The police officer who handcuffed and arrested a nurse for refusing to go against the hospital's policy on drawing blood said through an attorney that he would like to personally apologize for the incident, KUTV reported. Detective Jeff Payne faced criticism for the way he handled an incident in July where he requested hospital employees to draw blood from an unconscious driver who had just been in an accident without that driver's permission or a warrant. The hospital, citing legal precedent, has a policy of not drawing blood without permission or a court-ordered warrant. When nurse Alex Wubbels refused to draw blood, she was handcuffed and placed in the back of a police cruiser. "Jeff would love the chance to sit down and apologize for what happened here," attorney Greg Skordas told KUTV. "If he could do this over he would do it over differently."Payne, along with another officer, were placed on administrative leave by the Salt Lake City Police Department after video of the incident went viral. The Idaho Lottery launched what’s being billed as “a first of its kind” Scratch Game Wednesday, by introducing a clear plastic scratch ticket. The new game, called “Cash Getaway,” is 100% recyclable, Lottery officials said. “The Idaho Lottery has a long history of being on the forefront of cutting-edge technology,” said Lottery Director Jeff Anderson. “Idaho is a unique geographic marketplace that is ideal for trying new products and new innovations that will eventually lead to introduction in other jurisdictions around the country.”Players can actually see through the ticket. In the clear play game, located on the top half of the ticket, players scratch and reveal a unique code for use with their mobile device or PC.  The bottom half of the ticket plays like a traditional Scratch ticket.  Players without access to a mobile device or a computer can still play the new game. Each ticket features the Lottery’s security bar code which may be scanned at retail locations to collect their winnings. The new game will be available in retail stores throughout Idaho by the end of the week, Anderson added.  The new five-dollar game also features two top prizes of ,000 –- awarded either in cash payment or as a luxurious “vacation of a lifetime." The parents of Otto Warmbier are suing North Korea in a 22-page complaint filed Thursday in federal court in Washington.Warmbier was a college student from Wyoming, Ohio, who was jailed in North Korea and died shortly after he was returned to the United States in a coma.In the document, Fred and Cindy Warmbier accuse Kim Jong Un's "criminal" regime of brutally torturing and murdering the 22-year-old during his 17-month-long captivity from Jan. 2, 2016, through June 13, 2017.“Otto was taken hostage, kept as a prisoner for political purposes, used as a pawn and singled out for exceptionally harsh and brutal treatment by Kim Jong Un. Kim and his regime have portrayed themselves as innocent, while they intentionally destroyed our son’s life.
