(KGTV) - Doorbell camera video of a coyote following a man on a dog walk in Santee may be another example of coyotes becoming more aggressive in the area.On Monday after 9 p.m. on a quiet residential street, Ring doorbell camera video captures a man walking his dog. Moments later, something emerges from the shadows. It a coyote, and it's in an hurry. The video posted on the Ring app is titled "Beware coyote chasing a man with dog." That's exactly what appears to be happening. In the video, the coyote runs down the street before cutting in the man's direction. It's not clear if the coyote did catch up to the man or dog.Last week, 10News reported on Michelle Cimmarrusti's morning walk with Presley, an 8-year-old Silky Terrier. It unfolded on Palm Glen Drive, about a half mile from the site of the newest video. Two coyotes emerged from a bush and attacking Presley, while he was on his leash. Presley lunged, snapping his collar. He and the coyotes would end in a condo complex, where Presley was killed.Presley was the second dog killed by a coyote in the neighborhood in the last few weeks. Experts say coyotes attacking a leashed dog is a sign they're getting more aggressive in an area, and less afraid of humans, whether is food scarcity or the unintentional feeding of coyotes. 1315

SAN FRANCISCO, Calif. – Uber is utilizing selfie technology to make sure both its drivers and passengers wear face masks to help prevent the spread of the coronavirus.The ride-sharing company has been requiring drivers and riders to wear masks since May, but only required drivers to use its technology to verify their face coverings.“Before starting to drive passengers or deliver food, they are asked to take a selfie showing their mouth and nose are covered,” Uber wrote in a press release.Now, the requirement is being expanded to passengers as well. If a driver reports that a rider isn’t wearing a mask, the rider will be required to take a selfie with their face covered before they’re able to take another trip with Uber.“With the addition of this new feature, one driver’s feedback can help ensure the safety of Uber for the next driver,” said Uber.The mask verification feature will roll out to the U.S. and Canada by the end of September, and across Latin America and other countries after that.Uber assured that the mask verification tool detects the mask as an object in the photo and does not process biometric information.“As always, riders and drivers are free to cancel a trip, without penalty, if the other person isn’t wearing a mask,” Uber wrote. “As more and more riders and drivers take their ‘second first trip,’ we hope this increased accountability provides more peace of mind.”The additional safety measures are part of Uber's efforts to rebuild a service that has seen ridership plunge by 56% in the company's most recent quarter, The Associated Press reports. 1595

(KGTV) - A kindergartner walked out of his Santee school, crossed a busy four-lane road and made it to his home more than a mile away, his mother told 10News Thursday.The Cajon Park Elementary student had been placed in a 3rd grade classroom with his upperclassman buddy when his grandmother arrived to pick him up.According to the 5-year-old boy’s parents, the 3rd grade teacher told the boy to pack his things because he was going home and sent him to the office alone.The boy didn’t fully understand the instructions and walked past the office to his home, crossing busy Magnolia Ave.There is only one gate in and out of the school and the boy apparently passed through it undetected.School administrators noticed the boy was missing about half an hour later and told his grandmother, who panicked.The boy’s mother said she realized something was wrong when her doorbell camera sent an alert. She looked at the video and saw her son on the front porch with a woman approaching him.The woman turned out to be a school administrator who had been searching for the boy.Rob Cunningham has a kindergartner at the school and was concerned by the incident.“We trust the school to know where our child is when we drop them off and expect them to be here when we pick them up,” Cunningham said.Santee School District Superintendent Dr. Kristin Baranski responded to 10News’ request for comments, saying the boy was found safe within 15 minutes.She added the school has a practice of sending a buddy with younger children when they need to visit the school office but in this case, the guest teacher did not follow the practice.Administrators will put additional communication practices in place with guest teachers to make sure they are aware of the policy, Baranski said. 1789

  

SAN YSIDRO, Calif. (KGTV) -- A new apartment complex in San Ysidro promises to offer more than 100 affordable apartments to residents. The building, called Paseo La Paz, was made possible in part due to a .3 million grant from the City of San Diego and will offer 137 affordable units. The complex targets families with incomes from 50 to 60 percent of San Diego’s median income – approximately ,000 per year for a family of four. Rents will range from 0 per month for a one-bedroom apartment to ,200 for a three-bedroom unit. Rents will remain affordable for the next 55 years as part of the agreement that secured the grant. RELATED: San Diego not cashing in on affordable housing dollars, report says“This project is the perfect example of how the City can help serve its residents with affordable options for housing,” said Christina Bibler, Director of the City of San Diego’s Economic Development Department. In addition to the multi-million dollar grant, an additional million in funding was provided by the city’s Affordable Housing Fund. “With the City’s assistance, this apartment complex can help ease the burdens for those looking for a place to call home," Bibler continued. SCRIPPS RANCH (KGTV): The "shake table" at UC San Diego will soon be able to move just like a real earthquake, thanks to a grant from the National Science Foundation.Researchers at UC San Diego received .3 million for upgrades to the machine."This would become one of the very best centers for earthquake engineering worldwide," says Professor Joel Conte, who teaches in the school's Department of Structural Engineering.Researchers say, right now, the shake table only moves back and forth, rocking large structures placed on top of it. With the grant, they'll be able to change the hydraulics on the machine. Once completed, it will shake back and forth, left and right, up and down and will also pitch, roll and yaw."We'll be able to reproduce real earthquake ground motions much more realistically, much more accurately, and much more completely," says Conte.Building designers and researchers use the shake table to test how structures will react to an earthquake, what kind of damage they'd sustain and whether or not they'd be usable immediately afterward.The shake table can hold multi-story buildings, bridge columns, wind turbines and more. The first structure scheduled to be tested after the upgrade is a 10-story building made from cross-laminated timber.According to the school, the money from the grant will add "new hydraulic pumps, a cooling tower and very large accumulator banks for the facility’s hydraulic-powered system. It will cover the costs of reconfiguring the existing two horizontal actuators, adding another two horizontal actuators, and powering the six vertical actuators to generate table motion."Researchers say it will be the most modern, functional shake table in the world."As soon as it can move in several directions, we will be able to serve all these needs," says Conte. "In the past, the industry in California often had to go to Japan, to China, to Korea. That will not be the case anymore."Construction on the upgrades will start in February of 2020 and be complete by July of 2021. 2042
