LOS ANGELES, Calif. – Public health officials in Southern California are taking extra precautions this Fourth of July weekend as Los Angeles experiences a spike in COVID-19 cases.The Los Angeles County Department of Public Health is ordering the county’s beaches be closed Friday morning through Monday morning. Officials hope this prevents dangerous overcrowding that could result in the spread of the novel coronavirus.For that same reason, the department is also prohibiting fireworks displays in the county during the holiday weekend.Beach parking lots, piers, bike paths and access points will be closed, as well.The health department says key metrics show steep increases in community spread. LOS ANGELES (CNS) - A pair of active-duty U.S. Marines stationed at Camp Pendleton were arrested Tuesday morning on a federal grand jury indictment charging one of the Marines and three civilians with conspiring to distribute narcotics -- including oxycodone pills laced with fentanyl -- to civilians and members of the Marine Corps, one of whom suffered a fatal drug overdose in May.Lance Cpls. Anthony Ruben Whisenant, 20, and Ryan Douglas White, 22, were expected to make their initial appearances Tuesday afternoon in U.S. District Court in Los Angeles. Whisenant allegedly distributed narcotics to fellow Marines, including the one who overdosed, and White is charged with being an accessory after the fact for allegedly attempting to hinder the apprehension of Whisenant and an alleged drug supplier named in the indictment.The 14-count superseding indictment also charges:-- Jordan Nicholas McCormick, 26, of Palmdale, the lead defendant and the conspiracy's alleged supplier of LSD, ecstasy, cocaine and oxycodone pills laced with fentanyl to co-conspirators-- Gustavo Jaciel Solis, 24, of Sylmar, who allegedly distributed McCormick's drugs to civilians and military personnel-- Jessica Sarah Perez, 23, of Pacoima, who allegedly distributed narcotics, including fentanyl and cocaine, to civilian customersOn Aug. 11, Solis and Perez were indicted on fentanyl and cocaine distribution charges, and Solis was indicted on firearms-related charges. Solis is in federal custody and Perez is free on ,000 bond.Tuesday's updated indictment adds McCormick -- who is also in federal custody -- Whisenant and White as defendants, in addition to adding charges to the original indictment. According to the indictment, the conspiracy lasted from last November through this month and involved multiple sales of fentanyl- laced oxycodone to an undercover buyer, often for amounts exceeding ,000 per buy.On May 22, Solis sold 10 pills of oxycodone laced with fentanyl to an active-duty Marine who died of a drug overdose in the early morning hours of May 23, the indictment alleges.In addition to the conspiracy charge, McCormick, Solis, Whisenant and Perez face substantive charges of distribution of narcotics, including fentanyl. LOS ANGELES (CNS) - An initiative to split California into three states has received enough signatures to qualify for the November ballot, its author said Wednesday.Venture capitalist Tim Draper said backers of what he has dubbed "CAL 3" would submit petitions with more than 600,000 signatures to election officials next week. The initiative needs signatures from 365,880 registered voters - five percent of the total votes cast for governor in the 2014 election - to qualify for the ballot."This is an unprecedented show of support on behalf of every corner of California to create three state governments that emphasize representation, responsiveness, reliability and regional identity," Draper said.   Splitting California into three states would require congressional approval. One proposed state would be called California or a name to be chosen by its residents after a split. LOS ANGELES (AP) — A homeless man is facing a murder charge in what authorities say was a random attack on a California father, who was stabbed in the neck as his 5-year-old daughter sat on his lap in a crowded beachside steakhouse.Jamal Jackson, 49, was charged with first-degree murder in the death of 35-year-old Anthony Mele. He was being held in Ventura County jail on a .5 million bail. It was unclear Saturday if he had an attorney to speak on his behalf.Mele and his wife were eating dinner with their daughter Wednesday at Aloha Steakhouse in Ventura. The girl was sitting on her father's lap when prosecutors say Jackson walked up and stabbed Mele in the neck.Prosecutor Richard Simon said patrons and a restaurant employee followed Jackson out of the restaurant, even though he still had the knife. They kept track of him until police arrived and arrested him.Mele was taken to a hospital and died Thursday after being taken off life support."It's horrible," Simon said. "You don't think you're going to be killed when you go out to dinner at a nice restaurant with your family and you didn't do anything."Simon said the two men had not interacted before the attack."He was just sitting there with his daughter in his lap," Simon said. "You're not supposed to die that way."Mele's loved ones started a GoFundMe page to help raise money for a funeral and to support his wife and daughter.Mele's Facebook page was filled with photos of his daughter and said he was a manager at an AT&T store.Police confirmed Saturday that a bystander reported a man who turned out to be Jackson for disruptive behavior several hours before the stabbing.According to the bystander, a man was yelling on the promenade not far from the restaurant about three hours before the attack.Patrol officers were out on other calls so command center staff monitored the man — who turned out to be Jackson — via a pier security camera system for more than 20 minutes before determining he didn't seem to be a threat, police said.Police are asking anyone who spoke with Jackson during that time to contact investigators.The killing prompted the Ventura City Council to increase police patrols in the area and add staff members to monitor security cameras, among other measures."We are extremely disheartened and infuriated by this criminal attack," Mayor Neal Andrews said in a statement.
