SHENZHEN: Companies in the Pearl River Delta area, the country's manufacturing powerhouse, are raising wages to attract migrant workers amid fears of a worsening labor shortage, a survey has shown.The survey was conducted by the service center of Guangzhou human resources markets, which looked at 252 companies with at least 200 employees each.The poll found out that the average monthly salary offered to new staff was up 13 percent from last year at 1,160 yuan (2).The survey also showed that nearly 70 percent of the companies said they will hire new employees this year, up 20 percent from the same period of last year.Still, the number of job-hunters has decreased and are said to be more picky, the Guangzhou Daily reported.The first job fair in Guangzhou after the Spring Festival break on Friday reportedly offered about 7,000 vacancies, but attracted only 4,000 job-seekers.Figures from the Guangzhou labor authority showed that sectors such as the textile, toy-making, construction, catering, electronics and service industries were top of the list for workers.It was particularly difficult for the textile and toy-making industries to hire workers since such companies could offer an average monthly salary of just 960 yuan, far below what is available across the board, the labor authority said.The situation was said to be similar in other cities in the Pearl River Delta region, such as Shenzhen and Dongguan, which has seen industrial restructuring and experienced the impact of the new labor law, researchers said.However, research by the Asian Footwear Association showed that close to 1,000 shoemaking factories closed or moved out of the Pearl River Delta region last year, with 25 percent setting up in Southeast Asian countries, 50 percent in other mainland cities and about 25 percent adopting a wait-and-see approach."The industrial repositioning of the Pearl River Delta region has forced some of the companies in the region, especially those with less competitive edge in the market, to close or move out," Ding Li, a researcher with Guangdong Academy of Social Sciences, said."The flow of migrant labor has been a clear indication of that."The appreciation of the yuan, raw material price hikes and adjustment of export policies have also seen many private firms and companies funded by businesses from Hong Kong, Macao and Taiwan slowing down demand for migrant workers, the Guangdong labor authority said.

Gao had been trapped in a flooded coal mine 58 years ago and was rescued with 30 fellows.A garbage collector Li Quan who lives in the Huanyuan residential quarter donated 200 yuan. "Many miners and their relatives helped me a lot in the past," he said, "I don't have much money but this is what I can do."Flood water swept through a 65-meter wide breach in the Wenhe River levee on August 17, inundating the Huayuan and Minggong mines, leaving 181 people trapped underground.Chinese water resources specialists have blamed the disaster largely on heavy rain and inadequate flood prevention facilities.Local government publicized a donation phone number +86 539 7837050, and old miners of Huayuan called on for donations to help miners and their families tide over the disaster.Eight pumps are busy working in the mines, piping out 4,129 cubic meters of water per hour.By 6 pm Sunday, water level in the shaft of Huayuan coal mine has dropped to 61.54 meters, 30.46 meters down from the highest level. But rescuers have to lower the water level by another 91.54 meters to reach the 172 trapped miners.In the nearby Minggong coal mine, water level has lowered to 61.92 meters.Apart from the rescue work, consolation work was also underway for the families of the trapped workers. The tragedy had a heavy blow on the company's community, and one out of every 50 families has someone trapped down the pit.Sixty family members had been hospitalized with high blood pressure or heart problems, said Huangpu Tinghua, deputy general manager of Huayuan Mining Co. Ltd.Earlier at this weekend, the families of 172 miners trapped in it had each received 2,000 yuan (US6). And officials said China would not give up on the 181 trapped miners.

China's first blog appeared in 2002; registered blog spaces exceeded 33 million in 2006A large proportion of Chinese bloggers are assumed to be students, as the survey showed that more than 30 percent of them earned less than 500 yuan (US.5) each month or had no income at all. About 23 percent earned 1,500 to 3,000 yuan, which is the monthly entry-level salary of many white-collar employees in China.

  

BEIJING - Chinese central government offices suffered a day without air-conditioning as they warmed to a campaign to cut energy consumption and improve energy efficiency, Xinhua news agency said on Wednesday. Tuesday's campaign, dubbed "experiencing energy shortage", targeted offices and government departments under the State Council, the nation's cabinet. "Beijing was not as sun-burning as previous days on Tuesday, but the overcast weather still made people sweat in the afternoon," Xinhua said. China's capital has unleashed "energy police" to enforce limits on air-conditioner use as the government pushes to save power and clean polluted skies, state media said this week. China last year vowed to cut energy consumption for every unit of economic activity by 20 percent by the end of 2010. But feverish economic growth has so far defied the target. The government's latest weapon is 22 officials who will check whether offices, hotels, malls and other big buildings in Beijing are observing a demand to set air conditioning no cooler than 26 degrees Celsius (79 Fahrenheit), the Beijing News reported. Worried that the nation cannot sustain resource-sapping growth, the central government has repeatedly ordered officials and companies to save energy. Efforts to clear the capital of pollution have taken on a new urgency with the 2008 Beijing Olympics just over a year away. Chinese President Hu Jintao and other officials have said the country is committed to emission reduction, but refused mandatory caps. Beijing has held up its voluntary energy saving measures as an important contribution to fighting global warming, and called for more technological help for clean energy.
