BEIJING, June 7 (Xinhua) -- China's central bank on Saturday ordered lenders to set aside more money as reserve, the fifth such move this year. It was the latest effort to enhance liquidity management in the banking sector.     The reserve-requirement ratio would be raised by 0.5 percentage points on June 15, and another 0.5 percentage points on June 25, the People's Bank of China (PBOC) said on its website.     This will bring the ratio to a record high of 17.5 percent.     The PBOC also said that corporate financial institutions in the worst quake-hit areas including Chengdu and Mianyang, would postpone carrying out the regulation. But it didn't say how long the delayed period would be.     "The rise, a further materialization of the tight monetary policy, is aimed at strengthening liquidity management in the banking system," the statement said.     "The government adopted differential monetary policies to support reconstruction in the quake-hit areas," said Peng Xingyun, a senior expert with the Chinese Academy of Social Sciences (CASS).     Zhou Xiaochuan, the central bank governor said earlier that the PBOC was to take flexible monetary policy to aid after-quake reconstruction.     The 8.0-magnitude earthquake centered on Sichuan's Wenchuan County has so far caused 206.53 billion yuan of economic losses to the industrial and mining enterprises in the quake regions.     The PBOC had raised the ratio four times previously this year. The latest was on May 12 when it lifted the ratio to a new high of16.5 percent.     Yin Jianfeng, director of the Institute of Finance and Banking with the CASS, said the move would help the country reduce inflationary pressure and to control excessive investment.     "But the move will not be as effective as the government expected because inflation nationwide mainly resulted from surging production material and food prices," he said. "A simple monetary policy will not help."     The consumer price index (CPI), the main inflation gauge, was up 8.5 percent in April from a year earlier. This was nearly equal to February's 8.7-percent rise, the most since May 1996.     Some market experts said that after-quake restoration and reconstruction would beef up fixed assets investment, and add more inflation pressure to the nation's sizzling economy.     Soaring demand for cement, steel, copper, zinc, and a luminium were expected to push up the prices of basic building materials, according to the experts.     Zuo Xiaolei, Galaxy Securities chief economist, said huge foreign exchange reserves and economy unrest in neighbouring countries had posed great pressure to China's economy. This had forced the government to adjust its economic policy before it could reach a balance.     "A great deal of hot money swarmed into China's capital market, and the PBOC aims to hedging excessive monetary liquidity," said Wu Xiaoqiu, head of the Financial and Securities Research Institute of the China Renmin University.     Wu said the government was likely to carry out more monetary policies to curb inflation and liquidity in the near future.     China adopted the tight monetary policy late last year to prevent the economy from overheating. It was also to guard against a shift from structural price rises to evident inflation. The country adhered to the policy despite a global slowdown hit by the international credit crunch.     The country's economic growth slowed in the first quarter but still reported double-digit growth. It expanded 10.6 percent, compared with 11.7 percent in the same period a year ago.

BEIJING, July 13 (Xinhua) -- The Beijing municipal government said on Sunday that the city's state-owned enterprises (SOEs), institutions and social groups should adjust their working hours from July 20 to Sept. 20 to avoid traffic jams. A notice issued by the municipal government said that, except for schools and institutions that provide essential services, SOEs should operate from 9 a.m. to 5 p.m. The Beijing municipal government said on Sunday that the city's state-owned enterprises (SOEs), institutions and social groups should adjust their working hours from July 20 to Sept. 20 to avoid traffic jams    Large shopping centers should open at 10 a.m. and stay open later in the evening.     Other institutions should operate from 9:30 a.m. to 5:30 p.m.     Government departments won't alter their hours, the notice said.     The notice also encouraged institutions to handle business online if possible and arrange flex-time arrangements where feasible.

  

BEIJING, April 22 (Xinhua) -- The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.     The numbers were disclosed in a work agenda approved after a recent meeting of the chairman and vice chairpersons of the NPC Standing Committee, presided over by top legislator Wu Bangguo.     The NPC Standing Committee will review draft amendments to 11 laws this year, including the Law on Protection of the Disabled, the Law on Insurance, the Patent Law, the Law on State Compensation, and the Electoral Law.     The draft amendment to the Law on Protection of the Disabled, which includes added details about stable financial support, better medical care and rehabilitation for the disabled, and favorable jobs and tax policies, is likely to be passed within this year, according to the work agenda. However, a date is not yet available. The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.    In 2008, the NPC Standing Committee will also review seven draft laws regulating management of an environment-friendly economy, administrative enforcement, management of state-owned property, food safety, social insurance, protection of intangible cultural heritage, and arbitration of land dispute in rural areas of the country.     The first five draft laws, which had already been heard last year by the 10th NPC Standing Committee, are also likely to be passed in 2008.     Moreover, the 11th NPC Standing Committee will hear another seven reports submitted by the State Council, the Supreme People's Court and the Supreme People's Procuratorate.     The work reports will cover areas ranging from disaster relief and post-disaster reconstruction work, market prices, water pollution, to judicial justice.     In addition, the 11th NPC Standing Committee will also conduct respective inspections of the implementation of the Law on the Protection of Minors, the Law on Employment Contracts, the Law of Farmers' Specialized Cooperatives, the Law on Environmental Impact Assessment, and the Compulsory Education Law.     The focus of this year's NPC Standing Committee's work is to "improve the socialistic legal system with Chinese characteristics", the work agenda said.

  

JEDDAH, Saudi Arabia, June 22 (Xinhua) -- China will stick to the a sustainable energy strategy and make active contributions to the sustainable energy development and energy security in the world, Chinese Vice President Xi Jinping said on Sunday.     China will put emphasis on both energy exploitation and conservation with priority given to economizing on energy consumption, Xi said at the ongoing International Energy Conference held in the western Saudi port city of Jeddah. Chinese Vice President Xi Jinping addresses the the international energy meeting held in Jeddah, Aaudi Arabia on SundayChina has drafted a plan to reduce the energy consumption in per unit gross domestic product by about 20 percent by 2010 from the 2005 level, Xi said.     "We'll take all possible measures to achieve the goal," he told the one-day meeting.     China will try to meet the demands for economic growth and the improvement of people's life by increasing domestic energy supply, Xi said.     China still has great potential for domestic energy supply, as the country has abundant reserves in coal, the major source for its energy. Its rich hydroelectric resources, plus other new energies such as nuclear energy, wind energy, are yet to be fully exploited, he added.     China will pursue diversified development of energy supplies, Xi said.     Various energy forms such as coal, oil and gas, hydroelectricity, wind electricity and solar energy will supplement each other to secure a stable energy supply, he said.     Technological progress and innovation in the energy field will be encouraged in China, said the vice president.     China will enhance its ability of innovation, break through the bottlenecks of energy technology and seek new ways to exploit energy resources, he said.     China will strive to build a resource-conserving and environment-friendly society by ensuring the coordinated development of energy production and environmental protection, he said.     China will also adhere to the principle of mutual benefit in the energy field and strengthen cooperation with energy producing and consuming nations, he added.
