earlier in July that the next round of stimulus funds should cover Americans making less than ,000 per year, which is far lower than the threshold for stimulus funds during the last round of aid, which many Americans received in April and May.McConnell said on Tuesday that the Senate is also looking at replenishing the Paycheck Protection Program, which gave companies funds to help them make payroll during the coronavirus pandemic.“With the majority of businesses expected to exhaust their initial paycheck protection funding this summer, we'll also be proposing a targeted second round of the PPP with a special eye toward hard hit businesses,” McConnell said. “And speaking of building on what worked in the Cares Act, we want another round of direct payments, direct payments to help American families keep driving our national comeback." 3375

WEST PALM BEACH, Fla. -- Two specially modified shotguns and ammunition were stolen from Palm Beach Zoo in the hours between late Wednesday and early Thursday.Head of Communications & Public Relations for Palm Beach Zoo, Naki Carter, says someone broke into the zoo and pried open a gun safe that stored the weapons. The shotguns were used by the zoo's "critical response team" in cases of emergency. The zoo is offering a ,000 reward for the return of the weapons. When asked if this was thought to be an "inside job", Carter had no comment. If the perpetrator(s) is caught with the weapons, which require a federal permit, they could face 10 years in prison and a fine.Carter says Palm Beach Zoo has increased security measures since the theft, but will not go into detail as to what those measures entail. 828

While unofficial vote count totals show that Joe Biden has won the 2020 election and will become the 46th President of the United States, President Donald Trump has yet to concede. In fact, the Trump administration has so far blocked the transition process from getting underway.Trump has falsely claimed victory in the election on the unproven basis of widespread voter fraud. The campaign has filed several lawsuits in states where vote counts are tight, but it's unlikely that those lawsuits will result in a massive swing in votes needed to change the outcome of the election. However, there are a handful of Republican lawmakers that have recognized Joe Biden as the President-elect, and more still that have said the transition process should get underway while courts hear Trump's challenges.Below is a list of high-ranking Republicans currently in office that have congratulated Biden or called for the transition process to begin.Sen. Mike Rounds, South DakotaIn an interview with NBC News, Rounds, who won re-election earlier this month, did not directly respond to questions about Trump's claims of widespread voter fraud. However, he did say that "certain parts" of the transition team should "move forward."Sen. Marco Rubio, FloridaWhile Rubio has echoed the Trump administration's unsubstantiated claims of widespread voter fraud, falsely claiming that Republicans should be suspicious about mail-in voting. However, in an interview with Bloomberg News, Rubio said that the General Services Administration (GSA) should open up transition funds."We need to have that contingency in place," Rubio said. "I don't think allowing the GSA to move forward on some of the transition work prejudices in any way any of the legal claims the president intends to make."Sen. Ben Sasse, NebraskaAnother moderate Republican who won re-eleciton earlier this month, Sasse congratulated Biden in a statement issued to the Omaha World-Herald."Melissa and I congratulate the next president, Joe Biden, and the next vice president, Kamala Harris," the Nebraska Republican said in a statement. "Today in our house we pray for both President Trump and President-Elect Biden, that both would be wise in the execution of their respective duties during this important time in our nation."Sen. Pat Toomey, PennsylvaniaOn Nov. 10, the Republican senator told a Pittsburgh-area TV station that he thinks the Trump administration should begin the transition process."We're on a path it looks likely Joe Biden is going to be the next president of the United States. It's not 100% certain but it is quite likely. So I think a transition process ought to begin," Toomey told WTAE-TV.Gov. Mike DeWine, OhioIn an interview with CNN on Thursday, DeWine said that he recognizes Biden as President-elect, but added that the Trump administration has every right to challenge the results of the election."Look, I think that we need to consider the former vice president as the President-elect. Joe Biden is the President-elect," DeWine said. "The White House has every — the president and his campaign has every right to go into court. Our courts are open. Our courts are the best place, frankly, to adjudicate facts. We just all need to take a deep breath. There is a process for all of this. You need to follow the process. And we need to move this country forward."Sen. Mitt Romney, Utah 3371
