WASHINGTON, April 21 (Xinhua) -- Powered by strong domestic demand, China's economy is expected to grow by 10 percent in 2010, said the International Monetary Fund (IMF) on Wednesday."In China, GDP growth exceeded the government's 8 percent target in 2009 and is expected to be close to 10 percent in both 2010 and 2011. What has been so far mainly a publicly driven growth path, built on infrastructure investment, is expected to turn toward stronger private consumption and investment," said the IMF in its latest World Economic Outlook report."Boosting domestic consumption will be a priority in China, through improved access to finance for small enterprises and households and stronger corporate governance and social safety nets to reduce precautionary saving," said the IMF.According to the report, in which the IMF said Asia's GDP is projected to grow by 7 percent in both 2010 and 2011, the strength in final domestic demand in China is expected to have positive spillovers for other Asian economies, particularly exporters of commodities and capital goods.In the report, the IMF said "the global recovery has evolved better than expected, with activity recovering at varying speeds, tepidly in many advanced economies but solidly in most emerging and developing economies."The world economy, which declined by 0.6 percent in 2009, will recover gradually in 2010 and 2011, growing by 4.2 percent and 4.3 percent respectively, said the IMF.

BEIJING, April 26 (Xinhua) -- Chinese legislators Monday started discussing for the second time a draft law on the protection of oil and natural gas pipelines which spells out the responsibilities of pipeline companies.According to the draft, companies must take safety measures while constructing pipelines and ensure the quality of materials.Companies must have professional personnel regularly patrol pipelines and deal with any potential safety issues in a timely manner, the draft said.They must place warning signs near pipelines according to state standards and replace damaged signs as soon as possible.The draft law says pipeline companies must offer compensation to land owners whose land use is curtailed by the pipeline.Buildings and facilities like pools and greenhouses that may damage pipelines are prohibited in the buffer areaThe draft said rapid urbanization has resulted in the reckless construction of buildings and roads within pipeline buffer areas, making pipeline protection increasingly difficult.The State Council, China's cabinet, submitted the law to the 14th session of the Standing Committee of the 11th National People's Congress (NPC), the country's top legislature. The Standing Committee's four-day meeting began Monday.

HARARE, May 31 (Xinhua) – The Communist Party of China (CPC) and Zimbabwean President Robert Mugabe's Zanu-PF on Monday signed a Memorandum of Understanding (MOU) to promote political exchanges and cooperation between the two parties.This was disclosed by Wang Gang, vice chairman of the Chinese People's Political Consultative Conference National Committee and member of the CPC Central Committee Political Bureau, who is leading a high-powered delegation to Zimbabwe.Speaking during a meeting with Zimbabwean Vice President Joice Mujuru and senior Zanu-PF officials on Monday, Wang said the agreement will enable the two parties to consolidate relations and work together in exploring new ways to enhance ties."Guided by this memorandum of understanding for the next five years, our party-to-party relations will have a more in-depth development," Wang said, adding the MOU will see the two parties increasing high level exchange visits and sharing experiences."We very much cherish the friendship between Zimbabwe and China. We view Zimbabwe as a reliable friend and good partner," he said.Wang added China will continue to render assistance to Zimbabwe to help it develop its economy.Wang also called on Western nations to lift sanctions on Zimbabwe to expedite economic recovery in the country.Mujuru paid tribute to China for its economic and political support to Zimbabwe over the years."We know it has not been easy for China to stand by us over difficult times but as Zimbabwe we are grateful for the support," she said.She said Zanu-PF was interested in further developing its relations with CPC, especially in the area of youth and women training and political exchange programs.Wang and his delegation will be in Zimbabwe for three days.
