(KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

RICHMOND, Indiana — An emergency call credited with foiling the shooting at a Richmond middle school on Thursday was made by the teenage suspect's mother, according to multiple sources with knowledge of the investigation.The call was made at 8:11 a.m. local time by the mother, according to information obtained from Wayne County's Emergency Communications Division.Sources tell WRTV television station in Indianapolis the mother called after the teenage boy had taken another family member hostage and forced them to drive to Dennis Intermediate School, just a little more than a mile from their home.Once the boy was at the school, he entered the building through a side door and eventually exchanged gunfire with responding officers, before turning the gun on himself, according to the sources.WRTV did request a recording of the call made to Wayne County's Emergency Communications Division, but the call is not being released due to the investigation.The advance call gave the school valuable minutes to lock down the middle school and allow police to quickly respond to the school, sources said. 1119

Richard Cordray is stepping down from his post leading the Consumer Financial Protection Bureau.Cordray said Wednesday that he plans to resign as director at the end of the month."It has been a joy of my life to have the opportunity to serve our country as the first director of the Consumer Bureau by working alongside all of you here. (AP) — The California Senate will investigate a California utility's process for cutting off power to more than 2 million people to prevent wildfires.In a memo to the Senate Democratic Caucus on Thursday, Senate President Pro Tempore Toni Atkins asked the Senate Energy, Utilities, and Communications Committee to "begin investigating and reviewing options to address the serious deficiencies" with PG&E's current process of shutting off power to prevent wildfires.Atkins said an oversight hearing will be scheduled in the next few weeks.Last week, dry conditions and dangerous winds prompted PG&E to cut power to more than 700,000 customers to prevent its equipment from sparking wildfires.Gov. Gavin Newsom eased the sentences or criminal histories of nearly three dozen current or former felons on Tuesday.They include 10 pardons intended to aid immigrants who face the possibility of deportation.One of the 10 is currently in a federal immigration detention facility. The 10 were among 22 pardons, 13 commutations and four medical reprieves, the last a category prompted by the coronavirus pandemic.The state corrections secretary and a federal court-appointed official recommended the medical risk clemency review.They are in addition to thousands of other earlier releases intended to free space within the state's prison system to slow the virus' spread. 715
