So why are we still springing forward and falling back an hour?Specifically, Proposition 7 was passed to allow the state legislature to vote to adopt Daylight Saving Time year-round with congressional approval. There lies the answer: congressional approval.Though California has yet to hold a vote, the change to year-round Daylight Saving Time would require Congress' backing. The bill, as written, would set California's standard time to year-round Daylight Saving Time — after the government authorizes the state to do so.If that approval were to come, California would apply year-round Daylight Saving Time beginning the second Sunday of March at 2 a.m.Chu said Friday he plans to introduce a resolution in Congress to authorize the change come in January.RELATED: Daylight Saving Time is here: Remember to set your clocks forward this weekend“I am committed to ending the harmful practice of switching our clocks twice a year and delivering on the voter’s decision at the ballot box in support of Proposition 7,” said Chu. “I share voters’ frustration that we will be shifting back to standard time on Sunday. Unfortunately, California and other states cannot move forward with permanent daylight saving time without authorization from the federal government."In January, I will introduce an Assembly Joint Resolution urging Congress to authorize states to practice permanent daylight saving time and continue my work to pass Assembly Bill 7 so California is ready for when Congress decides to take action."California is one of 14 states this year to introduce legislation for permanent Daylight Saving Time. There are also four bills waiting in Congress that could allow California and other states to make the time shift: H.R. 1556, S. 670, H.R. 1601, and H.R. 2389. Congress has until December 2020 to act on those bills.For now, Daylight Saving Time will end at 2 a.m. on Sunday, Nov. 3. 2361

Nothing will ruin your night more than finding out your car's been towed.That's exactly what's happened more than 1,000 times since the city converted Fifth Avenue to a three-minute passenger loading zone after 8 p.m. on Friday and Saturday nights in September 2016. "They really don't ask questions around here," said Vanessa Figueroa, who hands out fliers for Gaslamp BBQ on the corner of 5th and Island every Friday and Saturday nights. "If you're parked here, your car's gone."The city made the change to reduce gridlock, boost emergency response times, and make passenger drop-offs safer. But that's also meant a lot of towing. SAN DIEGO (KGTV) - If San Diego County has a case rate higher than 7.0 next week, it could be moved into the state’s purple tier which is the most restrictive tier for area businesses.Wednesday, county health officials said San Diego County was at a 4.5% testing positivity rate and 7.9 cases per 100,000 people. The current case rate it over the state's threshold of 7.0 cases per 100,000 residents reserved for the purple tier, the state's most restrictive.According to a breakdown from the California Department of Public Health, retail stores will have to lower to 25% capacity indoors, from 50% capacity.Restaurants must move to outdoor dining only, after operating at 25% capacity indoors or 100 people, whichever is fewer.Shopping centers will move to 25% capacity with closed common areas and a closed food court. They're currently operating at 50% capacity with closed common areas and a limited food court.Personal care businesses must move to outdoor operations after working indoors with modifications.Museums, zoos and aquariums will go to outdoors only after operating at 25% capacity indoors.RELATED: San Diego County wants SDSU's coronavirus cases nixed from case ratePlaces of worship and movie theaters will be held outdoors only, after operating at 25% capacity or 100 people.Gyms and fitness centers will also have to go outdoors only, after being open at 10% capacity indoors.Professional sports will remain the same and continue to operate but without live fans in stadiums.While the county's testing positivity has sat in the third tier (orange) for two weeks now, a county must meet both metrics for two weeks to move forward with less business restrictions."At a minimum, counties must remain in a tier for at least 3 weeks before moving forward ... To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier," the state's website says. 1998
