A cipher sent in 1969 by the Zodiac Killer has been solved.In an email to EW Scripps, the Federal Bureau of Investigation confirmed that three "private citizens cracked the cipher.""On Dec. 5, the FBI received the solution to a cipher popularly known as Z340 from a cryptologic researcher and independently verified the decryption," the FBI said in a statement. "Cipher Z340 is one of four ciphers attributed to the Zodiac Killer. This cipher was first submitted to the FBI Laboratory on Nov. 13, 1969, but not successfully decrypted. Over the past 51 years, CRRU has reviewed numerous proposed solutions from the public--none of which had merit."According to the Associated Press, code experts from the United States, Australia, and Belgium solved it.The code was first sent to the San Francisco Chronicle newspaper in 1969 by the Zodiac Killer, who murdered five people between 1968 and 1969 in the Bay Area.According to The Chronicle, David Oranchak, one of the three to crack the cipher, has worked on Zodiac's codes since 2006.Oranchak told the newspaper that the cipher included sentences like "I hope you are having lots of fun in trying to catch me" and that the killer wasn't "afraid of the gas chamber because it will send me to paradise all the sooner."Cameron Polan, a spokeswoman for the FBI’s San Francisco office, told E.W. Scripps in an email that the case of the Zodiac Killer "remains an ongoing investigation.""The Zodiac Killer terrorized multiple communities across Northern California and even though decades have gone by, we continue to seek justice for the victims of these brutal crimes," Polan said in the email. A glitch to the IRS' e-file portion of its website prompted the IRS to push back the deadline to file taxes from today (April 17) to tomorrow (April 18). The IRS said that both individuals and businesses can take advantage of the extra filing day without penalty. “This is the busiest tax day of the year, and the IRS apologizes for the inconvenience this system issue caused for taxpayers,” said Acting IRS Commissioner David Kautter. “The IRS appreciates everyone’s patience during this period. The extra time will help taxpayers affected by this situation.”The IRS said that during the system outage, taxpayers were able to file their tax returns electronically through their software providers and Free File.Taxpayers using paper to file and pay their taxes at the deadline were not affected by the system issue, the IRS said. The glitch shuttered part of the IRS' website, not allowing some who file taxes online to complete their taxes. A majority of voters in Puerto Rico approved a non-binding referendum that supports elevating the island territory to statehood status.The referendum narrowly passed by a 52-48 margin.The question was not the first time voters weighed in on Puerto Rico statehood. Most recently, 97% of voters approved statehood in 2017, but the vote was boycotted by opposition parties.Several previous referenda were not a straight up statehood vote.Given Puerto Rico’s status, the territory does not vote on US senators or representatives, although the territory elects a non-voting member who can serve on committees. Puerto Rico also does not get a vote in the presidential general election, but the territory does get a say in the Democratic and Republican primaries.While Democrats would likely welcome the opportunity to make Puerto Rico a state, the likelihood of there being enough political support for Puerto Rico to be the 51st state is still doubtful. 956

A body found in Costa Rica has been identified as a Florida woman who went missing while she was on vacation, according to her family. The father and brother of Carla Stefaniak identified the body as the 36-year-old Tuesday night.During an exclusive interview with ABC Action News, Stefaniak's father, Carlos, said his heart shattered when he saw her body.Costa Rica's Judicial Investigation Agency (OIJ) said an autopsy performed on her body showed that she had stab wounds around the neck and extremities and blunt-force trauma to the head.Family friend, Greg Zwolinsky, who is with them in Costa Rica, said he wants everyone to remember Stefaniak based on the radiance of her personality that is portrayed in pictures of her smiling.On Monday, a spokesperson for the OIJ confirmed that remains were found. The body was found in a wooded area as investigators combed through the region, roughly 1,000 feet away from where Miami resident and Tampa native, Carla Stefaniak, spent what was supposed to be her final night in Costa Rica last week, Judicial Investigator Director Walter Espinoza said in a press conference. On Monday night around 11 p.m., OIJ officials detained a security guard at the apartment complex, 32-year-old Bismarck Espinoza Martínez. Martínez has been in Costa Rica since June 2018.After Stefaniak was reported missing, agents began to investigate where she was last seen. Officials say that Martínez had the time and space to commit this crime and became a suspect because of the investigation. Specifically, his statements did not match video surveillance in and around the area at that time.In addition, fluids found in the apartment where Stefaniak was staying have the consistency of blood, OIJ officials said.Stefaniak traveled to Costa Rica to celebrate her 36th birthday, according to the family. She left for Costa Rica on Thanksgiving Day but had not been heard from since Tuesday, her brother, Carlos Caicedo, told ABC Action News.Meanwhile, the lawyer representing the complex that houses the Airbnb told ABC Action News they were "deeply saddened and devastated by the tragic events that occurred last week" and said that the owners were cooperating with authorities. He said the rental had been temporarily closed while officials conduct the investigation. The lawyer released the following statement:"Since 2013, Villa Le Mas has operated a small vacation rental facility located at San Antonio, Escazu, Costa Rica. We have received over a thousand guests with wonderful reviews about the property and our service.We are deeply saddened and devastated by the tragic events that occurred last week. But I still wasn't processing it and just was trying to go back to talking to everyone and having a good time because, I don't know, I felt pressured to be that way."Dorris also claims while she wasn't sure if she got specific about the incident with her boyfriend, she later told Binn that he had to "do something" about Trump because he was "all over her."Dorris spent the next few days with Binn in New York, and saw Trump several more times during her trip. She said Trump did not make any more physical moves but continued to pursue her with leading questions.Dorris told The Guardian that she continued to stay in New York because she hadn't fully processed what had happened."I was there from Florida and I was with Jason. I had no money, nowhere to go. We were going from event to event and it was overwhelming," Dorris told The Guardian. "People spend years around people who have abused them, that's what happens when something traumatic happens, you freeze."The allegation is just the latest assault allegation made against Trump in recent years. Trump is currently facing two lawsuits regarding assault allegations, and several women came forward prior to the 2016 election to formally accuse Trump of assault. During that election cycle, a video leaked in which Trump boasted about sexually assaulting women.Dorris considered coming forward in 2016 with her allegation but decided to remain silent for her family's safety.
