The event, held Saturday and Sunday July 13 and 14, will take place at Balboa Park’s Marston Point on the corner of Sixth Avenue and Laurel Street. Festivalgoers can enjoy performances from more than 100 entertainers on multiple stages, food booths, vendors, and exhibits. General admission is for a weekend pass, with discounts available online before the event. Teens and children high-school aged and younger can get into the festival for free. SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. Companies must pay per impounded device — plus a storage fee — to recover them before the city moves them to its impound yard in Miramar.San Diego has installed scooter corrals to keep the devices organized in high traffic areas, but that hasn't addressed all the issues. The park's attractions will be very limited, with guests able to enjoy all outdoor animals exhibits and shows."We’re opening as an accredited zoo and you can come in and enjoy all the live animal presentations we’re world famous for like the Orca Encounter, dolphins, Sea Lions Live and all the outdoor exhibits that people love and miss," said SeaWorld Park President Marilyn Hannes..Among closed signs for indoor exhibits, game rooms and rides, guests will also notice dozens of sanitizer stations, distance markers and download codes for digital park maps spread throughout.Visitors will also be able to continue enjoying the tide pool areas. SAN DIEGO (KGTV) - Some quarantined cruise ship passengers at MCAS Miramar are voicing concerns after two days inside. Steven and Michele Smith were on board the Grand Princess cruise ship, which docked in Oakland Monday after more than 20 passengers tested positive for coronavirus. They were flown to San Diego Wednesday. Nearly 500 passengers are now being quarantined at the base. The Smiths are symptom free but frustrated. They've been in the same clothes since Monday. Their luggage is missing, after a possible mix-up with the baggage of passengers sent to other bases. The Smiths sent 10news photos of a laundry room they're not allowed to use and a lobby full of unclaimed luggage."Ours had a blue tie on it and none of those in the lobby have a blue tie. Somewhere the deck got shuffled and our luggage went wherever," said Steven Smith.They Smiths believe lack of resources and organization are also causing issues. They haven't been tested for coronavirus and have yet to receive a temperature check."Our friends being quarantined at the others bases are getting two temperature checks a day ... SAN DIEGO (KGTV) -- San Diego State University said Tuesday it plans to pause a majority of in-person instruction for the fall term.The university noted that the changes will begin the week of Thanksgiving.“Faculty offering in-person courses are encouraged to shift to virtual, preferably by Friday, Nov. 20. All faculty should convert to virtual instruction no later than Wednesday, Nov. 25,” the university said.The university also said that no in-person research by freshman, sophomores, or volunteers will be allowed for the remainder of the fall semester.The changes come as San Diego County enters the state’s purple tier. Also this week, California Governor Gavin Newsom announced that a majority of the state's counties would enter the purple tier, suffocating economic activity.
