NESTOR, Calif. (KGTV) -- Supporters are defending The San Diego Police Department after a controversial email detailing an incentive-based program was released to Team 10.RELATED:  San Diego Police Chief launches internal investigation into "rewards for arrests" emailTasha Williamson says she is a civil rights activist. She organized the protest outside the Southern Division in Nestor Monday night, but she was far outnumbered by residents and business owners who showed up to support the officers and thank them for their service. RELATED:  Protest planned over controversial San Diego Police Department email"You hear words like quota and you get a little nervous, but I don't, and knowing these police officers, I don't believe for a minute that any of this was racially motivated or supposed to be directed at communities of color. I've been a person of color, I've seen things, they're not happening here," said Jason Wells. Williamson and a handful of other people at the protest are upset about an email sent by a police sergeant to the 90 officers at the Southern Division suggesting a reward based program for drug arrests. Team 10 obtained the email from an officer who wished to remain anonymous out of fears for his job.  According to the email, the officer with the most points would be rewarded with the opportunity to work in a specialized unit for up to a month. The goal was to motivate officers, increase experience and target high-crime areas.  It stated the program was being instituted in Southern Division and is strictly voluntary. It also stated that the program runs from March 1 (retroactive) to April 14.Williamson said the fact the whistleblower felt the need to go to the media, not a supervisor, is another red flag."I'm also concerned that no one else stepped forward out of the 90 officers, only one, and I'm concerned about the culture in the department in how they are really an open door policy," said Williamson.  The anonymous officer told Team 10, other officers were concerned but allowed him to speak for them. Protesters also say "quota systems" breed corruption and target low-income neighborhoods with fewer resources to fight drug problems."I'm concerned that incentive-based programs within internally with the police department would cause corruption and the incentive-based program in low-income communities for drug arrests have primarily been discriminatory," said Williamson.  "Policing should not be a game. It's not fun to arrest people if you want to do a quota, do it on something that can't be transferred from one pocket to another during a stop," said another protester. San Diego's new Police Chief David Nisleit told 10News the program was never authorized or carried out. Chief Nisleit said the email was sent by mistake and retracted within days. NEW YORK -- An officer with the New York Police Department was suspended Sunday night after viral video showed police use an apparent chokehold on the boardwalk in Far Rockaway.Four officers were on top of the man and one officer had his arm wrapped around the man. The officer got up after another officer tapped him on the back and appeared to pull at the back of his shirt."While a full investigation is still underway, there is no question in my mind that this immediate action is necessary," NYPD Commissioner Dermot Shea said.Mayor Bill de Blasio said it was the fastest he'd ever seen the NYPD discipline an officer."This is how it needs to be," he said. "The officer who intervened to stop his colleague did exactly the right thing. I commend him. That is what we need to see from all our officers."Lori Zeno, the man's attorney, said she thinks her client would have been choked to death if the officer hadn't been stopped.After the video surfaced, an NYPD spokesperson said it was being taken "extremely seriously" and that there was an active investigation underway by the Internal Affairs Bureau.Police got a call for a man being disorderly on the boardwalk near Beach 113th Street on Sunday morning, officials said. "That's when everything changed. The minute I saw him flex on him, that's when he goes down because we don't get hurt."The man was treated at a local hospital, police said. Zeno said he was a visible wound on the back of this head.Charges against the man are pending, police said. It's not clear what the NYPD intends to charge him with, but the man's attorney said it's the suspended police officer who should be charged."He's an idiot and he's a bad cop and he needs to go," Zeno said. "He needs to get fired and needs to get prosecuted."Mayoral spokesperson Freddi Goldstein called the video "very concerning.""We’re glad the NYPD is immediately launching an investigation to get to the bottom of what happened," she said.Queens District Attorney Melinda Katz said her office is also investigating."There must be zero tolerance for police misconduct," she tweeted. "The Queens District Attorney's Office is aware of the incident in Far Rockaway today. We take these allegations very seriously and an active investigation is underway."Just days ago amid ongoing protests over police brutality, Gov. New video appears to show workers for Caltrans handing out campaign materials defending the state's recent gas tax increase while on the job. The video, shot Tuesday, was released by the Yes on 6 campaign, which is pushing to repeal the recent 12-cent-per-gallon hike on the November ballot. The video shows Yes on 6 campaign manager Matt Stockton in the drivers seat of a car. He is apparently stopped at a Caltrans contractor's site along the 78 near Ramona. The video shows a man in a hard hat approaching the window, handing Stockton what appears to be a No on 6 campaign flier defending the gas-tax increase.Stockton in the video asks the man if he is with Caltrans, and the man answers that yes, his crew is working with Caltrans. Other images released by the campaign appear to show the workers were with Pico Rivera-based Manhole Adjusting Inc., and that a Caltrans supervisor was on site. "The misuse, the abuse of taxpayer funds being used in a political campaign, it is shameful, it is outrageous, and it needs to stop right now," said Carl DeMaio, who is chair of the Yes on 6 campaign. Caltrans, a state agency, said in a statement that it is looking into the matter, and has contacted its contractors to say it does not condone political advocacy on project sites. The No on 6 campaign, fighting to keep the gas tax increase, says it was unaware of the incident and that it denounces any inappropriate use of public resources or venues for campaign purposes."The No on 6 campaign very carefully follows all rules prohibiting the use of public resources for campaigning and often reinforces those rules to anyone involved with the campaign," the campaign said in a statement. Calls to the on-site Caltrans supervisor and Manhole Adjusting Inc were not immediately returned."If this is happening on more than one occasion, it's egregious," said Seth Kaplowitz, a finance lecturer at San Diego State University. NEW YORK (AP) — A new government report shows that since the coronavirus pandemic began, the U.S. has seen 300,000 more deaths than it usually would.The Centers for Disease Control and Prevention has been tracking how many deaths have been reported and comparing them with counts seen in other years. Usually, between the beginning of February and the end of September, about 1.9 million deaths are reported. This year, it’s closer to 2.2 million – a 14.5% increase.The CDC says the coronavirus was involved in about two-thirds of the excess deaths. CDC officials say it’s likely the virus was a factor in many other deaths too. For example, someone with heart attack symptoms may have hesitated to go to a hospital that was busy with coronavirus patients.The largest segment of the excess deaths, about 95,000, were in elderly people ages 75 to 84. That was 21.5% more than in a normal year. But the biggest relative increase, 26.5%, was in people ages 25 to 44. Deaths in people younger than 25 actually dropped slightly.Deaths were up for different racial and ethnic groups, but the largest increase – 54% – was among Hispanic Americans.According to a printed study in the Journal of Hospital Medicine, since the pandemic began, the mortality rate among hospitalized patients dropped by 18 percentage points.Researchers said the patients in the study now have a 7.6% chance of dying, whereas they had a 25.6% chance of dying at the start of the pandemic. 1465
