TAIYUAN, Feb. 24 (Xinhua) -- Governor of Shanxi Province Wang Jun on Tuesday made an apology to victims and their families over the gas blast at the Tunlan coal mine that left 74 people dead and 114 others injured. "The blast caused huge loss of life and property ... We say sorry to the victims and their families," said the senior official. As he spoke at the investigation team meeting tears choked his eyes several times. The Shanxi provincial committee of the Communist Party of China(CPC) and the provincial government have made a formal admission of error to the CPC Central Committee, the State Council and the State Administration of Work Safety, according to Wang. Shanxi will start a one-year campaign on work safety of state-owned and collectively-owned mines as of March 1, he added. Wang, who had been appointed the head and Party chief of the State Administration of Work Safety in March last year, was elected as the governor of Shanxi Province in January. Wang served as the acting and deputy governor of the coal-rich province in north China since mid-September last year when Meng Xuenong resigned from the post of governor in the wake of a deadly mud-rock flow that killed at least 277 people.Tears well up as governor of Shanxi Province Wang Jun makes an apology to victims and their families over the gas blast at the Tunlan coal mine that left 74 people dead and 114 others injured, in Taiyuan, north China's Shanxi Province on Feb. 24, 2009.
BEIJING, March 16 (Xinhua) -- China's Ministry of Railways (MOR) signed a deal with state-owned vehicle producer CNR Corporation Limited (CNR) here Monday to purchase 100 high-speed CRH trains for 39.2 billion yuan (about 5.74 billion U.S. dollars). CRH, an abbreviation for China Railway High-speed, refers to trains with speeds above 200 km per hour. With a designed speed of 350km/h, the new CRH trains will travel between Beijing and Shanghai in 2011, when the construction of the 1318-km, high-speed railway between the capital city and the country's financial hub is expected to complete. "The contract does not include any foreign parties, as Chinese companies possess core technologies for the high-speed trains and have complete intellectual rights over the 350km/h CRH type," said Zhang Shuguang, director of the transport department under the MOR. The MOR had introduced railway technologies from Japan, France, Germany and Canada in the development and production of the 200km/h CRH trains already in operation at present. According to the agreement between the ministry and CNR, all 100 trains will be self-developed and manufactured under the CNR group. Tangshan Railway Vehicle Co. and Changchun Railway Vehicle Co., two CNR subsidiaries, will be in charge of the production of 60 sets and 40 sets, respectively. Zhang said China would see "large purchases" of CRH trains in the coming years upon the completion of more passenger railway lines across the country. The MOR has planned to spend 500 billion yuan to buy trains over the next four years. "The purchases will provide strong support for related industries," Zhang said. The manufacturing of a CRH train requires nearly 100,000 parts from a wide range of industries such as mechanics, metallurgy, electrics, chemical, and materials. "We will buy more CRH trains this year as a move to help stimulate domestic demand," said Zhang without giving further details on the purchasing plan.

BEIJING, Feb. 19 (Xinhua) -- China on Thursday again lodged urgent representations to the Russian Minister Counsellor to China in regards to the sinking of a Chinese cargo ship in Russian waters. The Sierra Leone-flagged vessel named "New Star" sank off the waters near Russia's far-eastern port of Vladivostok on Sunday. Seven Chinese crew members were still missing. China paid great attention to media reports that the ship sank after a Russian Coast Guard cruiser fired at it, said Foreign Ministry spokeswoman Jiang Yu in a news release. Jiang said China had urged the Russian side to spare no efforts to help search for the missing crew members and make thorough investigations to find out the causes of the incident as soon as possible. The Chinese embassy in Russia and consulate general in Khabarovsk also made representations to Russia at the same time, Jiang noted. "Russia attached great importance to China's concern," said Jiang, adding that relevant Russian department is investigating the conduct of law enforcement agencies involved in the incident and will inform China of the results in time.
NANJING, Feb. 3 (Xinhua) -- China's Vice Premier Wang Qishan said on Monday that the country should take advantage of the rare opportunity to expand the outsourcing industry. The State Council has identified 20 pilot cities to take part in a program that offers perks to businesses that opt to participate in outsourcing. The program will help ensure economic growth, industry restructuring and the job promotion -- notably for the college graduates, according to Wang in an industry meeting held on Monday in the east city of Nanjing. The government would offer more support in tax breaks, financing, and vocational training, Wang said. The Vice Premier noted it was important to nurture China's outsourcing industry, and local governments should create sound legal conditions to pave the way for the industry expansion. Twenty cities, including Beijing, Shanghai, Xi'an, Suzhou and Hangzhou, have been designated for pilot service outsourcing programs. Beginning Jan. 1, these companies are eligible for tax breaks, financial support, subsidies and intellectual property rights protection, the Ministry of Commerce (MOC) said on Monday. More multinational companies and financial institutions, hard hit by the global financial crisis outsource their business to less costly regions. This creates an opportunity for Chinese outsourcing companies, said vice minister of MOC Ma Xiuhong. McKinsey, the New York based consultancy, said in a report last month that China posted rapid growth in the business but was lagged behind India, whose market value was nine times that of China. The report said that despite the challenges, China still had potential to become the main outsourcing destination in the future.
BEIJING, March 31 (Xinhua) -- China has announced the launch of a long-awaited growth enterprise board on May 1 as a new direct financing platform for innovative companies. Companies that seek listing at the new Nasdaq-like second board should have net assets of at least 20 million yuan and be open for business for more than three years, the country's securities regulator said in a set of guidelines that was made public in the small hours Tuesday and take effect on May 1. The Shanghai Composite Index gained 15.17 points, or 0.64 percent to 2,373.21 on Nasdaq-style second board launch in China, Mar.31,2009 The China Securities Regulatory Commission also requires the issuer stay in the black for the recent two consecutive years with combined profits of at least 10 million yuan, or report profits of at least 5 million yuan for the most recent year on revenues of at least 50 million yuan, with annual revenue growth of at least 30 percent in the recent two years. A CSRC spokesman called the move "an important measure to improve the structure of China's capital market and expand the market's depth and width." The proposal of establishing a second board was first put forth more than a decade ago. In 2004, a mini second board for small and medium-size enterprises was set up at the Shenzhen Stock Exchange to test the waters.. Small and medium-size enterprises have long been a pillar in China's economy, which has grown to the world's third largest
