So we are very exposed to this risk," he told ABC News on Saturday.The Australia Capital Territory state government has proposed a trial prison needle exchange program in Canberra's correctional center, and Paul Cubitt, who currently works at the Alexander Maconochie Center in Canberra, said he has never seen so many syringes in a jail."Under a controlled regime it will actually take those needles that currently exist within a correctional center out of the environment, and prisoners will be more willing to use a clean item under a level of anonymity which then protects them and protects staff," he said.Meanwhile, The Community and Public Sector Union 's national secretary, Nadine Flood, agrees action must be taken to curb prisoner drug use.Dr Wodak noted that prison needle exchange programs have been operating overseas for over a decade with ten countries provide inmates with clean needles, and said it is shameful Australian prisons are lagging behind.

BEIJING, Dec. 2 (Xinhua) -- China cannot use its 3.2 trillion U.S. dollars in foreign exchange reserves to rescue other countries, a senior diplomat said on Friday."The argument that China should rescue Europe does not stand, as reserves are not managed that way," Vice Foreign Minister Fu Ying said at the Lanting forum, a gathering of Chinese officials, scholars and social groups held by the Ministry of Foreign Affairs to discuss international issues and foreign policy."China is not absent from international efforts to rescue Europe; it has been a positive and healthy participant," Fu said.Since the outbreak of the European financial crisis, China has dispatched more than 30 procurement delegations to Europe, helping to boost imports from the continent, Fu said.Fu added that there are many misunderstandings about the use of China's foreign reserves. "Foreign reserves are not domestic income or money that can be disposed of by the premier or finance minister," she said."Foreign reserves are akin to savings, and their liquidity should be ensured," Fu said."Foreign reserves are not revenue and cannot be relocated randomly. Under this circumstance, China should take the prospect of yields into consideration if it invests its foreign reserves," said Tian Dewen, an analyst at the Institute of European Studies at the Chinese Academy of Social Sciences.However, the outlook for the economic situation in the eurozone is currently uncertain, Tian said.Fu said China learned a lesson about the importance of foreign reserves during the Asian financial crisis of the late 1990s. BEIJING, Dec. 19 (Xinhua) -- China will launch its first-ever high-resolution geological mapping satellite for civil purposes next January, according to official sources.The Ziyuan III satellite will be launched aboard a Long March 4B carrier rocket from the Taiyuan Satellite Launch Center in northern China's Shanxi province, according to a conference held on Monday for the directors of surveying, mapping and geoinformation administrations across the nation.The Ziyuan III's surveying covers the entire area between 84 degrees north latitude and 84 degrees south latitude.The satellite will be used to conduct geological mapping, carry out surveys on land resources, help with natural disaster-reduction and prevention, and lend assistance to farming, water conservation, urban planning and other sectors.The Ziyuan III satellite project was inaugurated on March 2008, and also includes gravity satellites, radar satellites and follow-up satellites for the Ziyuan III, so as to obtain geoinformation under all kinds of meteorological conditions. 

SAN FRANCISCO, Nov. 3 (Xinhua) -- Computer chipmaker Advanced Micro Devices Inc. (AMD) on Thursday said it plans to cut its global workforce by about 10 percent in a move to reduce operational costs.The layoff will occur across all functions globally and is expected to be substantially completed by the end of the first quarter of 2012, the company said.The cuts will amount to about 1,400 jobs, according to estimates by analysts.Combined with implementing efficiencies across the company's operations, AMD expected that the workforce reduction will result in operational savings of more than 200 million U.S. dollars in 2012."Reducing our cost structure and focusing our global workforce on key growth opportunities will strengthen AMD's competitiveness and allow us to aggressively pursue a balanced set of strategic activities designed to accelerate future growth," Rory Read, AMD's chief executive officer, said in a statement.As the world's second largest maker of processors for computers, AMD has been suffering from the slowdown of global PC market and is seen as slow to move into new mobile device market.The operational savings will help accelerate the company's future growth in lower power, emerging markets and in the cloud computing field, AMD said.
