SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." High tide is set to happen at 9 a.m. with low tide set to take place around 4:10 p.m., according to tide charts. King tides occur when there is an alignment of the gravitational pull of the sun and the moon. SAN DIEGO (KGTV) - Like Pfizer, Moderna, AstraZeneca, and many others, INOVIO Pharmaceuticals has also raced to develop a COVID-19 vaccine this year.“We’ve been working really hard to move our vaccine through the stages of clinical testing. Some things have taken a little bit longer than we hoped. I think that’s kind of always the case when you’re trying to go at great light speed,” said Dr. Kate Broderick, INOVIO Pharmaceuticals Senior VP of Research & Development based in San Diego.Broderick said with funding from the U.S. Department of Defense, the biotech company started its Phase 2 clinical trial evaluating its DNA vaccine candidate, INO-4800.The first U.S. participants received a dose of the experimental vaccine earlier this month. SAN DIEGO (KGTV) — It’s been a historic wildfire season in California, made even more complicated by the pandemic.Emergency officials in San Diego County continue to shore up evacuation plans and brace for the worst, as more than a dozen wildfires in Northern California reveal the challenges of responding to two crises at once.As tens of thousands of Californians fled the wildfires last month, some turned to a shelter at the Santa Cruz Civic Auditorium. But with new rules in place to mitigate the spread of COVID-19, the shelter quickly filled up.The Civic Auditorium reached capacity August 21 and had to turn some evacuees away. The shelter remains at capacity, according to Cal Fire.About 27,000 people remained under evacuation orders as of Tuesday, according to Cal Fire. The Red Cross and partner organizations were sheltering more than 4,500 Californians in various settings as of Monday night.The Red Cross has put some displaced residents in hotels, a strategy that emergency workers in San Diego County are planning to emulate.“The county, since the beginning of the pandemic, has been working really proactively to identify and contract with hotels and motels to meet the unique housing and lodging needs of our community members,” said Senior Emergency Services Coordinator Julie Jeakle.With help from the Red Cross, the county has amassed a list of nearly 100 hotels and motels in San Diego County that could be called upon as emergency shelters. Some of these hotels were previously tapped as quarantine sites for individuals exposed to COVID-19.Traditional shelters in gyms or at schools won’t go away, but they’ll look different. Red Cross volunteers will conduct temperature checks and health screenings. But that site is currently under construction, and emergency responders would need permission from the stadium’s new owner, San Diego State.Another option: the Del Mar Fairgrounds.The fairgrounds was used as a large animal shelter four times in recent history: 2003, 2007, 2014 and 2017. SAN DIEGO (KGTV) -- Major changes are proposed to an exemption in state law that allows for a person under 21 to buy an assault-style rifle with a state-issued hunting license.The senator pushing behind the legislation also says he could author bring about more changes next year, including addressing an issue 10News uncovered in the wake of the Poway synagogue shooting in April. On Jan. 1, the state of California raised the legal age to buy all firearms - including long-guns - to 21. There were, however, exceptions for those over 18 who are military, law enforcement, or possess a valid, state-issued hunting license. Accused Poway synagogue shooter John Earnest, 19, purchased an AR-15 style weapon from a dealer in San Diego. State Sen. Anthony Portantino, a Democrat from the Los Angeles area, has amended current legislation, Senate Bill 61, to eliminate the hunting license exemption for "semiautomatic center-fire" rifles for those under 21."This is the weapon of choice that is finding itself into the wrong hands and, frankly, killing children,” Portantino said in an interview. "From our perspective we want to make sure we have a bill that gets signed into law that solves a problem.” Gov. Gavin Newsom has expressed support for this change.Portantino also said he would continue to seek out changes during next year's legislative. That includes potentially installing better verification practices when it comes to exemptions.
