Unique hardly describes the lawsuit Scarlett Watts and her attorney recently filed in Florida federal court.Scarlett Watts said she was only days late on her house payment when her mortgage company called looking for their money.  Watts describes the exchange between her and the debt collector as tense but nothing more. Later that day she received a string of obscene text messages.The texts called Watts vulgar names and mentioned her late bill not once but twice.She called the mortgage company and they denied any wrongdoing on behalf of their employee.Attorney Billy Howard has filed a harassment suit on Watt’s behalf against the lender based on Florida and federal law that makes it illegal for a debt collector to harass a borrower on their cell phone.Next Howard plans to subpoena phone records to determine if the texts may have come from a company phone or an employee's phone.Watts says she decided to take legal action to teach the texter a lesson and hopefully collect a few thousand dollars. UPDATE: 9:15 P.M.A man has been taken into custody after an hours-long standoff with officers at a Hillcrest rehabilitation center.SAN DIEGO (KGTV) -- San Diego Police Department officers are surrounding a Hillcrest neighborhood Saturday working to peacefully end a standoff with a person believed to be armed.According to SDPD's official Twitter page, the incident started around 4 p.m. after receiving reports about a man with a gun in the 4000 block of Sixth Avenue, east of Scripps Mercy Hospital San Diego.Police told 10News that around 4 p.m., an employee of the Hillcrest Health and Rehabilitation Center found a homeless man showering in a facility bathroom-laundry room.The man barricaded himself in the bathroom and has refused to speak with police. He has also vandalized the room using a fire extinguisher.The room is isolated away from the rest of the rehabilitation center, so patients there have not been evacuated but are being told to shelter in place.Police have called on the department's Emergency Negotiating Team and a SWAT team to assist with the incident. 1087

VALLEY CENTER (KGTV) - A house of horrors is what owners Brenda and Travis Fox came home to after evicting the founders of HiCaliber Horse Ranch.Stepping out of your car, you smell the manure. "This is appalling," Veterinarian Adrienne Moore said.Moore unearthed a plastic bag in a pile of horse manure with small horse bones. She believes it was a still birth. She found shoulder and rib bones, hair she postulated either from the mane or tail.The HiCaliber Horse Ranch came under scrutiny, accused of buying sickly horses at auction then killing them at the horse ranch. "As far as the eye can see and what we're walking on right now is still the manure pile," Travis Fox said there were five piles six feet deep of manure. (KGTV) — Sheriff's deputies asked the public for help Wednesday to locate an East County man who disappeared from an assisted living facility.SDSO says 74-year-old Stan Neff was last seen just before 10 a.m. on Tuesday at the facility in the 8900 block of Troy Street in Spring Valley. He may have walked out through a side door.Neff has dementia and tires easily, deputies say. He is described as a white male, weighing about 140 pounds, 5-foot 8-inches tall, and with gray hair. Neff was last seen wearing a blue plaid button-up shirt or white t-shirt, khaki pants, and one loafer shoe and one sandal.
