CHULA VISTA, Calif. (KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. This is an adult problem that we are trying to resolve to the best of all of our abilities the kids should not feel anything," Simonson said. CHULA VISTA, Calif. (KGTV) — Police say they rescued a kidnapping victim this week, after the man was able to signal for help through a car's cracked window as the suspect tasked with guarding him slept.Sunday night, a 36-year-old man was attacked by two men and thrown into a pick-up truck while walking to his car from a restaurant in the 600 block of Broadway, Chula Vista Police said.Police said the suspects took the victim to a second location near Sequoia St. and Presidio Point Ct. and handed him off to a third suspect waiting in a parked car. While the suspect in the front seat was supposed to be watching the victim in the backseat, he fell asleep instead, police say.Police say that's when the victim was able to signal for help, waving a white cloth out of a slightly cracked open window in the backseat. A passerby spotted the victim flagging for help at about 11:30 a.m. Monday and called police.Police arrived and rescued the man and arrested the sleeping guard.That's when the suspected pick-up originally used to abduct the victim drove past, police said. Police say they arrested one of the two men inside the truck who they believe to have been involved with Sunday's incident.Police are still looking for a third suspect.The motive behind the abduction remains unclear, police said, but it didn't appear the victim knew the kidnappers.The victim was taken to the hospital for treatment of injuries sustained during the ordeal, police added. 1470

Chopped romaine lettuce grown in the Yuma, Arizona, area is to blame for a multistate E. coli outbreak, the US Centers for Disease Control and Prevention said Friday."At this time, no common grower, supplier, distributor, or brand has been identified," the CDC said.So far 35 cases of E. coli illness in 11 states have been reported and linked to the outbreak. The earliest symptoms began on March 22. Twenty-two of the ill individuals have been hospitalized. Three of those patients developed a type of kidney failure associated with an E. coli illness called hemolytic uremic syndrome, which can be life-threatening.Symptoms of E. coli typically begin two to eight days after consuming the bacteria, although most patients become ill three or four days after consumption. Symptoms include severe stomach cramps, diarrhea and vomiting. Most people recover in five to seven days. Those most at risk for E. coli illness include the very young, the very old and individuals with compromised immune systems.Health officials warned the public to stay away from chopped romaine lettuce. "Consumers anywhere in the United States who have store-bought chopped romaine lettuce at home, including salads and salad mixes containing chopped romaine lettuce, should not eat it and should throw it away, even if some of it was eaten and no one has gotten sick. If you do not know if the lettuce is romaine, do not eat it and throw it away," the CDC said.Restaurants and stores are advised not to serve or sell chopped romaine lettuce.In addition, the agency recommends asking grocery stores and restaurants to confirm their chopped romaine is not from Yuma.The advice is based on interviews with 28 of the ill individuals in which 93% of them reported consuming romaine lettuce within the week they began feeling sick."Most people reported eating a salad at a restaurant, and romaine lettuce was the only common ingredient identified among the salads eaten. CHULA VISTA, Calif., (KGTV) -- No justice served. That is what a Chula Vista father said after he found out that the boys and young men who publicly attacked his son in April already got out of jail. Punch after punch. Kick after kick. Cell phone video shows 16-year-old Paul Martin being beaten while lying helplessly in the fetal position. "Our family changed since that day. It's not the same," Paul's father, Margarito Martin, told 10News. RELATED: Otay Ranch family upset over violent videoThey have not been the same since April 11, 2019. Margarito said his son was at the Cotixan Mexican Restaurant in Otay Ranch after school, defending a friend who had been bullied on social media. That is when seven people robbed and violently assaulted him. Police later arrested five minors and two adults. Investigators found that some of them were wearing cleats for maximum damage. Martin said miraculously, Paul only sustained scrapes, bruises, and a sprained wrist. "They knew what they were doing," Martin said. "They're not kids. They were 18, 19, and one of them was already 20."After a lengthy trial, the attackers were convicted of felony assault. But they were only sentenced to time served. 19-year-olds Aldrin Uy of Paradise Hills and Kent Pasunting of North Bay Terraces received years probation. All seven are now back on the street. They have started a change.org petition to lower the age for adult charges when dealing with serious felonies. "I know they are minors, and they need another chance," Martin said. "We've all been there. Bad stuff when we were kids. Graffiti and that stuff, you're only affecting property.
