SAN DIEGO (KGTV) — The month of love is upon us, which means couples planning to tie the knot on Valentine's Day don't have long to request a ceremony with the county.The San Diego County Clerk’s office is accepting appointments for couples wanting to renew their vows or get married on Feb. 14."We are excited to offer walk-in services at our historic downtown office on the waterfront for Valentine’s Day and don’t want couples to miss their chance at a Valentine’s Day wedding," said County Clerk Ernie Dronenburg. The downtown office (at 1600 Pacific Highway, Suite 273) will be open from 8 a.m. to 5 p.m. for marriage licenses and ceremony appointments. SAN DIEGO (KGTV) — The county's second case of measles this year has been reported, health officials announced Tuesday.The person was fully immunized but came into contact with an 11-month-old San Diego resident who contracted the disease after a recent trip to the Philippines.The second patient may have also exposed the public to measles at two locations, the County of San Diego Health and Human Services said. Bakery Café, 3361 Rosecrans Street, on Aug. 15, 16, 17 and 18 from 6 a.m. to 4:30 p.m.Min Sok Chon Korean Restaurant, 4620 Convoy Street, on Aug. 15 from 6:30 p.m. to 2 a.m.Ralph’s, 3011 Alta View Drive, on Aug. 16 from approximately 4:30 p.m. to 7:30 p.m.Officials added the case is under investigation and more locations may be identified later.“If you were at any of the locations at the dates and times listed, you should watch for symptoms of measles and call your health care provider if you show any signs of developing the disease,” said Dean Sidelinger, County interim deputy public health officer. “Measles is a very contagious disease that can be easily spread by coughing, sneezing or being in the same room with an infected person.”Measles can develop about seven to 21 days after exposure to the disease. Early symptoms include fever, cough, runny nose, and red eyes. A distinctive red rash also appears one to four days after symptoms appear, starting on the face and head then spreads downward and outward. A person is considered contagious four days before the rash appears.Anyone with symptoms is asked to call their doctor’s office before visiting directly.Complications from measles are more common in children younger than 5 and adults 20 years and older, though the risk is higher with children. Complications include diarrhea, ear infections, and pneumonia. In severe instances, death can occur.Since there is no treatment for measles, the best course is generally bed rest, fluids, and fever-control medication. SAN DIEGO (KGTV) - The boy who was critically injured in a crash in San Ysidro joined his parents Friday outside the courthouse where the alleged driver is on trial.Prosecutors said Constantino Banda Acosta, an undocumented immigrant, was drunk May 6 when he hit the Lake family on their way home from Disneyland.Lennox Lake was hospitalized for 18 days with multiple skull fractures. SAN DIEGO (KGTV) - The coronavirus pandemic, combined with a recently enacted state law, has created a new problem along San Diego's streets and boardwalks.Business owners say they're being overrun by vendors who set up makeshift stores and crowd sidewalks and walkways, while also luring customers out of long-established businesses."It's pretty much a free-for-all," says David McDaniel, the owner of Paradise Cove near Crystal Pier. "Anybody can sell anything, anywhere."He's partially correct. A new state law, Senate Bill 946, went into effect in 2018. Passed by the legislature and signed by Gov. Jerry Brown, it decriminalizes street vending, telling cities that they can create their own guidelines and can only enforce them with tickets for vendors who violate the rules, instead of criminal charges.Several cities in San Diego County, including Carlsbad and Vista, were quick to establish their regulations. San Diego still hasn't.As more vendors set up shop, the Pacific Beach Town Council is asking city leaders to move the process along."We're calling on city leaders to end the swap meet on our boardwalks now," says Brian White, the President of the Pacific Beach Town Council. "We have lots of pedestrian traffic, bicycles, skateboards. There really is no room for this type of vending activity."Earlier this month, the Town Council sent a letter to Mayor Kevin Faulconer and the City Council asking for specific rules.The San Diego City Council started to establish new rules for vendors in 2019. Faulconer sent a draft ordinance to the Economic Development Committee.It would have prohibited vendors on the boardwalk and other high traffic areas. It also would require business permits, set hours for vending, establish distances from public facilities, require vendors to follow health and safety rules, and several other rules.That ordinance passed the committee unanimously on July 25, 2019.The city then held three public forums about it in October. But it never went to the full council for approval."It is an issue that's becoming a real problem. SAN DIEGO (KGTV) — Target cash registers suffered a nationwide outage Saturday, leaving some customers around the country sitting in line for hours.The company's corporate office said an "internal technology issue" shut down registers for about two hours Saturday, preventing customers from making purchases in store.Target added that the technology issue was not a data breach or security-related issue and that customer data was no compromised. By 2:30 p.m., Target said their systems were back online:"Target’s registers are fully back online and guests are able to purchase their merchandise again in all stores.
