SAN DIEGO (CNS) - The San Diego chapter of the Surfrider Foundation announced Tuesday that it sent more than 2,200 letters from county residents to federal, state and local leaders calling for the prioritization of addressing toxic waste and pollution in the Tijuana River and coastal waters in south county.The organization said it sent letters to, among other people, President Donald Trump, Gov. Gavin Newsom, senators Kamala Harris and Dianne Feinstein, U.S. Environmental Protection Agency Office of International and Tribal Affairs Assistant Administrator William Charles "Chad" McIntosh, the county Board of Supervisors and the entirety of San Diego County's congressional delegation.The letters include a call to clean up contaminated water in the Tijuana River and near the U.S.-Mexico border that has resulted in closure of the Tijuana Slough and Imperial Beach shorelines for 190 days and 50 days, respectively, so far this year. Those numbers are likely to increase as rainfall later in the year typically exacerbates any contamination.The organization and the letters also call on the federal government to include Clean Water Act provisions in the U.S.-Mexico-Canada Agreement, a replacement trade deal for the North American Free Trade Agreement that went into effect in 1994."During the month of September there have been four transboundary flow reports issued by the International Boundary and Water Commission, totaling about 120 million gallons of treated and untreated wastewater that funneled into the Tijuana River and into the Pacific Ocean," the organization said in a statement.Transborder pollution from the Tijuana River has contaminated U.S. waters and coastlines for decades, forcing the county to regularly close beach access near the border. During that time, local and state officials and environmental activists have called for federal assistance to protect the health of the environment and residents near the border.In July, Reps. Juan Vargas, D-San Diego; Scott Peters, D-San Diego; and Mike Levin, D-Oceanside, introduced legislation to increase funding for Tijuana River clean-up efforts and prevention of future pollution. In April, Harris and Feinstein submitted a jointly written letter to multiple federal agencies requesting they address sewage runoff in the river.Surfrider and the city of San Diego have also filed lawsuits against the U.S. section of the International Boundary and Water Commission, which oversees waterways that traverse the border. The lawsuits argue that the UBWC has neglected pollution in the river and its effect on the environment."Now is the time to continue to elevate this dire issue," said Bethany Case, co-lead of the organization's Clean Border Water Now campaign. SAN DIEGO (CNS) - The San Diego County Board of Supervisors Wednesday heard a proposal to reduce light pollution in two rural communities.The proposed amendment to the county's Light Pollution Chapter ordinance would cover the Julian and Borrego Springs Community Planning Areas.Both would be considered "Zone C" to receive a Dark Sky Community designation, which is generally more restrictive, according to a presentation at Wednesday's board meeting.Along with unanimously approving the ordinance amendment on first reading, the board also found it to be exempt from the state's Environmental Quality Act, as it does not affect land use or density.It would also support Julian in becoming an International Dark Sky Community and update Borrego Springs' light pollution standards.The board will consider formal adoption at its Nov. 18 meeting. If approved, the amended ordinance would take effect in January.Zone C is generally more restrictive and limits total amount of light per acre and has more restrictive standards for signage or nighttime sports.Proposed changes would include new lighting standards (for color type, levels and shielding) and sign illumination. The county would give existing developments 10-year grace period to come into compliance.Dark skies are important to astronomers for better viewing in rural communities, along with businesses that benefit from related tourism. SAN DIEGO (CNS) - San Diego County schools are allowed to reopen for in-person teaching starting Tuesday, a day after a flurry of businesses throughout the county resumed indoor operations.Tuesday marks two weeks since San Diego County was removed from the state's COVID-19 watch list and nearly three weeks that the county's case rate has remained under 100 cases per 100,000 people.Remaining below that metric has paved the way for K-12 schools to reopen for in-person teaching, but many districts are expected to take a cautious approach to reopening.Schools that choose to reopen must follow state guidance, including mandatory face covering usage for students in third grade