President-elect Joe Biden named former General Lloyd J. Austin as his nominee for secretary of defense on Wednesday.If confirmed, Austin would become the first Black person to lead the Pentagon.At a press conference in Wilmington, Delaware on Wednesday, Biden introduced Austin as a man who is "breaking down barriers and blazing a trail," adding that he is "going to do it again" if confirmed.Biden called for Austin to be confirmed "swiftly," adding that the country "needs his expertise.""It will be my sincere honor and privilege to return to the department and to lead our great service members and civilians in accomplishing the mission of ensuring our nation's security," Austin said Wednesday.He also added that he would give Biden clear and "unvarnished council" when it comes to military matters.Austin also said that he had benefitted greatly from leadership above him throughout his career, citing the influence of former Sec. of State Colin Powell, among others.In addition to needing Senate confirmation, Austin will also need a waiver, as there is seven-year waiting period after leaving the military in order to become defense secretary. Some Senate Democrats, including Sen. Reopening schools and resuming youth sports, playdates and other activities has led to a sharp increase in the number of American children testing positive for COVID-19, according to health authorities.The American Academy of Pediatrics and the Children’s Hospital Association released a report Tuesday showing children, ages 0 to 17, make up about 10 percent of all cumulative U.S. COVID-19 cases. Children were just 2 percent of total cases in April.As of September 24, more than 624,000 children have tested positive for the coronavirus since the beginning of the pandemic. With the U.S. reporting just below 6 million cases total, that means roughly 10.5 percent of all cases are children.More than 74,000 new cases of COVID-19 among children were reported in the two weeks between Sept. 10 and 24, according to the CDC and AAP. The Centers for Disease Control and Prevention said Monday that the incidence of COVID-19 in school-age children began rising in early September as many youngsters returned to their classrooms.“These rising numbers concern us greatly, as the children’s cases reflect the increasing virus spread in our communities,” said American Academy of Pediatrics President Sally Goza, MD, FAAP in a statement. “While children generally don’t get as sick with the coronavirus as adults, they are not immune and there is much to learn about how easily they can transmit it to others.Over the last several weeks, children have accounted for between 12-16 percent of all new coronavirus cases weekly.Children do appear to have a lower fatality rate. The study shows that roughly 0.01 percent of children who test positive for the coronavirus have died from it.The AAP says these numbers may be low because of inconsistencies in reporting and testing. “The data are limited because the states differ in how they report the data, and it is unknown how many children have been infected but not tested,” they state.The number of children tested compared to the number of all tests being done in this country has remained steady since April of between 5-to-7 percent, according to the CDC.Earlier this month, the CDC released information that the average age of patients testing positive for COVID-19 has dropped to 38 years old in August as more younger Americans contract the coronavirus.The study from CDC also stated about 20 percent of COVID-19 cases are now patients in their 20s. 2407

Protests broke out in Atlanta early Saturday, hours after at least one Atlanta Police officer shot and killed Rayshard Brooks, 27, outside a Wendy’s late Friday.In the wake of Friday's shooting, Atlanta Mayor Keisha Lance Bottoms announced the resignation of Police Chief Erika Shields. "It has become abundantly clear that over the last couple weeks in Atlanta is that while we have a police force full of men and women who work alongside our communities with honor respect and dignity," Bottoms said, "there has been a disconnect with what our expectations are, and should be as it relates to interactions with our officers and the communities in which they are entrusted to protect."Body worn or dash cam video of the incident was released to the public late Saturday. Video circulating on social media reportedly of the incident shows a man grabbing a stun gun from police during a struggle and running from officers. The video shows officers then shooting Brooks as he tried to flee.“The (Georgia Bureau of Investigations) is aware that there is video posted on social media captured by witnesses in this incident. We are reviewing the video & the early investigative information in this case. We’ll provide an update as soon as we can,” the agency said Saturday morning.The Georgia Bureau of Investigations said that officers responded to a call of a man who fell asleep behind the wheel in a drive thru. The police accused Brooks of failing a field sobriety test.Police then claimed Brooks struggled with officers during the arrest. The Georgia Bureau of Investigations said that officers then fired a Taser at Brooks.Eyewitnesses told investigators that Brooks then struggled with officers over the Taser, and that’s when at least one officer shot Brooks.Brooks was transported to the hospital, and he died during surgery.Atlanta has been the site of a number of large protests in recent weeks in the wake of the death of George Floyd. Floyd died on Memorial Day in police custody after a Minneapolis police officer held a knee against his neck for nearly nine minutes.The NAACP reacted to Saturday's shooting via Twitter. "Stop urging the black community to be patient as our people are being gunned down by those sworn to 'protect and serve.'
