SAN DIEGO (KGTV) - Crews were quick to knock down a fire along a San Diego freeway late Friday.Video showed captured at the scene show a tree engulfed in flames along the westbound side of State Route 94 near northbound Interstate 5 at about 6:30 p.m.It's not clear how the fire began, but crews were quick to douse the flames.10NEWS?UPDATING TRAFFIC CONDITIONSNo injuries have been reported. SAN DIEGO (KGTV) — California Highway Patrol investigators are correcting their initial findings of a fatal wrong-way crash on Interstate 5 in February.In March, CHP said 35-year-old Justin Callahan was at fault for the fatal collision on the northbound I-5 transition ramp to westbound I-8 on Feb. 26 just before 2 a.m.Investigators had believed Callahan, driving in a Volkswagen Jetta, was traveling eastbound in the westbound I-8 lanes when he collided with a Toyota Camry on the transition ramp — a finding Callahan's family had contested.RELATED: Family disputes CHP's details of I-5 wrong-way crashCallahan died at the scene while two female occupants inside the Toyota suffered major injuries.Friday, CHP said they've now concluded the Toyota was traveling in the wrong direction when it collided with Callahan's vehicle on the ramp.Investigators also said the driver of the Toyota, 22-year-old Lauren Freeman, was found to be under the influence at the time of the crash.Freeman turned herself into San Diego Superior Court Friday. SAN DIEGO (KGTV) - California police officers who leave their departments to join the San Diego Police can now get a ,000 cash bonus.The San Diego City Council unanimously approved the program Tuesday to help SDPD recruit new officers. The department has struggled to recruit and retain officers due to the city’s high cost of living and a pay scale that’s lower than competing police departments. A San Diego Police officer earns a starting salary of ,000 a year. Late last year, the City Council approved a series of salary increases of up to 25 percent through 2020. The San Diego Police Department currently has about 1,860 officers, which is about 180 short of its staffing goal. Chief David Nisleit said Tuesday that SDPD recently lost two officers to Chula Vista, whose entry level officers earn about ,000 a year. “What I’m looking for is to hire experienced law enforcement officers from other areas,” he said. "To make us competitive we had to offer a signing bonus to have them come over.”A lateral police officer - one moving from another department - would earn ,000 upon hire, then another ,000 after training, and the final ,000 after one year of continuous employment. SAN DIEGO (KGTV) — Carlsbad leaders this week approved nearly 0,000 to construct a new trail planned to loop around the city's strawberry fields.Carlsbad City Council voted to add the Hub Park trail to the city's Capital Improvement Program, a 2.4-mile trail on the south shore of the Agua Hedionda Lagoon in an area dubbed "Hub Park."Hub Park sits on land owned by SDG&E. The city has a lease agreement with SDG&E for a portion of the trail, but not the portion that would connect to nearby roads.RELATED: San Diego County park rangers recommend these trails in 2019The city voted to take 4,500 from the General Capital Construction Fund to fund building the eight-foot wide trail.The trail would lead from a new Interstate 5 bridge to a bluff within the leased property that overlooks the lagoon, the city says.