through high school, increased cleaning and disinfecting practices and implementing a six-foot distance requirement, where possible, in classrooms and non-classroom spaces.On Monday, San Diego County businesses including movie theaters, gyms, museums and hair and nail salons resumed indoor operations, with modifications, under newly issued state guidance. Restaurants, places of worship and movie theaters are only allowed up to 25% occupancy or 100 people -- whichever is less. Museums, zoos and aquariums are also required not to exceed 25% occupancy.Monday night, the county implemented a new policy that restaurant patrons sitting indoors must wear masks at all times, except when eating or drinking. Outdoor patrons may still remove masks while not consuming food or beverages.Gyms, dance studios, yoga studios and fitness centers may operate with 10% occupancy. Hair salons, barbershops, tattoo parlors, piercing shops, skin care and cosmetology services and nail salons may operate indoors with normal capacity, but a new policy states they must keep an appointment book with names and contact information for customers to track potential future outbreaks.San Diego County Supervisor Greg Cox thanked San Diegans for working hard to bring the case rate down but offered a word of caution on Monday."This is not a green light, this is a yellow light," he said. SAN DIEGO (CNS) - The California State University Board of Trustees announced the appointment Wednesday of Ellen Neufeldt as president of the San Marcos campus.Neufeldt will become the university's fourth president when she takes over in July. She is currently the vice president of student engagement and enrollment services at Old Dominion University in Virginia.CSU officials had searched for and interviewed candidates for the Cal State San Marcos presidency since November."Dr. Neufeldt has been a visionary leader who has demonstrated a commitment to student success throughout her career," said CSU Trustee and search committee chair Jean Picker Firstenberg. "She brings a wealth of experience, and will serve as an inspirational leader on the campus and in the community."Current CSUSM President Karen Haynes announced last September that she plans to retire in June. Haynes, will leave office as the longest-tenured president in the university's history, helped increase the school's population from 7,000 in 2004 to the current 17,000 and added 15 new buildings and more than 100 academic programs.Neufeldt has held her current role at Old Dominion since 2011, overseeing government relations and marketing and public relations in addition to student engagement and enrollment services. SAN DIEGO (CNS) - Rail service along the Los Angeles-San Diego-San Luis Obispo rail corridor will again be suspended Saturday through 5 a.m. Monday from Oceanside to San Diego for track and signal improvements, according to the San Diego Association of Governments.The scheduled rail work in Cardiff-by-the-Sea, Carlsbad and San Diego is the second of two weekend-long closures for track and signal improvements along the LOSSAN corridor. Rail service was also suspended from Oct. 13 to Oct. 15. Rail service for the four railroads affected by the closures -- the North County Transit District, Metrolink, Amtrak and freight line BNSF -- is expected to resume Monday for morning commute hours, albeit with possible delays.Track crews in Cardiff-by-the-Sea will replace rail ties as part of a double-tracking project to add a second rail track between Cardiff-by-the-Sea to the San Elijo Lagoon. Work crews connected the second line to the existing track last month. Workers will also update the rail signals at the Chesterfield Drive grade crossing.MAP: Traffic conditions around San Diego County Crews in Carlsbad plan to prepare the NCTD Coaster Poinsettia Station for a new western alignment of the existing track as well as move existing rail signals at the station to more optimal locations. The .7 million Poinsettia Station Improvements Project "will lengthen and elevate passenger platforms, install a fence between the tracks within the station, relocate a section of the existing tracks, and replace the existing at-grade rail crossings with an undercrossing featuring stairways and ADA compliance ramps on both sides of the tracks," according to SANDAG, which expects the project to be completed in 2020.Crews in San Diego will work on improvements to the San Diego River Bridge and structures along the Elvira to Morena Double Track Project. In addition, NCTD crews and San Diego's Metropolitan Transit System will make improvements to track crossings at the Old Town Transit Center.The rail work is part of SANDAG's Build NCC (North Coast Corridor) program, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure throughout San Diego County.
