VALLEY CENTER (KGTV) - A house of horrors is what owners Brenda and Travis Fox came home to after evicting the founders of HiCaliber Horse Ranch.Stepping out of your car, you smell the manure. "This is appalling," Veterinarian Adrienne Moore said.Moore unearthed a plastic bag in a pile of horse manure with small horse bones. She believes it was a still birth. She found shoulder and rib bones, hair she postulated either from the mane or tail.The HiCaliber Horse Ranch came under scrutiny, accused of buying sickly horses at auction then killing them at the horse ranch. "As far as the eye can see and what we're walking on right now is still the manure pile," Travis Fox said there were five piles six feet deep of manure. They wanted to make a difference and rented the property not to a bed and breakfast, or AirBnB, but to HiCaliber, hoping the property would be a horse rehabilitation center and special education enrichment facility.Moore opened the "medical" freezer in the horse barn and showed us a horse leg, mutilated chicken and said there used to be a dead bobcat stored in there as well. Throughout each home, alcohol bottles were strewn about. Trash litered every surface. Brenda said the property looks incredibly better compared to a week prior.The couple filed a lawsuit against the founder of HiCaliber for damages. (KGTV) - Escondido Police shot and killed a man Saturday night steps away from the entrance to the Valley View Casino in North San Diego County, according to the San Diego Sheriff's Department.The shooting happened about 8 p.m. following a brief pursuit.Lt. Rich Williams with SDSO said Escondido Police had been called to a home in that area around 7:35 p.m. for a "disturbance call."A potential suspect got into a vehicle, leading officers to the casino's valet entrance.Casino visitor Jonathan King-Cretot said he was sitting near the front of the casino when he heard about four gunshots."Everyone screamed 'gun' and ran to the back of the casino," King-Cretot said. 725

(KGTV) - All Tribes Charter School in Valley Center has found a solution to the problem of kids paying too much attention to their cell phones in class.They've started using Yondr pouches to lock up phones at the beginning of the school day."These things are more distracting than hormones for teenage kids," says All Tribes Charter School Administrator Michelle Parada. Fifteen percent say they've experienced cyber-bullying.Parada says that addiction has led to poor attention in class, declining grades and cyber-bullying.All that changed when the school deployed 120 Yondr pouches last spring.Every day, the kids turn off and lock their phones in a pouch when they arrive at school. They keep the locked pouch with them all day long. The pouches get unlocked by administrators at the end of the day.Predictably, the kids don't like it."I like having my phone, having easy access," says Senior Melani Maxcy. "And with this thing, I can't do it.""This school didn't need it really," says Willow Robinson. "Yeah, we'd post every once in a while in class, but that's when we were just sitting around and talking."Parada says it was also tricky getting parents to adjust, many of whom like to keep in touch with their students throughout the day."They're probably the biggest perpetrators of calling their kids during the day. "They're constantly calling, messaging or texting their kids."Parada tells parents if there is an emergency and they need to reach their student, they can still call the school office. She says administrators are usually able to reach a student within a couple of minutes.Despite the push-back, Parada says the new policy is helping. UPDATE: San Diego Police reported Monday morning that Rafol was safe and with his family.ALLIED GARDENS (CNS) - San Diego police were today asking the public for help locating a man known to have a mental condition who was reported missing.Benjamin Rafol, 26, was last seen at about 10:45 p.m. Saturday when he left on foot from the Verge apartment complex at 6850 Mission Gorge Road, according to the San Diego Police Department.Rafol has mental issues including schizophrenia and psychosis, said SDPD Lt. Dan Sullivan.Rafol is not from the area and does not have a cell phone or a car.He is described as a Filipino male, 5 feet-8 inches tall and 160 pounds. Two people have been killed in an explosion at a Veteran's Affair hospital in Connecticut, according to WTNH-TV and The New Haven Register.A VA spokesperson told WTNH that the explosion at the West Haven hospital was caused by a steam valve. The explosion occurred in a building that was not housing patients. Those who were killed were not patients at the hospital.According to The Associated Press, state and federal investigators are responding to the incident.
