SAN FRANCISCO (AP) — A small wildfire broke out Sunday morning near Vallejo (vuh-LAY'-ho) with flames coming dangerously close to homes and forcing a college to evacuate at the northeast end of San Francisco Bay.A live broadcast on KGO-TV shows the fire on both sides of Interstate 80 and homeowners using hoses on a hillside to try and fight it.The fire forced the freeway to close and the California State University Maritime Academy to issue an evacuation order.The wildfire halted traffic at the Carquinez Bridge toll booth as the freeway became shrouded in thick smoke.Vallejo is 55 miles (88.5 kilometers) south of Geyserville where a massive wildfire forced 180,000 people to flee their communities. 714

SAN DIEGO (KGTV) --Concertgoers have questions about show refunds with tickets bought from third party vendors.Danny Memeo is one of those people. He went to Kaaboo in Del Mar last year. It was a special time for him and his wife, Kelly.“We got to see Tom Petty right before he died, so we're super thankful,” Memeo said. They had a great time, so decided to go again this year.“So we got the tickets, and then all this stuff happened,” Memeo said.He bought the tickets through Vivid Seats. It cost roughly ,800 for their entire family. “That’s a lot for anybody,” he said.Meanwhile, his family got devastating health news. Kelly’s cancer returned. Danny said her prognosis is not good, with an estimated 12 months left to live.“[We’re] thankful for 12 months, thankful for family,” Danny said. “But wow, what a difficult year for a lot of people.”Back in July, Kaaboo officially announced there would be no event this year. “All pass holders will have the option for a full refund,” said a statement on its website.Because Danny’s family bought tickets through a different site, it’s a different story. As of Monday morning, he did not have any luck getting his money back.“They just said… when it does get rescheduled, you’ll get those tickets and you can sell them if you don’t want them,” Danny said the company told him.Vivid Seat’s website said that if an event is canceled, customers “will receive a Rewards Cash loyalty credit for 110% of the full value of your order total.”For postponements, customers “will need to hold onto [their] tickets for now.”Team 10 contacted Vivid Seats and informed them of the Memeo family’s situation.A spokesperson said they would refund them immediately.“Vivid Seats was happy to refund Kelly. We have also provide an over million dollars in extra store credit to customers during this difficult time. Neighbors were mixed on whether it will affect crime.Police and neighbors celebrated the new curfew Friday at City Heights Square Mini Park. Police said since January 2019 there's been 217 crimes reported within 1,500 feet of the park, ranging from assault to theft.READ RELATED: Neighbors celebrate nightly curfew at San Diego parksRonald Tieken said he spearheaded the initiative, putting together a survey that he said 50 seniors in the building bordering the park responded to. He said the curfew is the first step in turning the tide in the neighborhood.Other neighbors disagree."It's probably going to up the rate of crime in this neighborhood," Ephraim Denmon III said they just need more people who will stand up to crime to fill the park. He said that or hire a security guard."If grown folks are in a grown folks park then they should let grown folks be grown folks," he said arguing the curfew takes away from the neighbors surrounding the park."You have your low income and your seniors, the seniors spend most of their time out here after midnight... San Diego (KGTV)- CSU San Marcos is hoping to help low-income students enrolled in the chemistry and biochemistry department. The department received a nearly million grant. A new program is expected to lead to a higher graduation rate.“Students from our department, they get placed in graduate programs across the nation,” says Professor Robert Iafe. “A large percentage actually joins the workforce.”Iafe says it’s their goal to continue students down this path.The National Science Foundation awarded the department nearly million for scholarships for low-income students.“Training somebody from the community to go out into the community only makes it stronger.”Incoming freshmen will participate in the department’s new program, referred to as the Targeted Learning Community.“We’re going to have a community made up of about 30 students that start freshman year in the same classes and progress all throughout as a cohort, through their entire career as a student,” says Iafe.The money will help the students pay for tuition, books, and more.“They often have to find full-time jobs to support themselves,” says Iafe. “They often have to do other things to be equal to, and on top of, the other students that don’t have this financial burden.”The Targeted Learning Community is only for the fall’s incoming freshman, but the staff is hopeful it will become permanent. The department tried the program back in 2013, and students had a much higher percentage of graduating in four years.The Chemistry and Bio-Chemistry Department will be hosting live Zoom sessions for parents and high school seniors interested in the scholarship and Target Learning Community. SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now.
